【摘要】：資源型城市因資源豐富而高速發(fā)展，也因資源枯竭而發(fā)展滯后或者進行產業(yè)轉型，資源型城市產業(yè)轉型是目前為止仍然未解決的世界性難題。西方工業(yè)化國家的資源型城市產業(yè)轉型歷經了幾十年的時間，既有類似于美國休斯頓這樣的轉型成功的典范，也有像前蘇聯(lián)的巴庫這樣失敗的案例。時至今日，國內外很多資源型城市或地區(qū)依然處于艱辛的產業(yè)轉型之中，因此，對資源型城市產業(yè)轉型的研究是很多國家的迫切要求。 烏海市是國家“一五”時期布局的十大煤炭基地之一。然而，“因礦而建，因煤而興”的特殊城市形成和發(fā)展路徑，使烏海市近年來也出現(xiàn)了典型資源型城市特有的問題，如產業(yè)結構失衡、社會負擔較重、生態(tài)環(huán)境脆弱等等。尤其是近年來隨著煤炭資源日益減少，上述矛盾和問題更加凸顯，成為烏海市踐行科學發(fā)展觀和全面建設小康社會的重大制約因素，轉型發(fā)展勢在必行。 本論文采用定量分析與定性分析相結合、理論與實際相結合的研究方法，在對國內外資源型城市產業(yè)轉型相關理論與實踐方面進行總結與借鑒的基礎上，重點對下述問題進行了深入研究。 首先，對已有研究成果進行了歸納與總結，分析了產業(yè)轉型的概念，并且對國內外有關產業(yè)發(fā)展與轉型從理論和實踐兩方面分別進行了綜述，除此以外，，還歸納總結了國內專家學者對內蒙古的相關研究狀況。 其次，從烏海市產業(yè)發(fā)展現(xiàn)狀及其特征入手進行分析得出現(xiàn)階段的主導產業(yè)，并且分析了烏海市存在的主要問題。結合國內較為典型資源型城市產業(yè)轉型的研究，使烏海市產業(yè)轉型獲得可借鑒的經驗。在此基礎上，進行了烏海市產業(yè)轉型的量化分析，最終選擇出烏海市產業(yè)轉型的主導產業(yè)。 最后，提出了烏海市產業(yè)轉型應遵循的原則，并且借鑒國內外產業(yè)轉型成功經驗提出建議對策。
[Abstract]:Resource-based cities develop at a high speed because of the rich resources, but also lags behind in the development or industrial transformation because of the depletion of resources. The industrial transformation of resource-based cities is a worldwide problem that has not been solved so far. The industrial transformation of resource-based cities in western industrialized countries has been going through several decades. There are not only successful models such as Houston, but also failed cases like Baku in the former Soviet Union. Nowadays, many resource-based cities or regions at home and abroad are still in the process of hard industrial transformation. Therefore, the research on the industrial transformation of resource-based cities is an urgent requirement in many countries. Wuhai City is one of the top ten coal bases laid out in the first five year Plan period. However, the special city formation and development path of "build because of ore, flourish because of coal". In recent years, Wuhai City has also appeared the unique problems of typical resource-based cities, such as unbalanced industrial structure, heavy social burden, fragile ecological environment and so on, especially in recent years with the decreasing of coal resources. The above contradictions and problems become more prominent and become a major restriction factor for the practice of scientific development concept and the overall construction of a well-off society in Wuhai City, so it is imperative to transform and develop. This paper adopts the combination of quantitative analysis and qualitative analysis, the combination of theory and practice, on the basis of summing up and drawing lessons from the theory and practice of industrial transformation of resource-based cities at home and abroad. The following problems are studied in detail. First of all, the existing research results are summarized, the concept of industrial transformation is analyzed, and the development and transformation of industry at home and abroad from the theoretical and practical aspects are summarized, in addition. Also summarized the domestic experts and scholars of Inner Mongolia related research situation. Secondly, from the Wuhai City industry development status and characteristics of the analysis of the leading industry at this stage. And analyzed the main problems in Wuhai City. Combined with the domestic more typical resource-based city industrial transformation research, so that Wuhai City industry transformation can be used for reference. On this basis. The quantitative analysis of Wuhai's industrial transformation is carried out, and the leading industry of Wuhai's industrial transformation is finally selected. Finally, the paper puts forward the principles that should be followed in the industrial transformation of Wuhai City, and puts forward some suggestions for reference to the successful experience of industrial transformation at home and abroad.
