【摘要】：循環(huán)經(jīng)濟(jì)評(píng)價(jià)是循環(huán)經(jīng)濟(jì)理論研究的重要內(nèi)容之一。因此,構(gòu)建全面、科學(xué)的區(qū)域循環(huán)經(jīng)濟(jì)評(píng)價(jià)體系和方法具有重要的理論和實(shí)踐指導(dǎo)意義。 本文采用定性與定量分析相結(jié)合、動(dòng)態(tài)與靜態(tài)分析相結(jié)合、多學(xué)科理論相結(jié)合、理論與實(shí)證研究相結(jié)合的研究方法,開展了以下研究： (一)理論研究。(1)主要對(duì)國(guó)內(nèi)外循環(huán)經(jīng)濟(jì)評(píng)價(jià)研究現(xiàn)狀和循環(huán)經(jīng)濟(jì)的基礎(chǔ)理論進(jìn)行了系統(tǒng)地梳理和評(píng)述；(2)界定了循環(huán)經(jīng)濟(jì)的概念、內(nèi)涵和特征；(3)構(gòu)建了基于過(guò)程-效應(yīng)原理的區(qū)域循環(huán)經(jīng)濟(jì)評(píng)價(jià)指標(biāo)體系框架：包括目標(biāo)層、準(zhǔn)則層、子準(zhǔn)則層和指標(biāo)層。其中,目標(biāo)層為區(qū)域循環(huán)經(jīng)濟(jì)發(fā)展水平；準(zhǔn)則層包括過(guò)程和效應(yīng)兩個(gè)層面：過(guò)程包括物質(zhì)輸入、物質(zhì)輸出和物質(zhì)循環(huán)三個(gè)要素,效應(yīng)包括資源效率和經(jīng)濟(jì)效益兩個(gè)要素；子準(zhǔn)則層涉及物質(zhì)輸入、物質(zhì)循環(huán)、物質(zhì)輸出、資源效率和經(jīng)濟(jì)效益五個(gè)因素。(4)遵循權(quán)威性、可比性、全局性、動(dòng)態(tài)性、開放性和簡(jiǎn)化性原則,利用頻度分析和獨(dú)立性分析法篩選了基本指標(biāo)；并構(gòu)建了循環(huán)經(jīng)濟(jì)評(píng)價(jià)模型和方法。 (二)實(shí)證分析。(1)循環(huán)經(jīng)濟(jì)發(fā)展總體評(píng)價(jià)�；趨^(qū)域循環(huán)經(jīng)濟(jì)評(píng)價(jià)指標(biāo)體系框架,選取28個(gè)指標(biāo),采用熵值法綜合評(píng)價(jià)和分析了我國(guó)2000-2011年循環(huán)經(jīng)濟(jì)發(fā)展動(dòng)態(tài),并將我國(guó)循環(huán)經(jīng)濟(jì)的發(fā)展歷程劃分為三個(gè)階段：初步形成階段、快速發(fā)展階段以及全面推進(jìn)形成規(guī)模階段,從過(guò)程和效應(yīng)兩方面分析了影響循環(huán)經(jīng)濟(jì)發(fā)展的主導(dǎo)因素；(2)循環(huán)經(jīng)濟(jì)發(fā)展區(qū)域差異分析。基于區(qū)域循環(huán)經(jīng)濟(jì)評(píng)價(jià)指標(biāo)體系框架,選取15個(gè)指標(biāo),以省域?yàn)榛締卧?采用因子分析法和聚類分析法,評(píng)價(jià)和分析了我國(guó)循環(huán)經(jīng)濟(jì)發(fā)展的區(qū)域特征,初步確定了循環(huán)經(jīng)濟(jì)類型區(qū)劃分方案：強(qiáng)循環(huán)類型區(qū)、中循環(huán)類型區(qū)和弱循環(huán)類型區(qū)；從過(guò)程和效應(yīng)兩方面分析了區(qū)域差異及其主導(dǎo)因素。 本文從循環(huán)經(jīng)濟(jì)的基本屬性出發(fā),基于過(guò)程-效應(yīng)原理構(gòu)建的區(qū)域循環(huán)經(jīng)濟(jì)評(píng)價(jià)指標(biāo)體系,在方法學(xué)上有一定的創(chuàng)新性,且具有實(shí)踐指導(dǎo)意義,可作為我國(guó)循環(huán)經(jīng)濟(jì)評(píng)價(jià)和管理的重要工具和手段,以從戰(zhàn)略層面上制定推進(jìn)循環(huán)經(jīng)濟(jì)發(fā)展的政策和措施提供參考。
[Abstract]:Circular economy evaluation is an important part of circular economy theory research. Therefore, building a comprehensive and scientific evaluation system and method of regional circular economy has important theoretical and practical significance.
In this paper, we combine qualitative and quantitative analysis, dynamic and static analysis, multi-disciplinary theory, theoretical and empirical research.
(a) theory research. (1) the basic theory of the domestic and foreign research status evaluation of circular economy and circular economy and makes a systematic review; (2) the definition of the concept of circular economy, connotation and characteristics; (3) the construction process - effect principle of regional circular economy evaluation index system framework based on including the target layer, criterion layer, sub rule layer and index layer. The target layer is the development level of regional circular economy; two aspects of rule layer including process and effect: the process includes material input, material output and material circulation of the three elements, including the effect of two factors of resource efficiency and economic benefit; child the criteria layer involves material input, material recycling, material output, resource efficiency and economic benefits of the five factors. (4) follow the authority, comparability, overall, dynamic, open and simplified principle, analyzed by frequency analysis and independence The basic index is screened by law, and the evaluation model and method of circular economy are constructed.
(two) empirical analysis. (1) the overall evaluation of the development of circular economy. The framework of evaluation index system of regional circular economy based on the selected 28 indicators, using the comprehensive evaluation method of entropy and 2000-2011 analysis of China's circular economic development, and divides the development process of China's circular economy into three stages: the initial stage the stage of rapid development, and comprehensively promote the formation of scale, from the two aspects of the process and effect analysis of the main factors affecting the development of circular economy; (2) analysis of regional circular economy development difference. The framework of evaluation index system of regional circular economy based on the selected 15 indicators, to the province as the basic unit, using factor analysis and clustering analysis, evaluation and analysis of the regional characteristics of the development of circular economy in China, initially determined the scheme types of circular economy: a strong circulation area, circulation area and weak circulation type The regional differences and their leading factors are analyzed from two aspects of process and effect.
This article from the basic properties of the circular economy of the process - effect principle of construction of regional circular economy evaluation index system based on the method has certain innovative learning, and has practical significance, can be used as an important tool and means of evaluation and management of circular economy in China, from the strategic level to promote the development of policies and measures the development of circular economy to provide reference.
