【摘要】：海外華商資本作為世界重要資本之一,海外華商對(duì)中國(guó)的投資極大地推動(dòng)了中國(guó)經(jīng)濟(jì)的快速發(fā)展。改革開(kāi)放后,海外華商開(kāi)始大量進(jìn)入中國(guó),對(duì)經(jīng)濟(jì)的促進(jìn)作用越來(lái)越明顯,成為拉動(dòng)中國(guó)經(jīng)濟(jì)增長(zhǎng)的重要因素。云南省作為一個(gè)經(jīng)濟(jì)欠發(fā)達(dá)的省份,吸引外來(lái)投資成為經(jīng)濟(jì)發(fā)展的重要驅(qū)動(dòng)力。海外華商投資占到了外國(guó)直接投資中國(guó)資本的60%,在云南也基本占到了60%,促進(jìn)海外華商投資云南對(duì)云南的經(jīng)濟(jì)發(fā)展具有重要意義。 本文對(duì)海外華商投資云南的基本情況進(jìn)行了分析,從云南的經(jīng)濟(jì)規(guī)模、經(jīng)濟(jì)水平、對(duì)外開(kāi)放度、勞動(dòng)成本、運(yùn)輸成本、政策環(huán)境、國(guó)際關(guān)系、經(jīng)濟(jì)文化、自然資源等方面入手,運(yùn)用SWOT分析方法,對(duì)海外華商投資云南的環(huán)境進(jìn)行戰(zhàn)略分析,找出了云南在區(qū)位、自然資源、文化等方面的優(yōu)勢(shì)和經(jīng)濟(jì)實(shí)力、運(yùn)輸成本用地指標(biāo)少等方面的劣勢(shì),面臨的云南經(jīng)濟(jì)轉(zhuǎn)型、享有多項(xiàng)優(yōu)惠政策、中國(guó)-東盟自貿(mào)區(qū)全面啟動(dòng)的機(jī)遇和雙邊關(guān)系、中國(guó)政府對(duì)產(chǎn)業(yè)的政策調(diào)控、投資環(huán)境、勞動(dòng)力成本等方面的威脅,提出了地方政府應(yīng)該從建設(shè)服務(wù)型政府、發(fā)展完善市場(chǎng)體系、創(chuàng)造良好的投資環(huán)境、加強(qiáng)與海外華商的溝通和聯(lián)系、轉(zhuǎn)變針對(duì)海外華商的招商引資方式等5個(gè)方面吸引海外華商投資的對(duì)策建議。 本文主要的是在外國(guó)直接投資理論、Diaspora理論、新公共管理理論的基礎(chǔ)上,運(yùn)用SWOT分析方法,綜合理論分析和實(shí)證分析,對(duì)海外華商投資云南所處的環(huán)境進(jìn)行分析,提出對(duì)策建議,著力發(fā)揮政府在吸引海外華商投資中的作用。
[Abstract]:As one of the most important capital in the world, overseas Chinese businessmen 'investment in China has greatly promoted the rapid development of China's economy. After the reform and opening up, overseas Chinese businessmen began to enter China in large numbers. The role of promoting the economy is becoming more and more obvious, and it has become an important factor to promote the economic growth of China. Yunnan Province is an underdeveloped province. Attracting foreign investment has become an important driving force for economic development. Overseas Chinese investment accounts for 60% of foreign direct investment in China and 60% in Yunnan. Promoting overseas Chinese investment in Yunnan is of great significance to Yunnan's economic development. This paper analyzes the basic situation of overseas Chinese investment in Yunnan, from the economic scale, economic level, openness, labor costs, transportation costs, policy environment, international relations, economic and cultural. Starting with the natural resources and using the SWOT analysis method, this paper makes a strategic analysis on the environment of overseas Chinese businessmen to invest in Yunnan, and finds out the advantages and economic strength of Yunnan in such aspects as location, natural resources, culture and so on. The disadvantages of low land use index of transportation cost, the economic transformation of Yunnan Province, the preferential policies, the opportunities and bilateral relations of China-ASEAN free trade area, and the Chinese government's policy control on industry. Investment environment, labor cost and other threats, the local government should build a service-oriented government, develop and improve the market system, create a good investment environment, and strengthen the communication and contact with overseas Chinese businessmen. The countermeasures and suggestions to attract overseas Chinese investment in five aspects are changed. Based on the foreign direct investment theory Diaspora theory and the new public management theory, this paper uses the SWOT analysis method to synthesize theoretical analysis and empirical analysis. This paper analyzes the environment in which overseas Chinese businessmen invest in Yunnan, puts forward countermeasures and suggestions, and exerts the role of government in attracting overseas Chinese investment.
