【摘要】：目前,我國(guó)正處于加快發(fā)展的轉(zhuǎn)型期,在這個(gè)時(shí)期,地方政府發(fā)展區(qū)域經(jīng)濟(jì)面臨著諸多的問(wèn)題和挑戰(zhàn),在這種背景下,本文重點(diǎn)分析轉(zhuǎn)型期地方政府區(qū)域經(jīng)濟(jì)發(fā)展有關(guān)作為的問(wèn)題,希望給國(guó)內(nèi)地方政府提供一些借鑒和啟示。 本文在分析國(guó)內(nèi)外研究現(xiàn)狀以及有關(guān)基礎(chǔ)理論的基礎(chǔ)上,重點(diǎn)研究了三個(gè)方面的問(wèn)題：第一,對(duì)國(guó)內(nèi)地方政府在發(fā)展區(qū)域經(jīng)濟(jì)中的問(wèn)題進(jìn)行了深入剖析。客觀地講,由于我國(guó)是計(jì)劃經(jīng)濟(jì)時(shí)代向市場(chǎng)經(jīng)濟(jì)時(shí)代轉(zhuǎn)變,許多政府職能沒(méi)有界定清楚,出現(xiàn)了政府越位、缺位、錯(cuò)位等諸多的問(wèn)題。全面分析這些問(wèn)題,有利于本文針對(duì)問(wèn)題提出對(duì)策與建議。第二,對(duì)國(guó)內(nèi)一些地方政府的經(jīng)驗(yàn)教訓(xùn)進(jìn)行了深入分析。以濟(jì)南市市中區(qū)、杭州市下城區(qū)為例,分析了這兩個(gè)區(qū)級(jí)政府在發(fā)展區(qū)域經(jīng)濟(jì)中的好經(jīng)驗(yàn)、好做法；以重慶市地方政府、內(nèi)蒙古呼和浩特市清水河縣政府為例,分析了他們?cè)诮?jīng)濟(jì)發(fā)展中出現(xiàn)的問(wèn)題,這些經(jīng)驗(yàn)和教訓(xùn),對(duì)于國(guó)內(nèi)縣區(qū)級(jí)政府發(fā)展地域經(jīng)濟(jì),具有重要的啟示作用。第三,對(duì)國(guó)內(nèi)縣區(qū)級(jí)政府經(jīng)濟(jì)行為定位進(jìn)行了分析。根據(jù)轉(zhuǎn)型期的特點(diǎn)及對(duì)地方政府經(jīng)濟(jì)行為的影響,明確了科學(xué)發(fā)展、實(shí)事求是、因地制宜、市場(chǎng)主導(dǎo)四個(gè)基本原則,主要是對(duì)于地方政府經(jīng)濟(jì)行為定位及發(fā)展經(jīng)濟(jì)措施進(jìn)行了重點(diǎn)分析,對(duì)于地方政府發(fā)展經(jīng)濟(jì)的保障措施進(jìn)行了研究。 論文的創(chuàng)新點(diǎn)就在于結(jié)合自己政府機(jī)關(guān)工作的優(yōu)勢(shì),對(duì)于一些經(jīng)濟(jì)發(fā)展中的措施進(jìn)行了深入思考和研究,特別是在對(duì)濟(jì)南市市中區(qū)的經(jīng)濟(jì)發(fā)展中,提出了一些自己的看法。同時(shí),結(jié)合工作實(shí)際,對(duì)于下一步地方政府發(fā)展經(jīng)濟(jì)行為,提出了一些創(chuàng)新性的觀點(diǎn)和對(duì)策。論文的不足之處在于自己的理論水平有限,對(duì)于一些問(wèn)題的研究還不夠深入,下一步需要繼續(xù)改進(jìn)和完善。
[Abstract]:At present, our country is in the transition period of accelerating development, in this period, the local government is faced with many problems and challenges in the development of regional economy, in this context. This paper focuses on the analysis of the regional economic development of local governments in the transitional period, hoping to provide some reference and inspiration to the local governments in China. Based on the analysis of domestic and foreign research status and related basic theories, this paper focuses on three aspects: first. This paper makes a thorough analysis of the problems of local governments in the development of regional economy. Objectively speaking, due to the transition from planned economy to market economy, many government functions have not been clearly defined. The emergence of government offside, vacancy, dislocation and many other problems. A comprehensive analysis of these problems is conducive to this paper to put forward countermeasures and suggestions. Second. The experiences and lessons of some local governments in China are analyzed in depth. Taking the central district of Jinan and the lower part of Hangzhou as an example, the good experiences and practices of the two regional governments in the development of regional economy are analyzed. Taking the local government of Chongqing and the government of Qingshuihe County of Hohhot City, Inner Mongolia as an example, this paper analyzes their problems in economic development. These experiences and lessons are of great importance to the development of regional economy for the local governments at the county and district levels in China. Third, it analyzes the orientation of the economic behavior of the domestic county and district government. According to the characteristics of the transition period and the impact on the economic behavior of the local government, it clarifies the scientific development and seeks truth from facts. According to local conditions, there are four basic principles of market leading, mainly focusing on the orientation of local government's economic behavior and economic development measures, and researching on the safeguard measures of local government's economic development. The innovation of the thesis lies in the combination of the advantages of the work of our government agencies, some measures of economic development have been deeply considered and studied, especially in the economic development of the central district of Jinan. At the same time, combined with the actual work, the next step for the local government to develop economic behavior. Some innovative viewpoints and countermeasures are put forward. The deficiency of this paper is that its theoretical level is limited and the research on some problems is not deep enough. The next step is to continue to improve and improve.
