【摘要】：生態(tài)經(jīng)濟(jì)是一種尊重生態(tài)原理和經(jīng)濟(jì)發(fā)展規(guī)律的經(jīng)濟(jì)。它要求把人類經(jīng)濟(jì)社會發(fā)展與其所依托的生態(tài)環(huán)境作為一個(gè)整體.強(qiáng)調(diào)把經(jīng)濟(jì)系統(tǒng)與生態(tài)系統(tǒng)的多種相關(guān)要素聯(lián)系起來進(jìn)行綜合分析與實(shí)施，實(shí)現(xiàn)經(jīng)濟(jì)社會與生態(tài)環(huán)境協(xié)調(diào)發(fā)展�，F(xiàn)代經(jīng)濟(jì)社會建設(shè)必須按照生態(tài)協(xié)調(diào)發(fā)展規(guī)律辦事，歸根到底，就是要真正建設(shè)起互促協(xié)調(diào)型的現(xiàn)代生態(tài)經(jīng)濟(jì)模式。 本文從生態(tài)經(jīng)濟(jì)相關(guān)理論入手，，在分析河北省環(huán)京津貧困帶經(jīng)濟(jì)和生態(tài)現(xiàn)狀的基礎(chǔ)上，總結(jié)該區(qū)域出現(xiàn)經(jīng)濟(jì)貧困和生態(tài)問題的原因，并提出了相應(yīng)促進(jìn)該區(qū)域生態(tài)經(jīng)濟(jì)協(xié)調(diào)發(fā)展的政策建議。 本文包括六章。第一章導(dǎo)言，主要介紹本文的研究背景和意義、文獻(xiàn)綜述、技術(shù)路線、研究方法和創(chuàng)新點(diǎn)；第二章關(guān)于生態(tài)經(jīng)濟(jì)的相關(guān)原理，這部分界定生態(tài)經(jīng)濟(jì)相關(guān)概念，對生態(tài)經(jīng)濟(jì)進(jìn)行科學(xué)定位并闡述生態(tài)經(jīng)濟(jì)協(xié)調(diào)發(fā)展的理論依據(jù)；第三章貧困地區(qū)發(fā)展經(jīng)濟(jì)和保護(hù)生態(tài)環(huán)境之間的關(guān)系，經(jīng)濟(jì)發(fā)展和生態(tài)環(huán)境保護(hù)之間存在對立統(tǒng)一的關(guān)系；闡述了貧困地區(qū)實(shí)現(xiàn)生態(tài)經(jīng)濟(jì)協(xié)調(diào)發(fā)展的可行性和必要性；第四章河北省環(huán)京津貧困帶現(xiàn)狀。對河北省環(huán)京津貧困帶現(xiàn)狀主要從經(jīng)濟(jì)方面和生態(tài)方面進(jìn)行闡述。經(jīng)濟(jì)方面通過對比河北一側(cè)和京津一側(cè)的指標(biāo)來凸顯河北省環(huán)京津貧困帶的經(jīng)濟(jì)現(xiàn)狀；總結(jié)了貧困帶在經(jīng)濟(jì)方面和生態(tài)方面存在的突出特點(diǎn)；第五章河北省環(huán)京津貧困帶生態(tài)經(jīng)濟(jì)未協(xié)調(diào)發(fā)展的緣由。從多個(gè)方面分析了河北省環(huán)京津貧困帶出現(xiàn)貧困問題和生態(tài)問題的原因；第六章促進(jìn)河北省環(huán)京津貧困帶生態(tài)經(jīng)濟(jì)協(xié)調(diào)發(fā)展的建議。從產(chǎn)業(yè)結(jié)構(gòu)、區(qū)際生態(tài)補(bǔ)償、河北省發(fā)展方向和環(huán)境等方面來闡述如何促進(jìn)生態(tài)經(jīng)濟(jì)協(xié)調(diào)發(fā)展。
[Abstract]:Ecological economy is a kind of respect for the ecological principle and the law of economic development of the economy. It requires the ecological environment of human economic and social development and relying on as a whole. Emphasize the economic system and ecological system of various factors linked to comprehensive analysis and implementation, to achieve economic and social development and ecological environment construction of modern economy. Society must after all in accordance with the ecological coordinated development laws, is to really build up mutual promotion of modern ecological economy mode of coordination.
Based on the related theories of eco economics, this paper analyzes the current economic and ecological situation of the poverty belt around Beijing and Tianjin in Hebei Province, summarizes the reasons for economic poverty and ecological problems in the area, and puts forward some corresponding policy recommendations to promote the coordinated development of eco economy in this area.
This paper includes six chapters. The first chapter is the introduction, mainly introduces the research background and significance, literature review, technical route, research methods and innovation; the second chapter related principle about ecological economy, this part defines the related concept of ecological economy, the orientation of ecological economy and expounds the theoretical basis of coordinated development of ecological economy; relationship between the ecological environment of developing the economy and protecting the third chapter of the poor areas, relationship between the unity of opposites between economic development and environmental protection; expounds the realization of the coordinated development of ecological economy in the impoverished areas of the feasibility and necessity of; the fourth chapter of Hebei province poverty belt around Beijing and Tianjin in Hebei province. The status of poverty belt around Beijing and Tianjin mainly from the economic situation and ecological aspects. By comparing the economic side of Hebei and Tianjin on the side of the index to highlight the Hebei province economic poverty belt around Beijing and Tianjin The status quo; summarizes the salient features of the poverty belt in the economic and ecological aspects of existence; the fifth chapter the reason of Hebei province poverty belt around Beijing and Tianjin eco economic coordinated development. An analysis of Hebei province poverty belt around Beijing and Tianjin appear problem of poverty and ecological problems from many aspects; the sixth chapter of Hebei province to promote the coordination of poverty belt around Beijing and Tianjin the development of the ecological economy. From the industrial structure, regional ecological compensation in Hebei Province, the direction of development and environment and other aspects of how to promote the coordinated development of ecological economy.
