【摘要】：京津冀國家級(jí)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)是京津冀地區(qū)打造世界級(jí)產(chǎn)業(yè)集群的重要載體和中堅(jiān)力量。可從地位作用和發(fā)展水平兩個(gè)維度構(gòu)建京津冀國家級(jí)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)發(fā)展評(píng)價(jià)指標(biāo)體系,綜合運(yùn)用定性、定量和空間分析方法,對(duì)三地13個(gè)國家級(jí)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)的地位作用和發(fā)展水平進(jìn)行測(cè)度。從總體上看,13個(gè)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)在科技引領(lǐng)、產(chǎn)業(yè)支撐和經(jīng)濟(jì)帶動(dòng)三個(gè)方面能夠?qū)�區(qū)域發(fā)展起到促進(jìn)作用;從內(nèi)部結(jié)構(gòu)看,京津石國家級(jí)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)發(fā)展水平最高,其中天津經(jīng)濟(jì)技術(shù)開發(fā)區(qū)實(shí)力最強(qiáng),北京經(jīng)濟(jì)技術(shù)開發(fā)區(qū)企業(yè)創(chuàng)新活力最優(yōu);從空間格局來看,三地產(chǎn)業(yè)呈現(xiàn)"一軸、一帶、多點(diǎn)"的空間分布特征。京津冀國家級(jí)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)發(fā)展中的突出問題主要是實(shí)力差距懸殊、產(chǎn)業(yè)集聚度與對(duì)接能力不足、資源整合與要素共享機(jī)制欠缺等。未來應(yīng)完善創(chuàng)新體系,打造創(chuàng)新高地,更好地發(fā)揮創(chuàng)新引領(lǐng)作用;促進(jìn)產(chǎn)業(yè)鏈接,打造高新產(chǎn)業(yè)高地,提升產(chǎn)業(yè)支撐能力;促進(jìn)要素整合,形成整體優(yōu)勢(shì),充分發(fā)揮區(qū)域引擎作用。
[Abstract]:The Beijing-Tianjin-Hebei national economic and technological development zone is an important carrier and backbone of building a world-class industrial cluster in the Beijing-Tianjin-Hebei region. The development of the Beijing-Tianjin-Hebei national economic and technological development zone can be constructed from the two dimensions of status and level of development. Development evaluation index system, Using the methods of qualitative, quantitative and spatial analysis, this paper measures the status and development level of 13 state-level economic and technological development zones in three places. In general, 13 economic and technological development zones are leading in science and technology. The three aspects of industry support and economic driving can promote regional development. From the internal structure, the Beijing-Tianjin National Economic and technological Development Zone has the highest level of development, among which Tianjin Economic and technological Development Zone has the strongest strength. The innovation vitality of enterprises in Beijing Economic and technological Development Zone is the best. From the perspective of the spatial pattern, the three real estate industries take on "one axis, one belt," The main problems in the development of the Beijing-Tianjin-Hebei National Economic and technological Development Zone are the disparity in strength, the insufficient degree of industrial convergence and the ability to connect. In the future, we should perfect the innovation system, build the innovation highland, play the leading role of innovation better, promote the industrial link, build the hi-tech industry highland, enhance the industry supporting ability, promote the integration of the elements. Form the overall advantage, give full play to the role of the regional engine.
