【摘要】：隨著全球經(jīng)濟(jì)一體化及政治多極化趨勢(shì)的形成，越來(lái)越多的國(guó)家通過(guò)同其他各國(guó)的交流與合作來(lái)共同解決一些問(wèn)題，國(guó)家相互之間的交流與合作日益頻繁，也成為經(jīng)濟(jì)發(fā)展的一種必然。加強(qiáng)國(guó)際交流與合作具有加強(qiáng)國(guó)際聯(lián)系、參與國(guó)際競(jìng)爭(zhēng)的重要意義，而商務(wù)部作為國(guó)內(nèi)外貿(mào)易和國(guó)際經(jīng)濟(jì)合作領(lǐng)域的主管部，一直發(fā)揮著重要的國(guó)際化職能，，并高度重視國(guó)際交流與合作，積極推進(jìn)中國(guó)同其他國(guó)家建立雙邊交流合作機(jī)制，同時(shí)，參與相關(guān)國(guó)際規(guī)則和標(biāo)準(zhǔn)的制定研究，增加中國(guó)在世界范圍內(nèi)的話語(yǔ)權(quán)，積極發(fā)揮著橋梁作用，促進(jìn)“引進(jìn)來(lái)”和“走出去”，推動(dòng)對(duì)外投資和利用外資協(xié)調(diào)發(fā)展及其互惠互利的多雙邊經(jīng)貿(mào)關(guān)系，不斷提升中國(guó)對(duì)外開放水平。 本文主要針對(duì)黑龍江商務(wù)部門加強(qiáng)國(guó)際交流與合作的問(wèn)題及對(duì)策研究為切入點(diǎn)，對(duì)國(guó)際交流與合作相關(guān)理論進(jìn)行分析的同時(shí)，以黑龍江商務(wù)部門加強(qiáng)國(guó)際交流與合作問(wèn)題及對(duì)策研究為具體案例，以國(guó)際交流與合作相關(guān)理論為基礎(chǔ)，對(duì)黑龍江省對(duì)外經(jīng)貿(mào)交流與合作實(shí)際狀況進(jìn)行分析并提出具體的策略及方法，從而促進(jìn)黑龍江省“引進(jìn)來(lái)”和“走出去”的步伐，提高其對(duì)外開放水平和能力。

To strengthen international exchanges and cooperation has important significance to strengthen international ties, participate in international competition the Ministry of Commerce, and as the domestic and foreign trade and international economic cooperation in the field of administrative department, has been an important international function, and attaches great importance to international exchanges and cooperation, and actively promote the establishment of bilateral exchanges and cooperation mechanisms, Chinese with other countries at the same time, study and participate in the formulation of relevant international rules and standards, increase China in the world the right to speak, and actively play a role as a bridge, to promote the "bringing in" and "going out", to promote foreign investment and foreign capital utilization coordinated development And its mutually beneficial bilateral economic and trade relations are constantly improving the level of China's opening to the outside world.
This paper mainly studies on the Heilongjiang Department of Commerce to strengthen international exchanges and cooperation problems and countermeasures as the starting point, to international exchanges and cooperation in the relevant theoretical analysis at the same time, the Heilongjiang Department of Commerce to strengthen international exchanges and cooperation on the problems and Countermeasures of the case to the international exchange and cooperation theory, the actual situation in Heilongjiang Province Foreign Economic and trade exchanges and cooperation are analyzed and put forward the specific strategies and methods, so as to promote the Heilongjiang province "bringing in" and "going out" pace, improving the opening level and ability.
