【摘要】：中國(guó)要在2019年實(shí)現(xiàn)7000多萬(wàn)貧困人口全部脫貧,脫貧攻堅(jiān)成為全黨上下的政治任務(wù)和責(zé)任擔(dān)當(dāng)。當(dāng)前,我國(guó)脫貧攻堅(jiān)戰(zhàn)略決策從經(jīng)濟(jì)基礎(chǔ)、政治環(huán)境、社會(huì)共識(shí)和國(guó)際環(huán)境上均具有難得的戰(zhàn)略機(jī)遇,主要是解決"扶持誰(shuí)""誰(shuí)來(lái)扶""怎么扶"這三個(gè)核心問(wèn)題。為此,必須從全面頂層設(shè)計(jì)扶貧機(jī)制、全面升級(jí)社會(huì)保障制度、全面完善生態(tài)補(bǔ)償政策、全面優(yōu)化產(chǎn)業(yè)扶貧投入、全面暢通社會(huì)扶貧渠道等創(chuàng)新,構(gòu)建完善的脫貧攻堅(jiān)長(zhǎng)效機(jī)制。
[Abstract]:In 2019, more than 70 million poor people in China will be lifted out of poverty, and it has become a political task and responsibility for the whole party to tackle poverty. At present, China's strategic decision to overcome poverty is based on the economic base and political environment. There are rare strategic opportunities in both the social consensus and the international environment, mainly to solve the three core problems of "who supports", "who will help" and "how to help." therefore, it is necessary to design a comprehensive poverty alleviation mechanism from the top level and upgrade the social security system in an all-round way. It is necessary to improve the ecological compensation policy, optimize the investment in poverty alleviation in industry and open the channels of social poverty alleviation, so as to set up a perfect mechanism to overcome poverty for a long time.
