【摘要】：東北老工業(yè)基地被譽(yù)為新中國(guó)工業(yè)的搖籃,為國(guó)家的工業(yè)化建設(shè)奠定了穩(wěn)固的基礎(chǔ),為國(guó)家重要戰(zhàn)略物資儲(chǔ)備做出了突出的貢獻(xiàn)。改革開(kāi)放以后,東北老工業(yè)基地經(jīng)過(guò)結(jié)構(gòu)調(diào)整和改制,積累了一定的經(jīng)驗(yàn)并取得了豐碩的成果。然而,在我國(guó)從計(jì)劃經(jīng)濟(jì)體制轉(zhuǎn)變?yōu)樯鐣?huì)主義市場(chǎng)經(jīng)濟(jì)體制的過(guò)程中,東北老工業(yè)基地制度環(huán)境的變化和技術(shù)創(chuàng)新的升級(jí)沒(méi)能跟上市場(chǎng)變化的節(jié)奏,經(jīng)濟(jì)發(fā)展速度漸漸慢了下來(lái)。與此同時(shí),東北老工業(yè)基地的經(jīng)濟(jì)發(fā)展環(huán)境和資源之間的矛盾也逐漸顯現(xiàn),產(chǎn)業(yè)轉(zhuǎn)型升級(jí)、供給側(cè)改革迫在眉睫。在東北老工業(yè)基地實(shí)現(xiàn)新的一輪振興背景下,東北老工業(yè)基地以“一帶一路”戰(zhàn)略為引領(lǐng),緊緊把握進(jìn)一步擴(kuò)大對(duì)外開(kāi)放的重要機(jī)遇期,為經(jīng)濟(jì)發(fā)展增添新的活力與持久動(dòng)力。因此,全面而系統(tǒng)地探討中國(guó)東北老工業(yè)基地對(duì)外開(kāi)放競(jìng)爭(zhēng)力的問(wèn)題,對(duì)于促進(jìn)新一輪?wèn)|北老工業(yè)基地振興具有十分重要的現(xiàn)實(shí)意義。本文在開(kāi)放型經(jīng)濟(jì)的基礎(chǔ)上對(duì)區(qū)域?qū)ν忾_(kāi)放競(jìng)爭(zhēng)力進(jìn)行研究,查閱了大量關(guān)于東北老工業(yè)基地區(qū)域開(kāi)放競(jìng)爭(zhēng)力研究所需相關(guān)數(shù)據(jù)及前期研究成果,構(gòu)建了“區(qū)域?qū)ν忾_(kāi)放競(jìng)爭(zhēng)力”的理論框架。通過(guò)界定區(qū)域?qū)ν忾_(kāi)放競(jìng)爭(zhēng)力的基本內(nèi)涵及特征,分析區(qū)域?qū)ν忾_(kāi)放競(jìng)爭(zhēng)力各要素間的相互關(guān)系。結(jié)合中國(guó)四大版塊的地域特點(diǎn)及發(fā)展現(xiàn)狀,構(gòu)建區(qū)域?qū)ν忾_(kāi)放競(jìng)爭(zhēng)力評(píng)價(jià)指標(biāo)和體系,分別從區(qū)域開(kāi)放基礎(chǔ)競(jìng)爭(zhēng)力、區(qū)域開(kāi)放貿(mào)易競(jìng)爭(zhēng)力、區(qū)域開(kāi)放投資競(jìng)爭(zhēng)力、區(qū)域開(kāi)放環(huán)境競(jìng)爭(zhēng)力和區(qū)域開(kāi)放服務(wù)競(jìng)爭(zhēng)力對(duì)東北老工業(yè)基地對(duì)外開(kāi)放的現(xiàn)狀、成因進(jìn)行深入探討。運(yùn)用主成分分析法對(duì)我國(guó)四大版塊區(qū)域?qū)ν忾_(kāi)放競(jìng)爭(zhēng)力做了準(zhǔn)確測(cè)度和趨勢(shì)變化比較,對(duì)提高東北老工業(yè)基地區(qū)域?qū)ν忾_(kāi)放競(jìng)爭(zhēng)力提出有針對(duì)性和可操作性的政策建議。對(duì)于進(jìn)一步擴(kuò)大對(duì)外開(kāi)放,實(shí)現(xiàn)新一輪?wèn)|北老工業(yè)基地振興有一定借鑒意義。全文共分為九章。第1章是緒論,闡述了論文研究的意義、研究的方法、基本結(jié)構(gòu)與主要內(nèi)容、創(chuàng)新點(diǎn)與不足等方面的問(wèn)題。第2章是文獻(xiàn)綜述,對(duì)有關(guān)開(kāi)放競(jìng)爭(zhēng)力研究、對(duì)外開(kāi)放及開(kāi)放型經(jīng)濟(jì)相關(guān)文獻(xiàn)做出總結(jié)和歸納。第3章是區(qū)域?qū)ν忾_(kāi)放競(jìng)爭(zhēng)力的相關(guān)理論,分別從區(qū)域?qū)ν忾_(kāi)放競(jìng)爭(zhēng)力的內(nèi)涵、基本特征、指標(biāo)體系和理論模型進(jìn)行闡述,分析了區(qū)域開(kāi)放基礎(chǔ)競(jìng)爭(zhēng)力、區(qū)域開(kāi)放貿(mào)易競(jìng)爭(zhēng)力、區(qū)域開(kāi)放投資競(jìng)爭(zhēng)力、區(qū)域開(kāi)放環(huán)境競(jìng)爭(zhēng)力和區(qū)域開(kāi)放服務(wù)競(jìng)爭(zhēng)力的相互關(guān)系。第4章是東北老工業(yè)基地對(duì)外開(kāi)放的現(xiàn)狀與問(wèn)題,這部分分析的是東北老工業(yè)基地開(kāi)放的基礎(chǔ)性問(wèn)題。包括歷史演進(jìn)、對(duì)外開(kāi)放的現(xiàn)狀、對(duì)外開(kāi)放所存在的問(wèn)題及成因。第5章是東北老工業(yè)基地對(duì)外開(kāi)放貿(mào)易競(jìng)爭(zhēng)力分析,主要對(duì)東北老工業(yè)基地貿(mào)易規(guī)模、貿(mào)易依存度、貿(mào)易中的商品結(jié)構(gòu)和市場(chǎng)結(jié)構(gòu)進(jìn)行評(píng)價(jià)分析。第6章是東北老工業(yè)基地對(duì)外開(kāi)放投資競(jìng)爭(zhēng)力分析,主要對(duì)東北老工業(yè)基地引資規(guī)模、引資結(jié)構(gòu)、FDI的溢出效應(yīng)進(jìn)行分析。第7章是東北老工業(yè)基地對(duì)外開(kāi)放服務(wù)與環(huán)境競(jìng)爭(zhēng)力分析,主要對(duì)東北老工業(yè)基地對(duì)外經(jīng)濟(jì)合作、區(qū)域開(kāi)放環(huán)境競(jìng)爭(zhēng)力進(jìn)行了研究。第8章是中國(guó)四大板塊的區(qū)域?qū)ν忾_(kāi)放競(jìng)爭(zhēng)力比較,主要對(duì)中國(guó)四大板塊對(duì)外開(kāi)放競(jìng)爭(zhēng)力做出總體評(píng)價(jià)和比較,對(duì)東北老工業(yè)基地提出借鑒其他板塊的建議。第9章是增強(qiáng)東北老工業(yè)基地對(duì)外開(kāi)放競(jìng)爭(zhēng)力的對(duì)策建議。共五個(gè)方面：主動(dòng)融入國(guó)家“一帶一路”戰(zhàn)略、擴(kuò)大東北區(qū)域開(kāi)放、進(jìn)一步提高對(duì)外貿(mào)易水平、不斷提高引進(jìn)外資和對(duì)外投資水平、增強(qiáng)老工業(yè)基地與東北亞地區(qū)合作。
[Abstract]:The northeast old industrial base is known as the cradle of the new Chinese industry, has laid a solid foundation for the country's industrialization, has made outstanding contribution to the national strategic material reserves.
