資源型經(jīng)濟轉(zhuǎn)型背景下山西大中型煤炭企業(yè)非煤發(fā)展戰(zhàn)略模式研究

【摘要】:山西省是我國典型的資源型地區(qū)和煤炭能源供應(yīng)基地,,區(qū)域經(jīng)濟發(fā)展主要依靠煤炭產(chǎn)業(yè)。長期以來,山西省經(jīng)濟發(fā)展過分依賴煤炭等礦產(chǎn)資源開發(fā),導(dǎo)致山西經(jīng)濟產(chǎn)業(yè)結(jié)構(gòu)單一、資源浪費現(xiàn)象嚴(yán)重、生態(tài)環(huán)境嚴(yán)重惡化、生產(chǎn)事故頻發(fā)等一系列社會經(jīng)濟矛盾和環(huán)境問題。2010年,山西省國家資源型經(jīng)濟轉(zhuǎn)型綜合配套改革試驗區(qū)落地實施,山西省委省政府提出“轉(zhuǎn)型跨越發(fā)展,再造一個新山西”、“以煤為基、多元發(fā)展”的“十二五”戰(zhàn)略目標(biāo)和戰(zhàn)略途徑,將煤炭安全、高效和綠色生產(chǎn)作為戰(zhàn)略任務(wù),為山西省煤炭企業(yè)發(fā)展提出了新的要求和目標(biāo);诿禾慨a(chǎn)業(yè)轉(zhuǎn)型發(fā)展的必然性和迫切性,在循環(huán)經(jīng)濟、低碳經(jīng)濟、生態(tài)經(jīng)濟、知識經(jīng)濟的時代圖景下,山西省煤炭企業(yè)轉(zhuǎn)型發(fā)展、積極推動非煤戰(zhàn)略已成為必然趨勢。 本文以山西大中型煤炭企業(yè)為研究對象,以山西省國家資源型經(jīng)濟轉(zhuǎn)型綜合配套改革試驗區(qū)發(fā)展原則為指導(dǎo),依托戰(zhàn)略管理理論、多元化理論等理論,運用IFE、EFE、SWOT和QSPM矩陣等戰(zhàn)略分析工具,對山西大型煤炭企業(yè)內(nèi)外部環(huán)境進行系統(tǒng)分析,制定煤炭企業(yè)轉(zhuǎn)型發(fā)展的基本戰(zhàn)略方案,并對煤炭企業(yè)非煤業(yè)務(wù)發(fā)展戰(zhàn)略模式進行選擇分析,從而得出山西省煤炭企業(yè)非煤發(fā)展戰(zhàn)略的最優(yōu)模式。 本文主要研究內(nèi)容是:一是分析山西省煤炭企業(yè)非煤業(yè)務(wù)現(xiàn)狀,明確目前存在的突出問題;二是從宏觀環(huán)境、產(chǎn)業(yè)環(huán)境和內(nèi)部環(huán)境三方面對山西大中型煤炭企業(yè)發(fā)展環(huán)境進行系統(tǒng)分析,并運用IFE、EFE分析矩陣進行定量評判;三是基于可持續(xù)發(fā)展視角,結(jié)合山西資源型經(jīng)濟轉(zhuǎn)型的現(xiàn)實要求,提出山西省煤炭企業(yè)非煤發(fā)展的戰(zhàn)略原則;四是采用SWOT分析框架,分析界定其內(nèi)部優(yōu)勢與劣勢、外部機遇及威脅,并將EFE矩陣、IFE矩陣分析評價結(jié)果與SWOT矩陣分析相結(jié)合,明確戰(zhàn)略發(fā)展方向,構(gòu)建煤炭企業(yè)非煤發(fā)展戰(zhàn)略模式;五是利用QSPM矩陣對可選戰(zhàn)略模式做出評價和判斷,確定山西省大中型煤炭企業(yè)發(fā)展非煤業(yè)務(wù)應(yīng)當(dāng)采用的發(fā)展模式;六是從資金、人才和制度等方面提出非煤戰(zhàn)略實施的相關(guān)建議。 本研究難點與可能創(chuàng)新之處在于:一是各因素選取的全面客觀性和賦值的準(zhǔn)確性,二是山西省大中型煤炭企業(yè)非煤戰(zhàn)略模式制定和戰(zhàn)略匹配。 本研究認(rèn)為,山西省大中型煤炭企業(yè)非煤發(fā)展正處在機遇大于威脅、內(nèi)部優(yōu)勢大于劣勢的環(huán)境形勢中,但有利條件相對不利因素的優(yōu)勢并不大,轉(zhuǎn)型發(fā)展所面臨形勢依然嚴(yán)峻;相比較而言,低碳經(jīng)濟發(fā)展戰(zhàn)略為最優(yōu)戰(zhàn)略,煤炭企業(yè)采用該戰(zhàn)略時的自身獲益最大化。
[Abstract]:Shanxi Province is a typical resource-based region and coal energy supply base in China. Regional economic development mainly depends on coal industry. For a long time, Shanxi economic development has been excessively dependent on the development of mineral resources such as coal. This has led to a series of social and economic contradictions and environmental problems, such as a single economic structure of Shanxi, serious waste of resources, serious deterioration of ecological environment, frequent production accidents, etc. In 2010, The comprehensive reform pilot area of the national resource-based economic transformation in Shanxi Province has been implemented on the ground. The provincial government of Shanxi Province has put forward the strategic goal and strategic approach of "transforming and leaping over development, reconstructing a new Shanxi" and "taking coal as the basis and developing in a variety of ways". Taking coal safety, high efficiency and green production as the strategic task, it puts forward new requirements and targets for the development of Shanxi coal enterprises. Based on the inevitability and urgency of coal industry transformation and development, it is necessary to develop in circular economy, low carbon economy and ecological economy. With the era of knowledge economy, the transformation and development of coal enterprises in Shanxi Province has become an inevitable trend. This paper takes Shanxi large and medium-sized coal enterprises as the research object, takes the development principle of Shanxi Province's national resource-based economy transformation comprehensive reform experimental area as the guidance, relies on the strategic management theory, the diversification theory and so on. By using the strategic analysis tools such as IFE / EFE / SWOT and QSPM matrix, this paper makes a systematic analysis of the internal and external environment of large coal enterprises in Shanxi Province, formulates the basic strategic plan for the transformation and development of coal enterprises, and makes a selection and analysis of the development strategy mode of non-coal business in coal enterprises. Therefore, the optimal mode of non-coal development strategy of coal enterprises in Shanxi Province is obtained. The main research contents of this paper are as follows: first, analyzing the present situation of non-coal business of coal enterprises in Shanxi Province, clarifying the outstanding problems existing at present; second, from the macro environment, This paper systematically analyzes the development environment of large and medium-sized coal enterprises in Shanxi Province from three aspects: industrial environment and internal environment, and makes quantitative evaluation by using IFE / EFE analysis matrix; third, it is based on the perspective of sustainable development and combines with the practical requirements of Shanxi's resource-based economic transformation. This paper puts forward the strategic principles of non-coal development of coal enterprises in Shanxi Province, and fourth, adopts SWOT analysis framework to analyze and define its internal strengths and weaknesses, external opportunities and threats, and combines the evaluation results of EFE matrix analysis with SWOT matrix analysis. Make clear the strategic development direction, construct the coal enterprise non-coal development strategy model; fifthly, use the QSPM matrix to evaluate and judge the optional strategic mode, and determine the development mode that should be adopted by the large and medium-sized coal enterprises in Shanxi province to develop non-coal business; Six is from the funds, personnel and systems and other aspects of the implementation of non-coal strategy recommendations. The difficulties and possible innovations of this study are as follows: first, the overall objectivity and accuracy of evaluation of each factor selection; second, the formulation and strategic matching of non-coal strategic model of large and medium-sized coal enterprises in Shanxi Province. This study holds that the non-coal development of large and medium-sized coal enterprises in Shanxi Province is in an environmental situation in which the opportunity is greater than the threat, and the internal advantages are greater than the disadvantages, but the advantages of the favorable conditions relative to the unfavorable factors are not great. In contrast, the low-carbon economic development strategy is the best strategy, and the coal enterprises maximize their own benefits when they adopt the strategy.
