【摘要】：資源型城市如何實(shí)現(xiàn)轉(zhuǎn)型并發(fā)展成為現(xiàn)代化城市已是一個(gè)世界性難題,目前,這一難題已經(jīng)越來(lái)越突出地?cái)[在我們面前,我國(guó)的資源型城市建設(shè)常以資源開(kāi)發(fā)為核心,因此,產(chǎn)生了一大批資源型企業(yè),這些企業(yè)的發(fā)展對(duì)資源有著高度依賴(lài)性。同時(shí),由于其是在開(kāi)發(fā)資源基礎(chǔ)上迅速興起和發(fā)展起來(lái)的,并沒(méi)有經(jīng)過(guò)經(jīng)濟(jì)積累、準(zhǔn)備階段,而是由一個(gè)突發(fā)的啟動(dòng)模式,從而導(dǎo)致了企業(yè)社會(huì)化發(fā)展高工業(yè)化的假象,同時(shí)又伴隨著企業(yè)功能與城市功能的高度混合。因此,我國(guó)的資源型企業(yè)發(fā)展的一個(gè)明顯特征就是以環(huán)境為代價(jià)換取的企業(yè)的經(jīng)濟(jì)效益,從可持續(xù)發(fā)展的角度來(lái)看,資源型企業(yè)轉(zhuǎn)型具有其必然性。由于事關(guān)老工業(yè)基地振興、區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展、國(guó)家能源安全和我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展全局,資源型企業(yè)轉(zhuǎn)型已經(jīng)迫在眉睫。 以黑龍江省經(jīng)濟(jì)環(huán)境與經(jīng)濟(jì)發(fā)展水平為背景,以資本結(jié)構(gòu)理論、融資理論、成本效益理論、資本成本理論為理論基礎(chǔ),在查閱了大量國(guó)內(nèi)外關(guān)于資源型城市發(fā)展和資源型企業(yè)轉(zhuǎn)型文獻(xiàn)的基礎(chǔ)上,圍繞選題對(duì)有關(guān)資源型產(chǎn)業(yè)和資源型企業(yè)現(xiàn)有的研究成果進(jìn)行總結(jié)與評(píng)述,重點(diǎn)關(guān)注了黑龍江省資源型企業(yè)在轉(zhuǎn)型過(guò)程中所遇到的資本支持問(wèn)題,結(jié)合實(shí)際案例具體分析大興安嶺林業(yè)企業(yè)轉(zhuǎn)型遇到的資本支持問(wèn)題,理論聯(lián)系實(shí)際的對(duì)黑龍江省資源型企業(yè)轉(zhuǎn)型資本支持問(wèn)題進(jìn)行系統(tǒng)的研究。從宏觀和微觀的視角來(lái)看待黑龍江省資源型企業(yè)轉(zhuǎn)型資本支持中受到的內(nèi)外環(huán)境影響與制約。從黑龍江省的資源型企業(yè)的實(shí)際情況出發(fā)研究黑龍江省資源型企業(yè)轉(zhuǎn)型資本支持問(wèn)題的解決辦法。 總之,解決黑龍江省資源型企業(yè)轉(zhuǎn)型中的資本支持問(wèn)題迫在眉睫,而解決資本支持問(wèn)題需要多方面的配合,包括國(guó)家、地方政府、銀行、其他相關(guān)金融機(jī)構(gòu)還有企業(yè)自身。在各方的支持下最終解決黑龍江省資源型企業(yè)轉(zhuǎn)型的資本支持問(wèn)題正是此問(wèn)題研究的意義所在。
[Abstract]:How to realize the transformation and development of resource-based cities into modern cities has become a worldwide problem. At present, this problem has become more and more prominent in front of us. The construction of resource-based cities in China often takes the development of resources as the core. A large number of resource-based enterprises have emerged, and the development of these enterprises is highly dependent on resources. At the same time, because of their rapid rise and development on the basis of developing resources, they have not experienced the stage of economic accumulation and preparation. But by a sudden start-up mode, which leads to the illusion of high industrialization of enterprise socialization and development, and at the same time accompanied by the highly mixed functions of enterprises and cities. An obvious feature of the development of resource-based enterprises in China is the economic benefits of enterprises at the cost of environment. From the perspective of sustainable development, the transformation of resource-based enterprises has its inevitability. With the coordinated development of regional economy, national energy security and the overall economic and social development of our country, the transformation of resource-based enterprises is imminent. Taking the economic environment and economic development level of Heilongjiang Province as the background, taking the capital structure theory, the financing theory, the cost benefit theory, the capital cost theory as the theoretical foundation, On the basis of consulting a large number of domestic and foreign literature on the development of resource-based cities and the transformation of resource-based enterprises, this paper summarizes and comments on the existing research results of resource-based industries and resource-based enterprises around the topic. This paper focuses on the capital support problems encountered by the resource-based enterprises in Heilongjiang Province in the process of transformation, and analyzes the capital support problems encountered in the transformation of the forestry enterprises in Daxing'anling with practical cases. This paper makes a systematic study on the problem of capital support for the transformation of resource-based enterprises in Heilongjiang Province from the perspective of macro and micro. On the impact of internal and external environment on the support of transforming capital of resource-based enterprises in Heilongjiang Province. Starting from the actual situation of the resource-based enterprises in Heilongjiang Province, this paper studies the solutions to the problem of capital support for the transformation of resource-based enterprises in Heilongjiang Province. In short, it is urgent to solve the problem of capital support in the transformation of resource-based enterprises in Heilongjiang Province, and to solve the problem of capital support requires cooperation from various aspects, including the state, local governments, and banks. Other related financial institutions also have enterprises themselves. Under the support of all parties, the ultimate solution to the problem of capital support for the transformation of resource-based enterprises in Heilongjiang Province is precisely the significance of the research on this issue.
