【摘要】：隨著經(jīng)濟(jì)社會(huì)發(fā)展,工業(yè)化和城鎮(zhèn)化步伐加快也對(duì)農(nóng)業(yè)現(xiàn)代化提出了要求,家庭聯(lián)產(chǎn)承包責(zé)任制雖然在我國農(nóng)業(yè)經(jīng)濟(jì)發(fā)展中起到過重要作用,但由于其規(guī)模小、不集中等原因,不適應(yīng)當(dāng)今社會(huì)生產(chǎn)力,制約了我國現(xiàn)代農(nóng)業(yè)發(fā)展,我國農(nóng)業(yè)生產(chǎn)經(jīng)營模式正從傳統(tǒng)型向規(guī)�；�、集約化、專業(yè)化的現(xiàn)代農(nóng)業(yè)轉(zhuǎn)變。2013年“家庭農(nóng)場(chǎng)”第一次在中央一號(hào)文件中出現(xiàn),意味著家庭農(nóng)場(chǎng)作為新型農(nóng)業(yè)生產(chǎn)經(jīng)營主體正逐漸走上農(nóng)業(yè)現(xiàn)代化的舞臺(tái)。一方面,家庭農(nóng)場(chǎng)的適度規(guī)�；a(chǎn)經(jīng)營,可以更好投入專業(yè)化、科技化生產(chǎn)方式,也有利于資源優(yōu)化配置,抵御生產(chǎn)經(jīng)營風(fēng)險(xiǎn)。另一方面,家庭農(nóng)場(chǎng)由家庭成員構(gòu)成,便于溝通協(xié)作,降低生產(chǎn)成本,提高生產(chǎn)積極性。我國家庭農(nóng)場(chǎng)發(fā)展處于起步階段,實(shí)踐經(jīng)驗(yàn)少,理論研究也相對(duì)不足,一些瓶頸因素始終羈絆家庭農(nóng)場(chǎng)快速健康發(fā)展,主要包括土地流轉(zhuǎn)、人才引進(jìn)、外部資金投入缺乏、農(nóng)業(yè)社會(huì)化服務(wù)等。本文通過對(duì)夾江家庭農(nóng)場(chǎng)的分析,總結(jié)夾江縣在推進(jìn)家庭農(nóng)場(chǎng)發(fā)展中的好經(jīng)驗(yàn),特別是在制定家庭農(nóng)場(chǎng)發(fā)展路徑、規(guī)范土地流轉(zhuǎn)、整合財(cái)政資金、加大金融支持和提供社會(huì)化服務(wù)等方面,旨在通過發(fā)展成效和合理性分析論述夾江措施的科學(xué)性,為我國家庭農(nóng)場(chǎng)發(fā)展,破解瓶頸提供思路。本文著重對(duì)夾江縣發(fā)展家庭農(nóng)場(chǎng)的幾個(gè)關(guān)鍵要素進(jìn)行分析,包括發(fā)展路徑選擇、生產(chǎn)要素投入和農(nóng)業(yè)社會(huì)化服務(wù)體系構(gòu)建。通過論述證明了以下幾個(gè)方面:一是在我國家庭農(nóng)場(chǎng)發(fā)展初期階段,要注重政府的主導(dǎo)作用,特別是在規(guī)范土地流轉(zhuǎn)和外部資金投入方面;二是推動(dòng)農(nóng)業(yè)現(xiàn)代化進(jìn)程中要將農(nóng)地資源“用活”;三是大力推進(jìn)現(xiàn)代農(nóng)業(yè)社會(huì)化服務(wù)體系建設(shè)。
[Abstract]:With the development of economy and society, the acceleration of industrialization and urbanization also requires the modernization of agriculture. Although the household contract responsibility system has played an important role in the development of agricultural economy in our country, because of its small scale and lack of concentration, and so on, The development of modern agriculture in China has been restricted by not adapting to the productive forces of today's society. The mode of agricultural production and management in our country is changing from traditional to large-scale and intensive. The "Family Farm" appeared for the first time in the No. 1 document of the Central Committee in 2013, which means that the family farm, as the main body of the new agricultural production and management, is gradually stepping onto the stage of agricultural modernization. On the one hand, the moderate scale production and management of the family farm can better input the specialized and scientific production mode, and also benefit the optimal allocation of resources and resist the risk of production and management. On the other hand, family farm is composed of family members, which is easy to communicate and cooperate, reduce production cost and improve production enthusiasm. The development of family farm in our country is in the initial stage, the practical experience is little, the theoretical research is also relatively insufficient, and some bottleneck factors have been hindering the family farm's rapid and healthy development, mainly including the land circulation, the talent introduction, the lack of external capital investment. Socialized service in agriculture, etc. Based on the analysis of Jiaojiang family farm, this paper summarizes the good experience of Jiaojiang county in promoting the development of family farm, especially in drawing up the development path of family farm, standardizing the land circulation, and integrating financial funds. In the aspects of increasing financial support and providing socialized services, the purpose of this paper is to discuss the scientific nature of Jiaojiang measures through the analysis of development results and rationality, to provide ideas for the development of family farms in our country and to solve the bottleneck. This paper focuses on the analysis of several key elements for the development of family farms in Jiaojiang County, including the choice of development path, the input of production factors and the construction of agricultural socialized service system. This paper proves the following aspects: first, in the initial stage of family farm development in China, we should pay attention to the leading role of the government, especially in regulating the land transfer and external capital input; Second, in the process of promoting agricultural modernization, agricultural land resources should be "used and used", and third, the construction of socialized service system of modern agriculture should be vigorously promoted.
