【摘要】：以精準(zhǔn)識(shí)別為導(dǎo)向,從絕對(duì)貧困到相對(duì)貧困轉(zhuǎn)變的視角對(duì)我國農(nóng)村脫貧進(jìn)行新探析。通過構(gòu)造洛倫茨曲線法,求出基尼系數(shù)和社會(huì)財(cái)富指數(shù)值,研究發(fā)現(xiàn)在農(nóng)村貧困地區(qū)扶貧過程中存在絕對(duì)貧困線不能完全覆蓋貧困者,建立相對(duì)貧困線有利于在貧困新形勢下精準(zhǔn)識(shí)別貧困戶;通過建立精準(zhǔn)識(shí)別機(jī)制,可以有效遏制扶貧資源分配中精英捕獲的瓶頸;針對(duì)忽視最貧困等問題提出精準(zhǔn)幫扶的對(duì)策,以社會(huì)救助和社會(huì)保護(hù)等保障性扶貧政策為主,提高其抵御貧困風(fēng)險(xiǎn)的能力。
[Abstract]:Based on precision recognition, this paper analyzes the transformation from absolute poverty to relative poverty in rural areas. By constructing Lorentz curve method, the Gini coefficient and social wealth index are obtained. It is found that in the process of poverty alleviation in rural poor areas, the absolute poverty line can not completely cover the poor. The establishment of the relative poverty line is conducive to the accurate identification of poor households under the new situation of poverty; through the establishment of a precision identification mechanism, it can effectively curb the bottleneck captured by the elite in the allocation of poverty alleviation resources; and put forward measures to help the poor with precision in view of the problems such as neglecting the poorest. Social assistance and social protection are the main support policies to improve their ability to resist the risk of poverty.
