山東省萊蕪市生姜種植戶質(zhì)量安全生產(chǎn)行為研究

【摘要】:隨著社會(huì)經(jīng)濟(jì)的發(fā)展和人們生活水平的不斷提高,人們對(duì)安全、優(yōu)質(zhì)、健康食物的需求日益增加。但近些年來(lái)農(nóng)產(chǎn)品質(zhì)量安全事件頻發(fā),不僅威脅到人類的身體健康和生命安全,也給國(guó)家農(nóng)產(chǎn)品市場(chǎng)秩序和進(jìn)出口貿(mào)易帶來(lái)不利影響。針對(duì)這一問(wèn)題,在《農(nóng)產(chǎn)品質(zhì)量安全法》的基礎(chǔ)上,國(guó)家出臺(tái)了一系列相關(guān)政策,不斷完善農(nóng)產(chǎn)品質(zhì)量安全生產(chǎn)體系,如最近國(guó)務(wù)院辦公廳印發(fā)《2017年食品安全重點(diǎn)工作安排》,進(jìn)一步明確要加強(qiáng)農(nóng)產(chǎn)品源頭環(huán)節(jié)的質(zhì)量安全治理。與此同時(shí),國(guó)內(nèi)關(guān)于農(nóng)產(chǎn)品質(zhì)量安全行為的研究成果也不斷涌現(xiàn),基于上述背景,本文主要工作是:在已有文獻(xiàn)和理論回顧的基礎(chǔ)上,以山東省萊蕪市生姜種植戶為對(duì)象,系統(tǒng)分析生姜生產(chǎn)的現(xiàn)狀及農(nóng)戶質(zhì)量安全行為,在此基礎(chǔ)上利用調(diào)查問(wèn)卷數(shù)據(jù),對(duì)農(nóng)戶生姜質(zhì)量安全生產(chǎn)行為的影響因素進(jìn)行實(shí)證分析,結(jié)合實(shí)證分析結(jié)果,提出提高生姜種植戶質(zhì)量安全生產(chǎn)行為的具體對(duì)策建議。細(xì)分主要的研究?jī)?nèi)容與結(jié)論為:(1)萊蕪市生姜種植戶生產(chǎn)現(xiàn)狀分析。概述萊蕪市生姜產(chǎn)業(yè)的發(fā)展現(xiàn)狀、農(nóng)戶生姜生產(chǎn)過(guò)程,對(duì)生姜種植戶的調(diào)查樣本來(lái)源以及樣本特征做出描述性統(tǒng)計(jì)和系統(tǒng)分析。其中,樣本特征包括四個(gè)層面:農(nóng)戶的基本情況、農(nóng)戶的生姜種植情況、農(nóng)戶對(duì)生姜安全生產(chǎn)的認(rèn)知情況、外部的宏觀政策。質(zhì)量安全行為包括三個(gè)層面:農(nóng)藥使用的違規(guī)和濫用現(xiàn)象還普遍存在、化肥使用過(guò)量,且施用比例不當(dāng)、農(nóng)戶安全生產(chǎn)意識(shí)較低。(2)生姜種植戶質(zhì)量安全生產(chǎn)行為影響因素的實(shí)證分析。以山東省萊蕪市萊城區(qū)15個(gè)村集體的168份有效問(wèn)卷為分析對(duì)象,利用多元線性回歸模型進(jìn)行農(nóng)戶生姜質(zhì)量安全生產(chǎn)行為影響因素的實(shí)證分析。實(shí)證結(jié)果顯示:在選取的16個(gè)變量中,年齡、家庭人口數(shù)、人均收入、生姜種植規(guī)模、生姜收入占比、技術(shù)指導(dǎo)、新聞媒體、銷售檢測(cè),共8個(gè)變量對(duì)農(nóng)戶生姜質(zhì)量安全具有顯著的影響,且均在5%顯著性水平上通過(guò)檢驗(yàn)。在分析影響變量的基礎(chǔ)上,對(duì)其背后可能的經(jīng)濟(jì)學(xué)意義做出解釋。(3)改善生姜種植戶質(zhì)量安全生產(chǎn)行為的對(duì)策建議。加強(qiáng)對(duì)生姜種植戶生產(chǎn)技術(shù)的培訓(xùn)和服務(wù),提高農(nóng)戶種植技能、樹(shù)立農(nóng)戶安全生產(chǎn)意識(shí),建立信息披露體系、推進(jìn)生姜質(zhì)量安全生產(chǎn)的組織創(chuàng)新,與小農(nóng)戶實(shí)現(xiàn)對(duì)接、構(gòu)建生姜安全生產(chǎn)跟蹤體制,跳出生姜生產(chǎn)誤區(qū)、開(kāi)展生姜質(zhì)量安全生產(chǎn)技術(shù)的研究,為安全生產(chǎn)提供技術(shù)平臺(tái)、加大農(nóng)業(yè)投入品及農(nóng)產(chǎn)品市場(chǎng)監(jiān)管力度,為農(nóng)戶生產(chǎn)提供良好市場(chǎng)環(huán)境、強(qiáng)化政府對(duì)生姜質(zhì)量安全保障的監(jiān)管與支撐,營(yíng)造良好的政策環(huán)境。
[Abstract]:With the development of social economy and the improvement of people's living standard, people's demand for safe, high quality and healthy food is increasing day by day. However, in recent years, the frequent incidents of agricultural product quality and safety not only threaten human health and life safety, but also bring adverse effects to the order of national agricultural products market and import and export trade. In response to this problem, on the basis of the Law on the quality and Safety of Agricultural products, the State has issued a series of related policies to continuously improve the production system of quality and safety of agricultural products. For example, the General Office of the State Council recently issued the "Food Safety key work arrangements 2017" to further clarify the need to strengthen the quality and safety management of agricultural products at the source. At the same time, the domestic research on the quality and safety behavior of agricultural products is also emerging. Based on the above background, the main work of this paper is: on the basis of literature and theoretical review, taking ginger growers in Laiwu City, Shandong Province as the object, The current situation of ginger production and the behavior of farmers' quality and safety were systematically analyzed. Based on the questionnaire data, the influencing factors of ginger quality and safety production behavior of farmers were analyzed empirically, and the results of empirical analysis were combined. The concrete countermeasures and suggestions for improving the quality and safety production behavior of ginger growers are put forward. The main research contents and conclusions are as follows: 1) the current production situation of ginger growers in Laiwu City. This paper summarizes the present situation of ginger industry in Laiwu City, the process of ginger production by farmers, and makes descriptive statistics and systematic analysis on the sources and characteristics of the samples investigated by ginger growers. Among them, the sample characteristics include four levels: the basic situation of farmers, the cultivation of ginger, the cognition of ginger production, and the external macro policy. There are three levels of quality and safety behavior: the prevalence of violations and abuses of pesticide use, excessive use of fertilizers, and inappropriate rates of application. The empirical analysis of influencing factors of ginger growers' quality and safety production behavior. Based on 168 valid questionnaires collected from 15 villages in Laiwu City Shandong Province the factors influencing the quality and safety of ginger production were analyzed by using multiple linear regression model. The empirical results show that among the 16 variables selected, age, family size, per capita income, ginger cultivation scale, ginger income ratio, technical guidance, news media, sales testing, A total of 8 variables had a significant effect on the quality and safety of ginger, and all of them passed the test at the level of 5% significance. Based on the analysis of the influence variables, the possible economic significance behind it is explained. 3) the countermeasures and suggestions for improving the quality and safety production behavior of ginger growers are put forward. Strengthen the training and service of ginger growers' production technology, improve farmers' planting skills, establish farmers' awareness of production safety, establish information disclosure system, promote organizational innovation of ginger quality and safety production, and realize docking with small farmers. To establish a tracking system of ginger safety production, to jump out of the mistakes of ginger production, to carry out research on ginger quality and safety production technology, to provide a technical platform for safe production, and to strengthen the supervision of agricultural inputs and agricultural products market. It provides a good market environment for farmers' production, strengthens the supervision and support of the government to ensure the quality and safety of ginger, and creates a good policy environment.
