【摘要】：現(xiàn)代農(nóng)業(yè)是當前國內(nèi)農(nóng)業(yè)發(fā)展的主要方向。“十二五”期間,農(nóng)業(yè)部以及甘肅省先后開展了示范區(qū)創(chuàng)建工作,希望利用資源的優(yōu)化整合,發(fā)揮創(chuàng)新作用,集合力量,力爭突破,著重建設(shè)其一定數(shù)量的具有推廣意義的現(xiàn)代農(nóng)業(yè)示范區(qū),樹立新的農(nóng)業(yè)發(fā)展標桿,從而實現(xiàn)整個農(nóng)業(yè)的現(xiàn)代化建設(shè)。甘州區(qū)作為全省乃至全國重要的玉米制種基地,緊密聯(lián)系保障民生的糧食安全問題,是甘肅省第一批被農(nóng)業(yè)部認定的示范區(qū),經(jīng)過五年的創(chuàng)建,示范區(qū)已具有相當規(guī)模,已處于現(xiàn)代農(nóng)業(yè)發(fā)展階段。但由于三農(nóng)投入不足,投融資機制不夠健全,農(nóng)業(yè)產(chǎn)業(yè)化水平不高等方面問題還有待解決,從而進一步推動這一區(qū)域現(xiàn)代農(nóng)業(yè)健康發(fā)展。本文將在總結(jié)我國現(xiàn)代農(nóng)業(yè)示范區(qū)建設(shè)方面的先進研究成果、基本內(nèi)涵等內(nèi)容的前提下,運用管理學、區(qū)域經(jīng)濟學、農(nóng)學等學科理論,對甘州國家級現(xiàn)代農(nóng)業(yè)示范區(qū)的現(xiàn)狀、發(fā)展歷程進行了研究,通過比較研究的方法,建立現(xiàn)代農(nóng)業(yè)示范區(qū)建設(shè)評價體系,設(shè)計了六大部分24個指標,將甘州與安定、肅州三個現(xiàn)代農(nóng)業(yè)示范區(qū)建設(shè)情況進行了橫向和縱向的對比分析,從中得出甘州區(qū)建設(shè)的先進經(jīng)驗和成效,同時對存在的問題加以探討,并給出推動甘州現(xiàn)代農(nóng)業(yè)示范區(qū)今后發(fā)展的優(yōu)化建議。
[Abstract]:Modern agriculture is the main direction of domestic agricultural development. During the 12th Five-Year Plan period, the Ministry of Agriculture and Gansu Province successively carried out the work of establishing demonstration zones, hoping to make use of the optimization and integration of resources, to play an innovative role, to pool forces, and to strive for breakthroughs. Emphasis is placed on building a certain number of modern agricultural demonstration areas with popularization significance and setting up a new benchmark for agricultural development so as to realize the modernization of the whole agriculture. As an important maize seed production base in the whole province and even in the whole country, Ganzhou District is closely linked to the issue of food security to safeguard people's livelihood. It is the first batch of demonstration areas recognized by the Ministry of Agriculture in Gansu Province. After five years of establishment, the demonstration zones have already had a considerable scale. Has been in the stage of modern agricultural development. However, due to the lack of investment in agriculture, rural areas and farmers, the investment and financing mechanism is not perfect, and the level of agricultural industrialization remains to be solved, the healthy development of modern agriculture in this region can be further promoted. On the premise of summing up the advanced research results and basic connotation of the construction of modern agricultural demonstration areas in China, this paper applies the theories of management, regional economics and agronomy to the present situation of Ganzhou's state-level modern agricultural demonstration areas. The course of development has been studied, and through the method of comparative study, the evaluation system of the construction of modern agricultural demonstration area has been established, and six parts of 24 indexes have been designed. The construction situation of three modern agricultural demonstration areas in Suzhou is compared and analyzed horizontally and vertically, from which the advanced experience and effect of the construction of Ganzhou district are obtained, and the existing problems are discussed. The optimization suggestions to promote the future development of Ganzhou modern agricultural demonstration area are also given.
