【摘要】:農(nóng)業(yè)科技人才是強農(nóng)惠農(nóng)的根本,農(nóng)業(yè)科技人才隊伍建設(shè)是解決三農(nóng)問題的未來,新時期農(nóng)村改革發(fā)展對科技人才隊伍建設(shè)提出了明確的要求,這使得農(nóng)業(yè)科技人才隊伍建設(shè)的方向更加清晰。近年來,阜康市牢固樹立“人力資源是第一資源”的理念,制定完善了《阜康市開展科技創(chuàng)新實施品牌戰(zhàn)略獎勵辦法》《阜康市科技人才隊伍建設(shè)三年計劃(2013—2015年)》等一系列強化科技人才隊伍建設(shè)的政策措施,圍繞阜康市農(nóng)業(yè)產(chǎn)業(yè)發(fā)展和科技前沿,加強科技管理人才隊伍、企業(yè)技術(shù)創(chuàng)新人才隊伍、農(nóng)民科技帶頭人隊伍、科技特派員隊伍和專家顧問團隊伍等建設(shè)。但阜康市農(nóng)業(yè)科技人才隊伍建設(shè)存在著農(nóng)業(yè)科技人才總量不足,質(zhì)量不高,結(jié)構(gòu)不合理;農(nóng)業(yè)科技人才政策缺失,落實不力,作用不顯著;農(nóng)業(yè)科技人才培訓(xùn)不夠,投入不足,管理不合理等問題。本論文基于需要層次理論、農(nóng)民心理場理論以及激勵理論等相關(guān)基礎(chǔ)理論知識,通過采用“調(diào)查問卷”的研究方法,征集阜康市農(nóng)業(yè)科技人才隊伍建設(shè)中存在的問題及對人才隊伍建設(shè)工作合理化建議,然后采用“訪談”的研究方法,有針對性地了解阜康市農(nóng)業(yè)科技人才隊伍建設(shè)過程中存在的問題、成因以及合理化建議。綜合問卷調(diào)查和訪談結(jié)果,結(jié)合實際情況,建議阜康市農(nóng)業(yè)科技人才隊伍建設(shè)工作從增加總量,提高質(zhì)量和優(yōu)化結(jié)構(gòu)三個方面著手,通過加強組織領(lǐng)導(dǎo),明確人才隊伍建設(shè)主體,強化落實監(jiān)督;強化思想意識,樹立科學(xué)的人才發(fā)展理念;多元培養(yǎng)開發(fā),提升科技人才的質(zhì)和量;進一步完善系列人才引進、培訓(xùn)、激勵等政策,配套相應(yīng)的考核機制,及時開展多樣化培訓(xùn),建立多元化科技人才發(fā)展投資體系,實行農(nóng)業(yè)科技人才的動態(tài)管理和考核評價,壯大農(nóng)業(yè)科技人才隊伍,提高隊伍素質(zhì),優(yōu)化隊伍結(jié)構(gòu),使隊伍長期有效發(fā)揮為農(nóng)服務(wù),助農(nóng)增收的作用。
[Abstract]:Agricultural science and technology talents are the foundation of strengthening agriculture and benefiting farmers, and the construction of agricultural science and technology talents is the future of solving the problems of agriculture, rural areas and farmers. In the new period, the rural reform and development have put forward clear requirements for the construction of scientific and technological talents. This makes the direction of the construction of agricultural science and technology talent team more clear. In recent years, Fukang has firmly established the idea that "human resources are the first resource." It has formulated and improved the "measures for rewarding the implementation of brand strategy for scientific and technological innovation in Fukang City", "the three-year plan for the construction of scientific and technological talents in Fukang City, 2013-2015)" and a series of policies and measures to strengthen the construction of scientific and technological talents. Focusing on the development of the agricultural industry and the frontier of science and technology in Fukang, we should strengthen the construction of the contingent of scientific and technological management talents, the contingent of enterprise technological innovation talents, the team of scientific and technological leaders of farmers, the contingent of science and technology special officers and the contingent of expert advisory groups. However, in the construction of agricultural science and technology talents in Fukang City, the total amount of agricultural science and technology talents is insufficient, the quality is not high, the structure is unreasonable; the policy of agricultural science and technology talents is missing, the implementation is weak, and the effect is not significant; the training of agricultural science and technology talents is not enough and the investment is insufficient. Unreasonable management, etc. Based on the theory of hierarchy of needs, the theory of farmers' psychological field and the theory of motivation, this paper adopts the research method of "questionnaire". To collect the problems existing in the construction of agricultural science and technology talents in Fukang City and to make rational suggestions for the construction of talents, and then adopt the research method of "interview". This paper aims to understand the problems, causes and rationalization suggestions in the construction of agricultural science and technology talents in Fukang City. Comprehensive questionnaire survey and interview results, combined with the actual situation, it is suggested that the construction of the team of agricultural science and technology talents in Fukang should start from three aspects: increasing the total amount, improving the quality and optimizing the structure, through strengthening the organization and leadership. To make clear the main body of the construction of talents, to strengthen the supervision of implementation, to strengthen the ideological consciousness, to set up the scientific concept of talent development, to cultivate and develop in multiple ways, to improve the quality and quantity of scientific and technological talents, to further improve the policies of introducing, training and encouraging a series of talents, etc. Supporting the corresponding examination mechanism, carrying out diversified training in time, establishing a diversified investment system for the development of scientific and technological talents, carrying out dynamic management and assessment of agricultural scientific and technological talents, strengthening the ranks of agricultural scientific and technological talents, and improving the quality of the contingent, Optimize the structure of the team, so that the long-term effective play for the role of agricultural services, help farmers increase income.
