區(qū)域土地規(guī)制的實(shí)施效果及典型評估方法的實(shí)證研究

【摘要】:論文在土地對經(jīng)濟(jì)發(fā)展的約束增加、經(jīng)濟(jì)發(fā)展質(zhì)量低下的背景下,提出了以土地規(guī)制來調(diào)控區(qū)域發(fā)展,即區(qū)域土地規(guī)制的理念,構(gòu)建了區(qū)域資源規(guī)制的基本框架,分別從資源、經(jīng)濟(jì)、生態(tài)和社會四個(gè)層面建立區(qū)域土地規(guī)制的評估標(biāo)準(zhǔn)體系,分析列舉了四種區(qū)域土地規(guī)制效果評估的典型方法對我國重點(diǎn)土地規(guī)制的實(shí)施效果進(jìn)行評估,最后以重慶市為例基于問卷調(diào)查法和數(shù)據(jù)包絡(luò)法這兩個(gè)定性與定量相結(jié)合的典型方法對區(qū)域土地規(guī)制進(jìn)行實(shí)證分析。得出如下結(jié)論:1.重慶市土地規(guī)制實(shí)施效果的總分為82.57,總體情況良好。在土地規(guī)制實(shí)施效果情況(A1-79.62)的評價(jià)中規(guī)制實(shí)施機(jī)制(B1)方面,對土地規(guī)制過去實(shí)施經(jīng)驗(yàn)與實(shí)施現(xiàn)狀、規(guī)制的形成與發(fā)展方面的認(rèn)知度不夠高;信息系統(tǒng)的完善性不足,電子政務(wù)內(nèi)容有待充實(shí)、功能有待完善、服務(wù)水平有待提高:監(jiān)督人員和監(jiān)督機(jī)構(gòu)的能力有待提高;在規(guī)制的實(shí)施成本及效率(B2)方面,人力資源投入及利用效率水平表現(xiàn)較為理想,但仍然存在資金投入規(guī)模過大、機(jī)會成本較高等問題,政府必須提高專項(xiàng)資金的利用效率和公平性、加強(qiáng)監(jiān)控土地規(guī)制的實(shí)施質(zhì)量,防止出現(xiàn)追求進(jìn)度而忽略實(shí)施后的質(zhì)量的狀況;在土地規(guī)制實(shí)施效果(A2-84.23)的評價(jià)中規(guī)制的直接效果(B3)方面,雖然土地規(guī)制實(shí)施后導(dǎo)致重慶市經(jīng)濟(jì)增長和經(jīng)濟(jì)增長率的提高,但是土地規(guī)制的實(shí)施也可能引發(fā)新的問題;在規(guī)制的附帶效果和效應(yīng)(B4)方面,土地規(guī)制的實(shí)施在提高競爭力和綜合實(shí)力、促進(jìn)公眾參與等方面有積極作用,公眾滿意程度較高,但仍有一定的提高空間。2.重慶市土地規(guī)制的綜合效率為0.829,尚未實(shí)現(xiàn)土地規(guī)制的DEA有效。渝中區(qū)、江北區(qū)等14個(gè)區(qū)縣實(shí)現(xiàn)了土地規(guī)制的總體DEA有效、技術(shù)有效和規(guī)模有效。全市38個(gè)區(qū)縣的國有建設(shè)用地供應(yīng)均未出現(xiàn)冗余,而在重慶市土地規(guī)制DEA非有效的區(qū)縣中,部分區(qū)縣的固定資產(chǎn)投資和勞動(dòng)力資源未得到充分的利用,地區(qū)生產(chǎn)總值和第三產(chǎn)業(yè)占GDP的比重未達(dá)到有效水平,土地規(guī)制對于遏制土地違法行為的有效性不足,說明這幾個(gè)區(qū)縣存在產(chǎn)業(yè)結(jié)構(gòu)和勞動(dòng)力資源配置不合理,土地投入不當(dāng)?shù)那闆r。除了渝中區(qū)和江北區(qū)等14個(gè)規(guī)模收益不變的區(qū)縣,其余24個(gè)區(qū)縣中云陽縣、奉節(jié)縣和巫溪縣的規(guī)模報(bào)酬遞減,表明這三個(gè)區(qū)縣的投入效率和資源利用度低下,應(yīng)加強(qiáng)政府的引導(dǎo)和控制。
[Abstract]:Under the background of the increase of land constraints on economic development and the low quality of economic development, the paper puts forward the idea of regulating regional development by land regulation, namely, the concept of regional land regulation, and constructs the basic framework of regional resource regulation, respectively, from the perspective of resources. This paper sets up the evaluation standard system of regional land regulation at the four levels of economy, ecology and society, and analyzes and enumerates four typical methods of evaluating the effect of regional land regulation on the implementation effect of the key land regulation in China. Finally, taking Chongqing as an example, this paper makes an empirical analysis of regional land regulation based on two typical qualitative and quantitative methods: questionnaire survey and data envelopment method. Come to the following conclusion: 1. The total score of the effect of land regulation in Chongqing is 82.57, and the overall situation is good. However, among the districts and counties in Chongqing where DEA is not effective, the fixed assets investment and labor resources of some districts and counties have not been fully utilized. The proportion of regional GDP and tertiary industry in GDP has not reached an effective level, and the effectiveness of land regulation in curbing illegal land activities is insufficient, which indicates that the industrial structure and the allocation of labor resources are unreasonable in these districts and counties.
