【摘要】：我國農(nóng)業(yè)存在的主要問題在供給側(cè),供給側(cè)結(jié)構(gòu)性改革的戰(zhàn)略要點應(yīng)與現(xiàn)代農(nóng)業(yè)建設(shè)相結(jié)合。但從改革的戰(zhàn)略高度審視,不能單方面從供給側(cè)找問題存在的原因,尤其是要深刻認識為何客觀的市場需求不能對供給側(cè)的結(jié)構(gòu)性問題實現(xiàn)有效約束。同時,在戰(zhàn)略上,更應(yīng)明確供給側(cè)結(jié)構(gòu)性改革的根本要求是培育新型農(nóng)民。另外,在供給側(cè)結(jié)構(gòu)性改革中必須依靠農(nóng)業(yè)技術(shù)進步才能拓展新動能。
[Abstract]:The main problems of agriculture in China are on the supply side, and the strategic points of the structural reform on the supply side should be combined with the construction of modern agriculture. However, from the strategic perspective of reform, we cannot unilaterally look for the causes of the problem from the supply side, especially to understand deeply why the objective market demand cannot effectively restrain the structural problems on the supply side. At the same time, strategically, it should be clear that the fundamental requirement of supply-side structural reform is to cultivate new farmers. In addition, in the supply-side structural reform, we must rely on agricultural technological progress in order to expand new momentum.
