【摘要】：從2007年國家頒布《農(nóng)民專業(yè)合作社法》到現(xiàn)今,我國和我省的農(nóng)民專業(yè)合作社得到了迅速發(fā)展,合作社數(shù)量和入社成員逐漸增加,合作社規(guī)模也逐步擴大。農(nóng)民專業(yè)合作社不僅在促進農(nóng)業(yè)發(fā)展、提高農(nóng)民收入和推動農(nóng)村繁榮方面發(fā)揮了重要作用還有助于提高農(nóng)民自主參與的意識和加快農(nóng)民脫貧的步伐[1]。但目前我省各地區(qū)的農(nóng)民專業(yè)合作社效益水平參差不齊,經(jīng)營效率也高低不同。農(nóng)民專業(yè)合作社在發(fā)展的過程中面臨著些許困難和瓶頸性的問題。因此,如何評價農(nóng)民專業(yè)合作社的經(jīng)營效率,探討其發(fā)展中存在的缺陷與不足,并采取針對性措施加以促進成農(nóng)民專業(yè)合作社的發(fā)展是本文研究的重點和難點。本文研究立足于合作社理論、經(jīng)濟效率理論和交易費用理論的理論基礎,基于福建省農(nóng)民專業(yè)合作社的官方數(shù)據(jù),從經(jīng)濟效益、規(guī)模大小和輻射力三個角度建立評價指標體系,并運用DEA模型測算農(nóng)民專業(yè)合作社的經(jīng)營效率。通過實證分析的方法探討影響農(nóng)民專業(yè)合作社經(jīng)營效率的因素,從而為促進福建省農(nóng)民專業(yè)合作社的發(fā)展提供有益的政策建議和改進措施。望能通過本文的研究為福建省乃至全國地區(qū)的農(nóng)民專業(yè)合作社的發(fā)展提供科學參考。本文研究主要圍繞以下七個部分展開:第一部分是引言,包括研究背景、研究目的與意義、研究方案以及國內外相關農(nóng)民專業(yè)合作社的主要研究成果和現(xiàn)狀;第二部分是相關概念的界定和本文研究的理論基礎,包括合作社和農(nóng)民專業(yè)合作社的概念界定與區(qū)分、合作社理論、經(jīng)濟效率理論以及交易費用理論;第三部分是福建省農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展現(xiàn)狀以及農(nóng)民專業(yè)合作社發(fā)展現(xiàn)狀和特點,主要利用官方權威統(tǒng)計數(shù)據(jù)對福建農(nóng)民專業(yè)合作社發(fā)展的現(xiàn)狀及存在的主要問題進行分析;第四部分是農(nóng)民專業(yè)合作社經(jīng)營效率評價指標體系的構建,即DEA模型的闡述與構建;第五部分是福建農(nóng)民專業(yè)合作社經(jīng)營效率的實證研究,這也是本文的主體部分,先是對樣本數(shù)據(jù)進行描述性統(tǒng)計分析,然后通過運行DEAP2.1測算樣本農(nóng)民專業(yè)合作社的綜合效率、純技術效率和規(guī)模效率;第六部分是對DEA結果的進一步規(guī)范對比分析,按照不同地區(qū)、不同產(chǎn)業(yè)類型和不同規(guī)模以及有無政府扶持四個方面進行分類分析;第七部分是根據(jù)數(shù)據(jù)研究得出的主要結論如福建省農(nóng)民專業(yè)合作社整體經(jīng)營效率偏低提出相對應的福建省農(nóng)民專業(yè)合作社進一步發(fā)展的改善措施和建議。
[Abstract]:From the promulgation of the Farmers' specialized Cooperative Law in 2007 to the present, the farmers' specialized cooperatives in our country and our province have developed rapidly, the number of cooperatives and the members of the cooperatives have gradually increased, and the scale of the cooperatives has also gradually expanded. Farmers' specialized cooperatives not only play an important role in promoting agricultural development, raising farmers' income and promoting rural prosperity, but also contribute to raising the awareness of farmers' independent participation and speeding up the pace of peasants' poverty relief [1]. But at present, the benefit level of farmer specialized cooperative is not uniform, and the management efficiency is also different. The farmer specialized cooperative faces some difficulties and bottle-neck problems in the process of development. Therefore, how to evaluate the management efficiency of farmers' specialized cooperatives, discuss the defects and shortcomings in their development, and take targeted measures to promote the development of farmers' professional cooperatives is the focus and difficulty of this paper. Based on the cooperative theory, the economic efficiency theory and the transaction cost theory, based on the official data of the farmers' professional cooperative in Fujian Province, this paper establishes the evaluation index system from the three angles of economic benefit, scale and radiation power. And use DEA model to calculate the management efficiency of farmer specialized cooperative. This paper discusses the factors that affect the management efficiency of farmers' professional cooperatives through the method of empirical analysis, thus providing useful policy suggestions and improvement measures for promoting the development of farmers' professional cooperatives in Fujian Province. It is hoped that the research can provide scientific reference for the development of farmers' professional cooperatives in Fujian Province and even in the whole country. This paper mainly focuses on the following seven parts: the first part is the introduction, including the research background, research purpose and significance, research programs, as well as the main research results and current situation of relevant farmers' professional cooperatives at home and abroad; The second part is the definition of relevant concepts and the theoretical basis of this study, including the concept of cooperatives and farmers' professional cooperatives, cooperative theory, economic efficiency theory and transaction cost theory; The third part is the current situation of Fujian Province agricultural industrialization development and the farmer specialized cooperative development present situation and the characteristic, mainly uses the official authoritative statistics data to carry on the analysis to the Fujian farmer specialized cooperative development present situation and the existence main question; The fourth part is the construction of the evaluation index system of the farmer specialized cooperative management efficiency, that is, the elaboration and construction of the DEA model, the fifth part is the empirical research of Fujian farmer specialized cooperative management efficiency, which is also the main part of this paper. First, the sample data are analyzed by descriptive statistics, then the comprehensive efficiency, pure technical efficiency and scale efficiency of the sample farmers' professional cooperative are calculated by running DEAP2.1. The sixth part is the further normative comparative analysis of the results of DEA. According to different regions, different industry types and different scale, and there are four aspects of government support for classification analysis; The seventh part is based on the main conclusions of the data study, such as the low overall management efficiency of Fujian farmer cooperatives put forward the corresponding measures and suggestions for further development of Fujian farmer cooperatives.
