【摘要】：近年來(lái),隨著國(guó)民消費(fèi)能力的提高,人們對(duì)鮮活農(nóng)產(chǎn)品的需求越來(lái)越大,農(nóng)產(chǎn)品的加工逐漸由傳統(tǒng)、粗放向高附加值、市場(chǎng)導(dǎo)向轉(zhuǎn)變。同時(shí),在國(guó)家政策和市場(chǎng)機(jī)制的共同作用下,農(nóng)產(chǎn)品冷鏈物流服務(wù)體系逐步完善,物流服務(wù)功能不斷增強(qiáng),農(nóng)產(chǎn)品儲(chǔ)運(yùn)的順暢、品質(zhì)的提高,對(duì)解決食品安全問(wèn)題起到了很好的幫助作用。農(nóng)業(yè)作為鹽城的傳統(tǒng)產(chǎn)業(yè)和優(yōu)勢(shì)產(chǎn)業(yè),近年來(lái)一直保持著良好的發(fā)展勢(shì)頭,鹽城農(nóng)業(yè)資源豐富,農(nóng)產(chǎn)品種類繁多,且產(chǎn)量逐年提高,不僅滿足了當(dāng)?shù)匕偃f(wàn)居民的飲食需求,也對(duì)外進(jìn)行大批量供給。與此同時(shí),乘著中央"沿海大開(kāi)發(fā)"戰(zhàn)略的東風(fēng),外加上鹽城本身優(yōu)越的區(qū)位條件和良好的交通建設(shè),鹽城的物流業(yè)正處于蓬勃發(fā)展期,物流企業(yè)群體發(fā)展迅速,物流服務(wù)呈現(xiàn)多層次、全方位方向發(fā)展。同時(shí),鹽城各縣(市)依據(jù)地方資源,發(fā)展、建設(shè)出了具有地方特色的物流園區(qū),農(nóng)產(chǎn)品冷鏈物流因此得到了一定的發(fā)展,當(dāng)?shù)氐睦鋷?kù)建設(shè)基本可以滿足農(nóng)產(chǎn)品的低溫保鮮要求。同時(shí),隨著居民收入水平的提高、飲食結(jié)構(gòu)的改善以及農(nóng)產(chǎn)品產(chǎn)量的提升,冷鏈農(nóng)產(chǎn)品的市場(chǎng)需求日益增加,農(nóng)產(chǎn)品冷鏈物流市場(chǎng)前景十分廣闊,因此農(nóng)產(chǎn)品冷鏈物流體系的更新與完善勢(shì)在必行。由于鹽城農(nóng)產(chǎn)品冷鏈物流的發(fā)展尚處于初級(jí)階段,在發(fā)展過(guò)程中存在著諸多問(wèn)題,這些問(wèn)題既有政策方面的、也有基礎(chǔ)建設(shè)、信息技術(shù)、管理以及人員方面的。政策方面包括行業(yè)標(biāo)準(zhǔn)和監(jiān)管的缺乏,政策扶持力度不足;基礎(chǔ)建設(shè)方面的問(wèn)題集中在交通運(yùn)輸、冷庫(kù)運(yùn)營(yíng)以及第三方物流企業(yè);信息技術(shù)方面的問(wèn)題包括科學(xué)技術(shù)落后和信息化程度低;管理方面的問(wèn)題包括完整獨(dú)立的食品冷鏈體系尚未形成,冷鏈運(yùn)作效率低,合理的市場(chǎng)定價(jià)體系尚未形成;人員方面的問(wèn)題有物流人才缺乏,客戶理念誤區(qū)。針對(duì)上述問(wèn)題,本文結(jié)合鹽城的實(shí)際情況,因地制宜,從多個(gè)角度提出建議來(lái)加以解決。首先政府要做好宏觀調(diào)控,加大對(duì)農(nóng)產(chǎn)品冷鏈物流行業(yè)的政策支持和資金投入。其次,整個(gè)冷鏈物流業(yè)需要加強(qiáng)物流軟硬件建設(shè),實(shí)現(xiàn)信息一體化。同時(shí),需要完善冷鏈物流管理體系來(lái)實(shí)現(xiàn)生鮮農(nóng)產(chǎn)品在產(chǎn)地與銷地的高效對(duì)接,從而提高整個(gè)冷鏈物流體系的運(yùn)作效率。最后,需要大力培養(yǎng)適應(yīng)現(xiàn)代化發(fā)展趨勢(shì)的物流人才來(lái)引導(dǎo)農(nóng)產(chǎn)品冷鏈物流行業(yè)的健康發(fā)展。
[Abstract]:In recent years, with the improvement of national consumption power, the demand for fresh and live agricultural products is increasing, and the processing of agricultural products is gradually changing from traditional, extensive to high value-added and market-oriented. At the same time, under the joint action of national policies and market mechanisms, the cold chain logistics service system of agricultural products has been gradually improved, the function of logistics services has been continuously enhanced, the storage and transportation of agricultural products has been smooth, and the quality of agricultural products has been improved. To solve the problem of food safety has played a good role in helping. Agriculture, as the traditional industry and advantage industry of Yancheng, has maintained a good development momentum in recent years. Yancheng has abundant agricultural resources, various kinds of agricultural products, and its output is increasing year by year, which not only meets the dietary needs of millions of local residents, Also carry out a large quantity of external supply. At the same time, taking advantage of the "coastal development" strategy of the central government, as well as the advantageous location conditions and good traffic construction of Yancheng, the logistics industry in Yancheng is in a period of vigorous development, and the logistics enterprise group is developing rapidly. Logistics service presents multi-level, all-directional development. At the same time, the counties (cities) of Yancheng developed a logistics park with local characteristics based on local resources. As a result, the cold-chain logistics of agricultural products was developed to a certain extent. Local cold storage construction can basically meet the requirements of low-temperature preservation of agricultural products. At the same time, with the improvement of residents' income level, the improvement of diet structure and the increase of agricultural product output, the market demand of cold-chain agricultural products is increasing day by day, and the market prospect of cold-chain logistics of agricultural products is very broad. Therefore, it is imperative to renew and perfect the cold chain logistics system of agricultural products. As the development of cold chain logistics of agricultural products in Yancheng is still in the primary stage, there are many problems in the process of development. These problems include policy, infrastructure, information technology, management and personnel. The policy includes the lack of industry standards and supervision, the lack of policy support, and the problems in infrastructure construction, such as transportation, cold storage operation and third party logistics enterprises. The problems in information technology include backward science and technology and low level of information, the problems of management include that the complete and independent food cold chain system has not been formed, the operation efficiency of cold chain is low, and the reasonable market pricing system has not been formed. Personnel problems have logistics talent shortage, misconception of customer. In view of the above problems, this article combines the actual situation of Yancheng, according to local conditions, puts forward suggestions from many angles to solve. First of all, the government should make macro-control, increase the policy support and capital investment to the cold chain logistics industry of agricultural products. Secondly, the whole cold chain logistics industry needs to strengthen the construction of logistics hardware and software to achieve information integration. At the same time, it is necessary to improve the management system of cold chain logistics to realize the efficient docking of fresh agricultural products in the place of production and sale, so as to improve the operation efficiency of the whole cold chain logistics system. Finally, it is necessary to train logistics talents who adapt to the development trend of modernization to guide the healthy development of cold chain logistics industry of agricultural products.
