【摘要】：隨著市場經濟的不斷發(fā)展,分散的小農與大市場之間的矛盾越來越突出,農民專業(yè)合作社的發(fā)展使分散的農業(yè)生產逐步向向組織化、規(guī)�；�和產業(yè)化的方向發(fā)展,解決了分散農戶與市場之間的矛盾。近年來由于人們飲食結構的變化,對于蔬菜的需求量逐漸增大,促進了蔬菜專業(yè)合作社的快速發(fā)展。肥城市政府大力發(fā)展蔬菜產業(yè),鼓勵菜農聯合組成蔬菜專業(yè)合作社,提高農戶應對市場風險的能力,為肥城市蔬菜產業(yè)的發(fā)展和促進農民增收開創(chuàng)了一條獨具特色道路。目前,肥城市蔬菜專業(yè)合作社的發(fā)展還處于初級階段,各方面機制有待健全,發(fā)展中還存在一系列的問題。本文通過對肥城市具有代表性的蔬菜合作社進行實地調研,結合蔬菜合作社的相關理論及肥城市的實際情況,對肥城市蔬菜合作社的發(fā)展現狀進行了深入分析,提出了蔬菜專業(yè)合作社發(fā)展中存在的問題,并根據國內外先進的蔬菜合作社發(fā)展經驗,提出了肥城市蔬菜合作社發(fā)展的對策建議。為肥城市蔬菜合作社的發(fā)展提供借鑒意義,也為政府制定相關政策提供了政策依據。肥城市蔬菜專業(yè)合作社發(fā)展中的問題主要體現在產業(yè)鏈單一、發(fā)展資金短缺、人才匱乏、內部管理不規(guī)范、保險機制不完善和信息化程度較低等方面,產生這些問題的原因一方面是肥城市蔬菜專業(yè)合作社處于發(fā)展的初級階段,各方面的機制還不健全;另一方面蔬菜合作社的內部管理方式落后、資源配置能力較差。因此,要建立健全肥城市蔬菜專業(yè)合作社發(fā)展的內外部機制,促進蔬菜專業(yè)合作社健康發(fā)展,就必須從加大資金投入力度、引導蔬菜合作社多產業(yè)鏈經營、完善蔬菜保險機制、規(guī)范合作社的內部管理和完善信息化建設等方面入手,切實解決肥城市蔬菜專業(yè)合作社發(fā)展中面臨的問題,進一步促進農民增收,農業(yè)增效。
[Abstract]:With the continuous development of the market economy, the contradictions between the scattered small farmers and the large market are becoming more and more prominent. The development of the farmer's specialized cooperatives has led to the gradual development of dispersed agricultural production in the direction of organization, scale and industrialization. Has solved the contradiction between the dispersive farmer household and the market. In recent years, due to the change of people's dietary structure, the demand for vegetables is increasing gradually, which promotes the rapid development of vegetable cooperatives. The city government of Feicheng vigorously develops vegetable industry, encourages vegetable farmers to form specialized vegetable cooperatives, improves farmers' ability to deal with market risks, and opens up a unique road for the development of vegetable industry and the increase of farmers' income in Feicheng City. At present, the development of Feicheng vegetable specialized cooperative is still in the primary stage, all aspects of the mechanism need to be improved, there are still a series of problems in the development. Through the field investigation of the representative vegetable cooperatives in Feicheng City, combining the relevant theories of vegetable cooperatives and the actual situation of Feicheng City, this paper makes a deep analysis on the present situation of the development of vegetable Cooperatives in Feicheng City. This paper puts forward the problems existing in the development of specialized vegetable cooperatives, and puts forward the countermeasures and suggestions for the development of vegetable cooperatives in Feicheng City according to the development experience of the advanced vegetable cooperatives at home and abroad. It provides reference significance for the development of vegetable cooperative in Feicheng city, and also provides policy basis for the government to formulate relevant policies. The problems in the development of specialized vegetable cooperatives in Feicheng City are mainly reflected in the single industrial chain, the shortage of development funds, the shortage of talents, the non-standard internal management, the imperfect insurance mechanism and the low level of informatization, etc. On the one hand, the vegetable professional cooperative in Feicheng City is in the primary stage of development, and the mechanism in all aspects is not perfect; on the other hand, the internal management mode of vegetable cooperatives is backward, and the ability of resource allocation is poor. Therefore, in order to establish and perfect the internal and external mechanism for the development of vegetable specialized cooperatives in Feicheng City, and to promote the healthy development of specialized vegetable cooperatives, we must increase the investment of funds, guide the multi-industry chain management of vegetable cooperatives, and perfect the vegetable insurance mechanism. Starting with standardizing the internal management of cooperatives and perfecting the construction of information, the problems faced in the development of specialized vegetable cooperatives in Feicheng City should be solved in order to further promote the increase of farmers' income and the increase of agricultural efficiency.
