河南省農(nóng)地流轉(zhuǎn)影響因素及博弈行為研究

【摘要】:在全面深化農(nóng)村改革,統(tǒng)籌城鄉(xiāng)發(fā)展,推進新型城鎮(zhèn)化建設(shè)的新時期,隨著國家實施相關(guān)政策以鼓勵支持農(nóng)地流轉(zhuǎn),農(nóng)地實際占有權(quán)、使用權(quán)、收益權(quán)以及處分權(quán)等各項權(quán)能逐漸明確和豐富起來,農(nóng)地流轉(zhuǎn)發(fā)展規(guī)模不斷壯大。農(nóng)業(yè)部統(tǒng)計數(shù)據(jù),截至2014年上半年,我國農(nóng)村承包耕地流轉(zhuǎn)面積2533.33萬公頃,占全國耕地面積的28.8%(農(nóng)業(yè)部,2014)。但是當前我國農(nóng)地流轉(zhuǎn)也存在一定的問題和風險,土地利用管理違法違規(guī)問題依然屢禁不止,相對于家庭聯(lián)產(chǎn)承包,現(xiàn)階段的農(nóng)地流轉(zhuǎn)是傳統(tǒng)土地經(jīng)營管理方式的創(chuàng)新和發(fā)展,對經(jīng)濟社會的牽涉力和影響力也更強,所以必須正視當前存在的不足之處,加強風險管控,建立健全農(nóng)地流轉(zhuǎn)制度。本文首先提出了研究農(nóng)地流轉(zhuǎn)制度的必要性,通過對我國改革開放以來農(nóng)地流轉(zhuǎn)政策的演變歷程以及農(nóng)地流轉(zhuǎn)各方面的發(fā)展演變情況進行分析,并且選取美國、英國、法國、日本、越南等國家同中國的農(nóng)地流轉(zhuǎn)制度政策進行比較研究,探討其農(nóng)地流轉(zhuǎn)的成功經(jīng)驗和比較優(yōu)勢,從宏觀上把握我國農(nóng)地流轉(zhuǎn)的癥結(jié)所在;然后在深入考察了河南省鄭州市和駐馬店市農(nóng)地流轉(zhuǎn)的現(xiàn)狀的基礎(chǔ)上,建立Logistic模型實證分析河南省不同經(jīng)濟發(fā)展水平地區(qū)農(nóng)戶農(nóng)地流轉(zhuǎn)行為,從微觀上論證了農(nóng)戶進行農(nóng)地流轉(zhuǎn)的影響因素;最后利用博弈論理論對農(nóng)地流轉(zhuǎn)過程中農(nóng)戶、農(nóng)業(yè)經(jīng)營者、村委會、地方政府等利益方之間的關(guān)系以及他們相互的博弈行為進行分析,從理論層面探討當前農(nóng)地流轉(zhuǎn)制度的一些問題。當前我國農(nóng)地流轉(zhuǎn)市場還不健全,其發(fā)揮的力量作用較為薄弱;在農(nóng)地流轉(zhuǎn)管理方面,相關(guān)的管理服務體系不夠完善,缺乏一定的時效性和針對性。我們在推進農(nóng)地流轉(zhuǎn)的過程中必須重視村委會和農(nóng)民非農(nóng)收入比重的影響,只有充分實現(xiàn)了農(nóng)民的非農(nóng)就業(yè),使得農(nóng)地流轉(zhuǎn)成為農(nóng)民的內(nèi)在需求,才能從根本上促進農(nóng)地流轉(zhuǎn)的發(fā)展。農(nóng)地流轉(zhuǎn)是農(nóng)戶、村委會、農(nóng)業(yè)經(jīng)營組織、地方政府等多方利益主體多次重復博弈的結(jié)果,只有在正確認識各利益主體之間的博弈關(guān)系和行為動機的基礎(chǔ)上,從和諧博弈的角度進行適當?shù)恼{(diào)試,才能實現(xiàn)各利益主體的共贏,進而促進農(nóng)地流轉(zhuǎn)的健康有序發(fā)展。
[Abstract]:In the new period of comprehensively deepening rural reform, coordinating urban and rural development, and promoting the construction of new types of urbanization, with the implementation of relevant policies by the state to encourage and support the transfer of agricultural land, the actual possession of agricultural land, and the right to use agricultural land, The power of income right and disposition right is gradually clear and enriched, and the scale of farmland circulation is growing. According to statistics from the Ministry of Agriculture, by the end of the first half of 2014, the transfer area of contracted farmland in rural areas in China was 25.3333 million hectares, accounting for 28.8 hectares of the country's cultivated land. However, at present, there are some problems and risks in the agricultural land transfer in our country. The illegal and illegal use of land is still prohibited. Compared with the household contract, the current farmland transfer is the innovation and development of the traditional land management and management. The influence on economy and society is also stronger, so we must face up to the existing deficiencies, strengthen risk control, and establish and improve the system of agricultural land transfer. This paper first puts forward the necessity of studying the farmland transfer system, analyzes the evolvement process of the farmland transfer policy and the development of various aspects of the farmland circulation since the reform and opening up in China, and selects the United States, Britain, France, the United States of America, the United Kingdom, France, and the United States of America. Japan, Vietnam and other countries and China's farmland transfer system policy comparative study, to explore the successful experience and comparative advantages of agricultural land transfer, from the macro grasp of the crux of the agricultural land transfer in China; Then, on the basis of investigating the current situation of agricultural land transfer in Zhengzhou and Zhumadian in Henan Province, this paper establishes Logistic model to analyze the behavior of rural land transfer in different economic development level areas of Henan Province. From the microscopic point of view, the paper demonstrates the influencing factors of rural land transfer. Finally, it uses game theory to analyze farmers, agricultural operators and village committees in the process of agricultural land transfer. The relationship between local governments and other stakeholders and their game behavior are analyzed, and some problems of the current farmland transfer system are discussed from the theoretical level. At present, the agricultural land circulation market in our country is not perfect, its power function is relatively weak; in the agricultural land circulation management, the related management service system is not perfect, lacks certain timeliness and pertinence. We must pay attention to the influence of village committee and farmers' non-agricultural income proportion in the process of promoting the agricultural land circulation. Only when we fully realize the peasants' non-agricultural employment, make the agricultural land circulation become the inherent demand of the farmers. In order to fundamentally promote the development of agricultural land transfer. Agricultural land circulation is the result of repeated games among farmers, village committees, agricultural management organizations, local governments and so on. Only through proper debugging from the angle of harmonious game can we realize the win-win situation of all stakeholders and promote the healthy and orderly development of agricultural land circulation.
