【摘要】：精準(zhǔn)扶貧是提升扶貧工作績(jī)效的重要措施,是全面建設(shè)小康社會(huì)的重要戰(zhàn)略。隨著經(jīng)濟(jì)社會(huì)快速發(fā)展和城鄉(xiāng)關(guān)系的轉(zhuǎn)變,農(nóng)村貧困的內(nèi)涵、生成邏輯變化明顯,呈現(xiàn)貧困結(jié)構(gòu)化、治理復(fù)雜化、生成消費(fèi)性等特征,農(nóng)村貧困正處于轉(zhuǎn)型狀態(tài),這給貧困人口的精準(zhǔn)識(shí)別、分類考核、監(jiān)督管理、貧困治理等帶來一定的挑戰(zhàn)。新時(shí)期精準(zhǔn)扶貧要切合農(nóng)村實(shí)際,優(yōu)化扶貧的政策導(dǎo)向,完善精準(zhǔn)扶貧的體制機(jī)制,構(gòu)建起應(yīng)對(duì)農(nóng)村貧困轉(zhuǎn)型的有效路徑。
[Abstract]:Precision poverty reduction is an important measure to improve the performance of poverty alleviation and an important strategy for building a well-off society in an all-round way. With the rapid development of economy and society and the transformation of the relationship between urban and rural areas, the connotation and logic of rural poverty change obviously, and it presents the characteristics of structure of poverty, complexity of governance, generation of consumption, etc. Rural poverty is in a state of transition. This brings some challenges to the accurate identification, classification, supervision and management of the poor population. In the new period, the precision poverty alleviation should be in line with the rural reality, optimize the policy direction of poverty alleviation, perfect the system mechanism of precision poverty alleviation, and construct an effective way to deal with the transformation of rural poverty.
