【摘要】：隨著我國社會經濟的發(fā)展,城市化進程不斷加快。擁有類型齊全、服務完善、空間配置合理的公共服務設施已成為現代城市健康發(fā)展的重要標志。作為公共服務設施的空間載體,公共服務用地的空間配置是否合理,可直接影響到城市公共服務資源的利用效率及公平性。本文以嘉峪關市為研究對象,從四方面研究了公共服務用地的空間配置:對嘉峪關市2010-2014年的公共服務發(fā)展水平進行綜合評價;分析嘉峪關市2004-2015年公共服務用地面積變化、空間位置變化以及市土地利用結構變化;分析公共服務用地的空間配置規(guī)律,并利用緩沖區(qū)的方法分析各類公共服務用地的服務范圍覆蓋情況;比較城鄉(xiāng)公共服務用地的空間配置及服務范圍,分析城鄉(xiāng)公共服務資源公平性。結果表明:(1)嘉峪關市2010-2014年公共服務水平逐年上升,城市公共服務設施日趨完善,公共財政支出對城市公共服務發(fā)展有巨大地推動作用,可有力的帶動城市共服務設施的建設,進而提升城市整體公共服務水平。(2)公共服務用地面積隨著嘉峪關市城區(qū)擴張而增大,公共服務用地在城市建成區(qū)中所占比例較為穩(wěn)定,始終保持在20%左右;嘉峪關市公園綠地在公共服務用地面積中占50%左右,是城市公共服務用地的主要組成部分;不同類型的公共服務用地增長速度不同,公園綠地面積增長速度最快。(3)嘉峪關市公共服務用地呈現依居住區(qū)沿街道分布的空間配置規(guī)律;服務范圍覆蓋狀況總體較好,但部分公共服務用地存在較嚴重的服務范圍重疊現象和服務盲點,勢必造成公共服務資源的浪費和效益低下,未來對公共服務用地的配置需充分考慮不同種類公共服務用地的服務半徑,盡量以最少的數量服務最大的范圍。(4)嘉峪關市城鄉(xiāng)公共服務資源的質量和數量差異明顯;鄉(xiāng)鎮(zhèn)公共服務用地面積小等級低,且由于農村居民點在空間位置分散,導致鄉(xiāng)鎮(zhèn)公共服務用地服務效率低、服務范圍覆蓋情況差;在未來的發(fā)展中應加大鄉(xiāng)鎮(zhèn)公共財政的投入,對鄉(xiāng)鎮(zhèn)公共服務用地空間配置進行合理規(guī)劃,實現城鄉(xiāng)公共服務均等化。
[Abstract]:With the development of China's social economy, the process of urbanization is speeding up. Public service facilities with reasonable spatial allocation have become an important symbol of the healthy development of modern cities. As the spatial carrier of public service facilities, whether the spatial allocation of public service land is reasonable, It can directly affect the utilization efficiency and fairness of urban public service resources. This paper takes Jiayuguan City as the research object. The spatial allocation of public service land is studied from four aspects: the comprehensive evaluation of the development level of public service in Jiayuguan from 2010 to 2014, and the analysis of the change of land area of public service in Jiayuguan from 2004 to 2015. The spatial location change and the land use structure change of the city, the spatial allocation rule of the public service land is analyzed, and the service coverage of all kinds of public service land is analyzed by the method of buffer zone. This paper compares the spatial allocation and service scope of urban and rural public service land, and analyzes the equity of urban and rural public service resources. The results show that the level of public service in Jiayuguan from 2010 to 2014 is increasing year by year, and the urban public service facilities are becoming more and more perfect. Public financial expenditure has a huge role in promoting the development of urban public services, which can promote the construction of urban public service facilities. Then improve the overall public service level of the city. 2) the area of public service land increases with the expansion of Jiayuguan city, and the proportion of public service land in the urban built-up area is relatively stable, always around 20%; The park green space in Jiayuguan city accounts for about 50% of the area of public service land, which is the main component of urban public service land, and the growth rate of different types of public service land is different. The public service land in Jiayuguan city is distributed along the street according to the law of space distribution, and the coverage of the service area is good. However, some public service land has serious overlap of service scope and blind spot, which will inevitably lead to waste of public service resources and low efficiency. In the future, the allocation of public service land should fully consider the service radius of different kinds of land for public service, and try to use the minimum quantity of the largest range of service. (4) the quality and quantity of urban and rural public service resources in Jiayuguan are obviously different; The area of public service land is low, and the rural residential areas are scattered in the space, which leads to the low efficiency of rural public service land use, the poor coverage of the service scope, and the need to increase the investment of township public finance in the future development. The spatial allocation of township public service land should be rationally planned to realize the equalization of urban and rural public services.
