【摘要】：統(tǒng)籌城鄉(xiāng)發(fā)展已經(jīng)推進(jìn)到"怎樣發(fā)展"的路徑選擇和"為誰(shuí)發(fā)展"的價(jià)值訴求階段,更加強(qiáng)調(diào)改革的集中集成,這既是國(guó)家治理思維轉(zhuǎn)變的戰(zhàn)略要求,也是各地發(fā)展的現(xiàn)實(shí)需要。目前多地以管理、技術(shù)、資源要素、產(chǎn)業(yè)等的集成為重點(diǎn)進(jìn)行集成改革實(shí)踐,在一定程度上促進(jìn)生產(chǎn)要素的平等交換、公共資源的均衡配置,以及產(chǎn)村相融和三產(chǎn)聯(lián)動(dòng),但制度協(xié)調(diào)與集成、激勵(lì)與評(píng)估、風(fēng)險(xiǎn)防范與集成管理方式仍然存在諸多問(wèn)題,需要地方政府采用相應(yīng)的措施予以解決,從而推動(dòng)統(tǒng)籌城鄉(xiāng)綜合改革的縱深推進(jìn)和城鄉(xiāng)差距的縮小,實(shí)現(xiàn)集成改革價(jià)值。
[Abstract]:The overall planning of urban and rural development has advanced to the stage of "how to develop" and the value demand of "for whom to develop", and more emphasis has been placed on the centralization and integration of reform, which is the strategic requirement of the transformation of national governance thinking. It is also a realistic need for local development. At present, many places focus on the integration of management, technology, resource elements, industries, and so on, in order to promote the equal exchange of production factors and the balanced allocation of public resources to a certain extent. There are still many problems in system coordination and integration, incentive and evaluation, risk prevention and integrated management, which need to be solved by local government. So as to promote the overall urban and rural comprehensive reform and the gap between urban and rural areas to narrow, to achieve the value of integrated reform.
