【摘要】：把山西建成國家新型能源和工業(yè)基地,要走一條"科技含量高、經(jīng)濟效益好、資源消耗低、環(huán)境污染少、人力資源優(yōu)勢得到充分發(fā)揮"的路子。山西是一個重型經(jīng)濟結(jié)構(gòu)的地區(qū),面臨的資源、環(huán)境問題十分嚴重,綠色GDP占GDP比重很低,建設(shè)新型能源與工業(yè)基地面臨嚴峻的挑戰(zhàn)。建設(shè)新型能源和工業(yè)基地就是要走新型工業(yè)化的道路,走新型工業(yè)化道路,就要十分重視資源、環(huán)境與經(jīng)濟社會的協(xié)調(diào)和可持續(xù)發(fā)展。國家有關(guān)部門應(yīng)當(dāng)遵循國際慣例施行相應(yīng)的產(chǎn)業(yè)補償制度和建立生態(tài)環(huán)境補償機制。正是在這方面,應(yīng)當(dāng)讓有關(guān)方面重視山西省的情況,給予相應(yīng)的支持,使新型能源和工業(yè)基地沿著全面、協(xié)調(diào)、可持續(xù)的方向發(fā)展。實施綠色GDP核算不只是一個統(tǒng)計指標的變化,它代表一種新的觀念和一種新的思維模式,即可持續(xù)發(fā)展觀和科學(xué)發(fā)展觀。通過綠色GDP的核算并與GDP的比較,可以看出經(jīng)濟發(fā)展所付出的代價,可以看出我們過去的經(jīng)濟發(fā)展核算是否適應(yīng)可持續(xù)發(fā)展的需求。
[Abstract]:To build Shanxi into a new national energy and industrial base, it is necessary to take a path of "high scientific and technological content, good economic benefits, low consumption of resources, less environmental pollution, and full play of the advantages of human resources". Shanxi is a region with heavy economic structure, faced with serious problems of resources and environment, low proportion of green GDP to GDP, and facing severe challenges in the construction of new energy and industrial bases. To build a new type of energy and industrial base is to take the road of new type industrialization and to pay great attention to the coordination and sustainable development of resources, environment and economy and society. The relevant departments of the state shall follow international practice to implement the corresponding industrial compensation system and establish the ecological environment compensation mechanism. It is in this respect that the relevant parties should pay attention to the situation of Shanxi Province and give corresponding support so that the new energy and industrial base can be developed in a comprehensive, coordinated and sustainable direction. The implementation of green GDP accounting is not only a change of statistical index, but also represents a new concept and a new mode of thinking, namely, the concept of sustainable development and the view of scientific development. Through the accounting of green GDP and the comparison with GDP, we can see the cost of economic development and whether the accounting of economic development in the past can meet the needs of sustainable development.
