【摘要】:城市中壓配電網(wǎng)是國民經(jīng)濟(jì)和社會(huì)發(fā)展的重要公共基礎(chǔ)設(shè)施,作為電力系統(tǒng)的末端環(huán)節(jié),承擔(dān)著直接向用戶提供電能的任務(wù),因此,合理的規(guī)劃城市中壓配電網(wǎng)是其為用戶提供優(yōu)質(zhì)電能的有力保障。目前,在城市中壓配電網(wǎng)規(guī)劃領(lǐng)域,關(guān)注的焦點(diǎn)在于規(guī)劃方法和規(guī)劃方案的選擇,而對于規(guī)劃方案的優(yōu)劣沒有比較全面的衡量標(biāo)準(zhǔn)。本文以我國東北某城市經(jīng)濟(jì)技術(shù)開發(fā)區(qū)中壓配電網(wǎng)規(guī)劃項(xiàng)目為基礎(chǔ),研究了在已知供電可靠性統(tǒng)計(jì)數(shù)據(jù)下的規(guī)劃區(qū)規(guī)劃優(yōu)先級確定問題、中壓配電網(wǎng)接線方式的選擇和綜合評估問題以及電網(wǎng)規(guī)劃方案的評估決策問題。針對東北某城市經(jīng)濟(jì)技術(shù)開發(fā)區(qū)配電網(wǎng)規(guī)劃優(yōu)先級的確定問題,以供電可靠性統(tǒng)計(jì)數(shù)據(jù)為基礎(chǔ),將規(guī)劃區(qū)依據(jù)變電站主變互聯(lián)關(guān)系劃分為多個(gè)獨(dú)立的供電分區(qū),通過基于主成分分析的供電可靠性評估模型對多個(gè)供電分區(qū)進(jìn)行可靠性評估,依據(jù)評估結(jié)果得到各供電分區(qū)的規(guī)劃優(yōu)先級;通過繪制各供電分區(qū)的指標(biāo)滿意度及重要性區(qū)域圖,為配電網(wǎng)規(guī)劃提供了理論依據(jù)。針對經(jīng)開區(qū)配電網(wǎng)規(guī)劃優(yōu)先級的工程實(shí)例分析,驗(yàn)證了方法的有效性;跐M足中壓配電網(wǎng)網(wǎng)架安全性的基本要求,依據(jù)基元接線理論建立了中壓配電網(wǎng)接線方式選擇模型和規(guī)則庫,并基于模型和規(guī)則庫在Visual Studio 2010工具平臺(tái)上開發(fā)了中壓配電網(wǎng)接線方式選擇軟件;依據(jù)規(guī)劃區(qū)內(nèi)邊界條件確定基元變量,通過軟件參數(shù)設(shè)置得到接線方式;為綜合評估接線方式,從風(fēng)險(xiǎn)性、可靠性和經(jīng)濟(jì)性考慮構(gòu)建接線方式綜合評估指標(biāo)體系,引入模糊隸屬度函數(shù)量綱化各指標(biāo)值,得到待評估接線方式的綜合評分進(jìn)而選出最優(yōu)接線方式。最后,以經(jīng)開區(qū)供電區(qū)域內(nèi)接線方式選擇的實(shí)例分析證明了方法的合理性。以中壓配電網(wǎng)規(guī)劃的目的為導(dǎo)向,從網(wǎng)架風(fēng)險(xiǎn)性、電網(wǎng)整體協(xié)調(diào)性、供電可靠性和經(jīng)濟(jì)性的角度考慮構(gòu)建了規(guī)劃電網(wǎng)方案綜合評估指標(biāo)體系;為了對規(guī)劃電網(wǎng)的風(fēng)險(xiǎn)水平進(jìn)行準(zhǔn)確評估,引入了一種考慮網(wǎng)架結(jié)構(gòu)缺陷帶來潛在風(fēng)險(xiǎn)的配電網(wǎng)風(fēng)險(xiǎn)評估方法,通過建立網(wǎng)架風(fēng)險(xiǎn)指標(biāo)體系,并結(jié)合風(fēng)險(xiǎn)量化值的計(jì)算及風(fēng)險(xiǎn)等級的劃分確定規(guī)劃電網(wǎng)的綜合風(fēng)險(xiǎn)水平;基于配電網(wǎng)協(xié)調(diào)配合性的規(guī)劃要求,從容載比合理度和負(fù)載均衡度兩個(gè)方面對規(guī)劃電網(wǎng)進(jìn)行協(xié)調(diào)性評估。最后給出規(guī)劃電網(wǎng)評估的具體實(shí)施步驟,以經(jīng)開區(qū)某規(guī)劃區(qū)域內(nèi)的兩個(gè)規(guī)劃方案的工程實(shí)例分析驗(yàn)證了方法的有效性,對規(guī)劃電網(wǎng)的評估決策具有指導(dǎo)意義。
[Abstract]:Urban medium voltage distribution network is an important public infrastructure for national economy and social development. As the terminal link of power system, it undertakes the task of providing electricity directly to users. Reasonable planning of urban medium voltage distribution network is the effective guarantee to provide high quality power to users. At present, in the field of urban medium voltage distribution network planning, the focus is on the choice of planning methods and planning schemes. However, there is no comprehensive measurement standard for the planning scheme. This paper is based on the mid-voltage distribution network planning project of a city economic and technological development zone in Northeast China. In this paper, the problem of determining the priority of the planning area under the known statistical data of power supply reliability is studied. The selection and comprehensive evaluation of the medium voltage distribution network connection mode and the evaluation decision of the power network planning scheme are discussed. The priority of the distribution network planning in a city economic and technological development zone in Northeast China is determined. Based on the statistical data of power supply reliability, the planning area is divided into several independent power supply zones according to the interconnection relationship of substation main transformer. The reliability evaluation model of power supply based on principal component analysis (PCA) is used to evaluate the reliability of multiple power supply zones, and according to the evaluation results, the planning priorities of each power supply zone are obtained. This paper provides a theoretical basis for distribution network planning by drawing the index satisfaction degree and importance area diagram of each power supply district, and analyzes the engineering example of priority of distribution network planning in open area. The validity of the method is verified. Based on the basic requirements of security of medium voltage distribution network, the selection model and rule base of medium voltage distribution network connection mode are established according to the basic wiring theory. Based on the model and rule base, the software of medium voltage distribution network connection mode selection is developed on the platform of Visual Studio 2010. The basic variables are determined according to the boundary conditions in the planning area, and the wiring mode is obtained by setting the software parameters. In order to evaluate the connection mode synthetically, the comprehensive evaluation index system is constructed from the consideration of risk, reliability and economy, and the dimensionalized index value of fuzzy membership function is introduced. Get the comprehensive score of the wiring mode to be evaluated and then select the optimal connection mode. Finally. The rationality of the method is proved by the example of the selection of the connection mode in the power supply area of the open area, which is guided by the goal of the medium voltage distribution network planning, and is based on the risk of the grid frame and the overall coordination of the power network. Considering the reliability and economy of power supply, the comprehensive evaluation index system of planning power network scheme is constructed. In order to accurately evaluate the risk level of the planned power grid, a distribution network risk assessment method considering the potential risk caused by the defects of the grid structure is introduced, and the risk index system of the grid structure is established. Combined with the calculation of the risk quantification value and the division of the risk grade, the comprehensive risk level of the planning power network is determined. Based on the planning requirements of coordination and coordination of distribution network, this paper evaluates the coordination of planning power network from two aspects: the reasonable degree of ease to load ratio and the load balance degree. Finally, the concrete implementation steps of planning network evaluation are given. The effectiveness of the method is verified by an engineering example of two planning schemes in a planning area, which is of guiding significance to the evaluation and decision of the planning power network.
