【摘要】：國(guó)務(wù)院辦公廳2016年5月印發(fā)《關(guān)于強(qiáng)化學(xué)校體育促進(jìn)學(xué)生身心健康全面發(fā)展的意見(jiàn)》中提出的"教體結(jié)合"與20世紀(jì)80年代提出的"體教結(jié)合",雖然只是兩個(gè)字順序交換,但差距很大、意義深遠(yuǎn)。"教體結(jié)合"突出以"教"為主,反映了新時(shí)期發(fā)展高水平運(yùn)動(dòng)隊(duì)的辦學(xué)理念,應(yīng)以對(duì)學(xué)生施加"教育"為主;"體教結(jié)合"以"體育"為主,突出"運(yùn)動(dòng)成績(jī)",兩者在辦學(xué)指導(dǎo)思想上有著明顯不同。"教體結(jié)合"更符合經(jīng)濟(jì)社會(huì)快速發(fā)展對(duì)人才均衡化發(fā)展的要求,也符合人類(lèi)文明進(jìn)步對(duì)教育價(jià)值的追尋方向。培養(yǎng)"又紅又專(zhuān)"、全面協(xié)調(diào)發(fā)展的社會(huì)主義合格建設(shè)者依然是我們的教育目標(biāo),培養(yǎng)學(xué)生綜合素質(zhì)均衡化發(fā)展依然是一條不變的主題。由此,在"教體結(jié)合"辦學(xué)思想指導(dǎo)下,探尋普通高校高水平運(yùn)動(dòng)隊(duì)的辦學(xué)現(xiàn)狀及發(fā)展對(duì)策研究顯得尤為重要。論文以駐濟(jì)山東大學(xué)、山東師范大學(xué)、濟(jì)南大學(xué)和山東財(cái)經(jīng)大學(xué)四所高校的高水平運(yùn)動(dòng)員為調(diào)查對(duì)象,通過(guò)查閱文獻(xiàn)、實(shí)地調(diào)研、問(wèn)卷調(diào)查和數(shù)理統(tǒng)計(jì)等方法,以高水平運(yùn)動(dòng)隊(duì)的現(xiàn)狀調(diào)查分析為切入點(diǎn),綜合分析了目前高水平運(yùn)動(dòng)隊(duì)存在的問(wèn)題,以"教體結(jié)合"理念下高水平運(yùn)動(dòng)隊(duì)辦學(xué)模式改革為落腳點(diǎn),總結(jié)出了 6項(xiàng)現(xiàn)狀結(jié)論:高校高水平運(yùn)動(dòng)隊(duì)組織管理模式單一,以體育院系為主;高水平運(yùn)動(dòng)隊(duì)招生以運(yùn)動(dòng)成績(jī)?yōu)橹?降低了對(duì)文化成績(jī)的水平要求;學(xué)校重視文化課學(xué)習(xí)與教練員重視運(yùn)動(dòng)成績(jī)之間的矛盾,造成"學(xué)訓(xùn)矛盾";教練員以"經(jīng)驗(yàn)式"指導(dǎo)訓(xùn)練競(jìng)賽,缺乏科學(xué)化的執(zhí)教理念;高水平運(yùn)動(dòng)隊(duì)經(jīng)費(fèi)來(lái)源單一,后勤保障不足;高水平運(yùn)動(dòng)員畢業(yè)去向和高校辦學(xué)目標(biāo)有所差異等。根據(jù)現(xiàn)狀結(jié)論提出以下發(fā)展對(duì)策:建立以"學(xué)校運(yùn)動(dòng)委員會(huì)"為領(lǐng)導(dǎo),聯(lián)合學(xué)生處、教務(wù)處、校團(tuán)委、體育學(xué)院等單位的組織管理體系;優(yōu)化招生政策,建立"分類(lèi)招生"辦法,以"優(yōu)秀高中生"為主,專(zhuān)業(yè)運(yùn)動(dòng)員為輔;建立教練員定期培訓(xùn)和考核制度,不斷提高教練員的科學(xué)化執(zhí)教理念;專(zhuān)項(xiàng)經(jīng)費(fèi)與商業(yè)化運(yùn)作相結(jié)合,不斷滿(mǎn)足高水平運(yùn)動(dòng)隊(duì)的經(jīng)費(fèi)需求;建立"業(yè)務(wù)培訓(xùn)機(jī)制",分層細(xì)化培養(yǎng),以滿(mǎn)足高水平運(yùn)動(dòng)員的就業(yè)需求。
[Abstract]:On May 2016, the General Office of the State Council published and published the opinions on strengthening School physical Education to promote the overall Development of students' physical and Mental Health. Although only two words sequence exchange, but the difference is very big, the significance is far-reaching. "the combination of teaching and sports" highlights the "teaching", which reflects the new era of the development of high-level sports team concept of running a school. "Education" should be given priority to students; "combination of sports and education" is mainly "physical education" and "sports achievement", which is obviously different in guiding ideology of running a school. "combination of education and education" is more in line with the requirements of rapid economic and social development for the balanced development of talents. It is also in line with the direction of pursuing the educational value in the progress of human civilization. It is still our educational goal to train qualified socialist builders who are both red and professional and develop in an all-round and coordinated manner. The balanced development of cultivating students' comprehensive quality is still an unchanging theme. Therefore, under the guidance of the "combination of teaching and physical education", the idea of running a school is still under the guidance of "combination of teaching and sports". It is particularly important to explore the current situation and development countermeasures of high-level sports teams in colleges and universities. The thesis is based on Shandong University and Shandong normal University. Jinan University and Shandong University of Finance and Economics of the high-level athletes as the object of investigation, through literature review, field research, questionnaires and mathematical statistics and other methods. Based on the investigation and analysis of the current situation of the high-level sports teams, this paper comprehensively analyzes the problems existing in the current high-level sports teams, and takes the reform of the running mode of the high-level sports teams under the concept of "combination of teaching and sports" as the foothold. This paper summarizes six current conclusions: the organization and management mode of high-level sports teams in colleges and universities is single, and sports colleges and departments are the main ones; The high level sports team recruit students mainly by the sports achievement, reduced the level request to the cultural achievement; The contradiction between the school attaching importance to the study of culture course and the coach attaching importance to the sports achievement causes the contradiction between learning and training; Coaches "experience" to guide the training competition, lack of scientific teaching concept; The high level sports team funds source is single, the logistic support is insufficient; According to the present situation, the author puts forward the following development countermeasures: to establish the "School Sports Committee" as the leader, to unite the student department, the Department of academic Affairs, and the League Committee. The organization and management system of physical education institute and other units; Optimize the enrollment policy and establish the method of "classified enrollment", with "excellent high school students" as the main body and professional athletes as the auxiliary; To establish a regular training and assessment system for coaches to continuously improve the scientific teaching concept of coaches; Special funds combined with commercial operation to meet the needs of high-level sports teams; To meet the employment needs of high-level athletes, we should set up a "business training mechanism".
