中國(guó)高新技術(shù)產(chǎn)業(yè)集聚與出口復(fù)雜度關(guān)系的研究

【摘要】:改革開(kāi)放以來(lái),我國(guó)的經(jīng)濟(jì)社會(huì)發(fā)展取得了萬(wàn)眾矚目的成就,對(duì)外貿(mào)易總額尤其是出口額不斷增長(zhǎng)。近年來(lái),本著調(diào)整經(jīng)濟(jì)結(jié)構(gòu)、轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,促進(jìn)經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的總體要求,國(guó)家越來(lái)越重視高新技術(shù)產(chǎn)業(yè),尤其是高新技術(shù)產(chǎn)業(yè)的發(fā)展。目前我國(guó)已經(jīng)形成了一批區(qū)域性的高新技術(shù)產(chǎn)業(yè)集群,如北京中關(guān)村、上海張江科技園區(qū)等等,這種產(chǎn)業(yè)集聚效應(yīng)對(duì)高新技術(shù)產(chǎn)業(yè)的產(chǎn)品出口產(chǎn)生了顯著的影響,因此研究高新產(chǎn)業(yè)集聚程度與該產(chǎn)業(yè)產(chǎn)品出口技術(shù)復(fù)雜度之間的關(guān)系具有一定的現(xiàn)實(shí)意義。本文首先描述了中國(guó)高新技術(shù)產(chǎn)業(yè)發(fā)展的現(xiàn)狀,包括出口現(xiàn)狀和產(chǎn)業(yè)集聚現(xiàn)狀兩個(gè)方面。然后在OECD高新技術(shù)產(chǎn)業(yè)分類模型的基礎(chǔ)上,計(jì)算了我國(guó)2007—2014年5大高新技術(shù)產(chǎn)業(yè)細(xì)分行業(yè)的出口技術(shù)復(fù)雜度,考察了其出口技術(shù)結(jié)構(gòu)的動(dòng)態(tài)演進(jìn)。結(jié)合企業(yè)異質(zhì)性理論探討了產(chǎn)業(yè)集聚與出口技術(shù)復(fù)雜度的微觀互動(dòng)機(jī)制,并采用聯(lián)立方程模型實(shí)證檢驗(yàn)了二者的互動(dòng)機(jī)制,從數(shù)理角度證實(shí)了產(chǎn)業(yè)集聚對(duì)高新制造業(yè)產(chǎn)品出口技術(shù)復(fù)雜度的促進(jìn)作用。研究發(fā)現(xiàn),產(chǎn)業(yè)空間集聚程度的提升能顯著地促進(jìn)出口技術(shù)復(fù)雜度的升級(jí),然而出口技術(shù)復(fù)雜度的提升反過(guò)來(lái)會(huì)削弱產(chǎn)業(yè)的空間集聚程度。同時(shí),人力資本、資本密集度等因素對(duì)于出口技術(shù)復(fù)雜度的提升會(huì)起到促進(jìn)作用,研發(fā)強(qiáng)度和行業(yè)技術(shù)創(chuàng)新能力等因素也會(huì)促進(jìn)產(chǎn)業(yè)空間集聚程度的提升。在上述理論分析和數(shù)理實(shí)證的基礎(chǔ)上,針對(duì)我國(guó)發(fā)展高新技術(shù)產(chǎn)業(yè)提出了一些政策建議:政府應(yīng)當(dāng)合理規(guī)劃產(chǎn)業(yè)布局,引導(dǎo)高新技術(shù)產(chǎn)業(yè)及其細(xì)分行業(yè)不斷提高產(chǎn)業(yè)集聚度,形成產(chǎn)業(yè)集聚區(qū)百花齊放的局面;引導(dǎo)開(kāi)展產(chǎn)業(yè)技術(shù)論壇等定期交流機(jī)制,促進(jìn)集群內(nèi)企業(yè)的溝通與合作;采取相應(yīng)措施促進(jìn)國(guó)內(nèi)外企業(yè)在高新技術(shù)領(lǐng)域開(kāi)展合作,引導(dǎo)企業(yè)提升自主研發(fā)和創(chuàng)新能力。高新技術(shù)產(chǎn)業(yè)企業(yè)要通過(guò)加大戰(zhàn)略性區(qū)位選擇、加大研發(fā)投入力度等手段來(lái)提升企業(yè)自主創(chuàng)新能力和產(chǎn)品出口技術(shù)水平。
[Abstract]:Since the reform and opening up, China's economic and social development has made remarkable achievements, the total volume of foreign trade, especially the export volume has been increasing. In recent years, in line with the overall requirements of adjusting the economic structure, changing the mode of economic development and promoting the sustainable development of economic society, the state has paid more and more attention to the development of high-tech industries, especially high-tech industries. At present, China has formed a number of regional high-tech industrial clusters, such as Zhongguancun in Beijing, Zhangjiang Science and Technology Park in Shanghai, and so on. This kind of industrial agglomeration has a significant impact on the export of high-tech industries. Therefore, it is of practical significance to study the relationship between the degree of hi-tech industry agglomeration and the technological complexity of the industry's export. This paper first describes the development of high-tech industries in China, including export and industrial agglomeration. Then, based on the classification model of OECD high-tech industry, the export technology complexity of five major high-tech industries in China from 2007 to 2014 is calculated, and the dynamic evolution of export technology structure is investigated. Combined with the theory of enterprise heterogeneity, this paper discusses the micro interactive mechanism of the complexity of industrial agglomeration and export technology, and uses the simultaneous equation model to empirically test the interaction mechanism between the two. The effect of industrial agglomeration on the technical complexity of high-tech manufacturing export is proved from the mathematical point of view. It is found that the enhancement of the degree of industrial spatial agglomeration can significantly promote the upgrading of export technology complexity, however, the increase of export technology complexity will weaken the degree of industrial spatial agglomeration. At the same time, human capital, capital intensity and other factors will promote the complexity of export technology, R & D intensity and technological innovation ability will also promote the degree of industrial spatial agglomeration. On the basis of the above theoretical analysis and mathematical evidence, the paper puts forward some policy suggestions for the development of high and new technology industry in China: the government should plan the industrial layout rationally, guide the high-tech industry and its subdivision industries to continuously improve the degree of industrial convergence. To form a situation in which a hundred flowers bloom in the industrial agglomeration area; to guide the development of regular exchange mechanisms such as the Industrial Technology Forum to promote communication and cooperation among enterprises in the cluster; and to take appropriate measures to promote cooperation between domestic and foreign enterprises in the field of high and new technology. Guide enterprises to improve their own R & D and innovation capabilities. High-tech industry enterprises should enhance their independent innovation ability and export technology level by means of increasing strategic location choice and increasing R & D investment.
