【摘要】：油氣產(chǎn)業(yè)是世界上最大的能源產(chǎn)業(yè),現(xiàn)已成為推動(dòng)現(xiàn)代社會(huì)經(jīng)濟(jì)發(fā)展最重要的動(dòng)力。研究表明：目前世界上絕大多數(shù)國家對(duì)油氣產(chǎn)業(yè)均采用直接由政府來“監(jiān)管”的管理模式,其政府監(jiān)管的效果和能力的測(cè)定成為衡量政府政策實(shí)力的主要標(biāo)準(zhǔn)。研究表明：我國政府監(jiān)管效能評(píng)價(jià)工作起步晚、覆蓋范圍小,除經(jīng)濟(jì)、公共監(jiān)管領(lǐng)域外其他領(lǐng)域研究非常少,仍處于初始階段。因此眾多學(xué)者提出：當(dāng)前我國政府監(jiān)管效能評(píng)價(jià)工作應(yīng)從體制、機(jī)制、規(guī)范等多方面著手,建立一套普適的政府監(jiān)管績效評(píng)價(jià)體系。 本文首先對(duì)油氣產(chǎn)業(yè)政府監(jiān)管效能相關(guān)概念及理論進(jìn)行闡述；結(jié)合實(shí)際對(duì)我國油氣產(chǎn)業(yè)相關(guān)政府監(jiān)管機(jī)構(gòu)及職責(zé)進(jìn)行梳理,提出我國油氣產(chǎn)業(yè)政府監(jiān)管存在的問題。再運(yùn)用層次分析法提出政府內(nèi)部管理和政府外部監(jiān)管兩維度效能評(píng)估指標(biāo)體系,對(duì)指標(biāo)體系進(jìn)行優(yōu)化處理和效度檢驗(yàn),為政府監(jiān)管效能提供科學(xué)的評(píng)估工具；運(yùn)用相容矩陣原理確定指標(biāo)權(quán)重,運(yùn)用一般模糊評(píng)價(jià)法和直覺模糊綜合評(píng)價(jià)法構(gòu)建油氣產(chǎn)業(yè)政府監(jiān)管效能評(píng)價(jià)模型。最后通過調(diào)研數(shù)據(jù)和文獻(xiàn)研究對(duì)我國油氣產(chǎn)業(yè)政府監(jiān)管效能進(jìn)行實(shí)證研究；對(duì)當(dāng)前我國油氣產(chǎn)業(yè)政府監(jiān)管提出可行性建議。
[Abstract]:The oil and gas industry is the world's largest energy industry, has become the most important driving force to promote the economic development of modern society. Research shows that most countries in the world on the oil and gas industry are used directly by the government to "supervision" management model, the effect of government regulation and the determination of the ability has become the main measure of government policy the strength of the research showed that the evaluation of the effectiveness of government regulation work started late in China, the coverage of small, in addition to economic, public supervision field and other fields is very small, is still in the initial stage. So many scholars put forward: from the mechanism of current system, evaluation of the effectiveness of government regulation in our country, norms in various aspects, the establishment of a a universal government performance evaluation system.
Firstly, the oil and gas industry government supervision efficiency related concepts and theories; combined with the actual situation of China's oil and gas industry related government regulatory agencies and responsibilities of combing, proposed the existence of government regulation of China's oil and gas industry. Then using the government internal management and external supervision two dimensions of government performance evaluation index system AHP to optimize the processing method and validity of the index system, provide a scientific evaluation tool for the effectiveness of government regulation; determined the index weight by using matrix principle, using fuzzy evaluation method and fuzzy comprehensive evaluation method to build evaluation of oil and gas industry government supervision effectiveness model. Finally, through the research data and literature research empirical research on China the effectiveness of government regulation of oil and gas industry; on the current China's oil and gas industry government regulation puts forward some feasible suggestions.
