基于過程方法的工程項目設(shè)計質(zhì)量管理研究

【摘要】: 改革開放以來,工程設(shè)計在中國雖然經(jīng)過了20多年的發(fā)展,但仍不能適應(yīng)經(jīng)濟(jì)建設(shè)和構(gòu)建節(jié)約型社會的需要。工程設(shè)計的服務(wù)水平和服務(wù)質(zhì)量不適應(yīng)市場經(jīng)濟(jì)體制的新要求,工程設(shè)計單位的國際競爭力不強,設(shè)計工作對轉(zhuǎn)變經(jīng)濟(jì)增長方式的基礎(chǔ)性作用沒有得到充分發(fā)揮。按照科學(xué)發(fā)展觀和建立和諧社會的方針,目前乃至今后相當(dāng)一段時間,我國的建設(shè)規(guī)模不斷擴(kuò)大,對工程設(shè)計質(zhì)量的要求更將不斷提高;同時,隨著我國加入世貿(mào)組織過渡期的結(jié)束,我國工程設(shè)計市場將進(jìn)一步開放,國際競爭將更加激烈。面對機遇和挑戰(zhàn),要想獲得生存和發(fā)展,增強服務(wù)意識,提高設(shè)計服務(wù)質(zhì)量和服務(wù)水平,建立以顧客為中心的質(zhì)量保證體系,強化設(shè)計質(zhì)量管理,是工程設(shè)計咨詢企業(yè)的必然選擇。 本文闡述了工程項目設(shè)計質(zhì)量的特點及形成過程;闡述了工程設(shè)計質(zhì)量管理的內(nèi)涵和基本原理:運用ISO9000族標(biāo)準(zhǔn)中過程方法模式,對工程設(shè)計產(chǎn)品的實現(xiàn)過程進(jìn)行識別,并對其關(guān)鍵過程的質(zhì)量控制進(jìn)行分析研究,提出了過程控制模式和關(guān)鍵過程質(zhì)量控制程序。結(jié)合工程項目實際,分析了工程設(shè)計成果評價的重要性,進(jìn)而針對“工業(yè)項目可行性研究報告”構(gòu)建了質(zhì)量評價指標(biāo)體系,運用層次分析法(AHP)和模糊理論,建立了“工業(yè)項目可行性研究報告"質(zhì)量綜合評價模型。最后針對某熱電項目可行性研究報告,進(jìn)行了工程實證評價。
[Abstract]:Since the reform and opening up, engineering design has been developed in China for more than 20 years, but it still can not meet the needs of economic construction and the construction of a conservation-oriented society. The service level and service quality of engineering design do not meet the new requirements of the market economy system, the international competitiveness of engineering design units is not strong, and the basic role of design work in changing the mode of economic growth has not been given full play. In accordance with the concept of scientific development and the policy of building a harmonious society, at present and for quite some time in the future, the scale of construction in our country will continue to expand, and the requirements for the quality of engineering design will be raised; at the same time, With the end of the transition period of China's entry into WTO, China's engineering design market will be further opened and the international competition will become more intense. In the face of opportunities and challenges, to obtain survival and development, to enhance service awareness, to improve design service quality and service level, to establish a customer-centered quality assurance system, and to strengthen design quality management. Is the inevitable choice of engineering design consulting enterprises. This paper expounds the characteristics and forming process of engineering project design quality, expounds the connotation and basic principle of engineering design quality management, and identifies the realization process of engineering design product by using the process method pattern of ISO9000 family standard. The process control mode and the key process quality control program are put forward. Combined with engineering project practice, the importance of engineering design result evaluation is analyzed, and then the quality evaluation index system is constructed according to the "report on the Feasibility study of Industrial Project", and the Analytic hierarchy process (AHP) and fuzzy theory are used. The quality comprehensive evaluation model of the Feasibility study report of Industrial Project is established. Finally, an engineering empirical evaluation is carried out on the feasibility study report of a thermal power project.
