【摘要】：對政府職能優(yōu)化的研究，從來都不是孤立進(jìn)行的在任何類型的經(jīng)濟(jì)社會中，政府職能作用的發(fā)揮都不能脫離經(jīng)濟(jì)現(xiàn)象，正如馬克思在ǎ資本論中所指出，經(jīng)濟(jì)基礎(chǔ)決定上層建筑，，上層建筑對經(jīng)濟(jì)基礎(chǔ)有巨大的反作用研究政府職能及其優(yōu)化，必須從某一種經(jīng)濟(jì)現(xiàn)象著手，探討經(jīng)濟(jì)行為中政府職能對經(jīng)濟(jì)發(fā)展產(chǎn)生的促進(jìn)或阻礙作用，公眾對其的認(rèn)可及滿意程度，透過行政實(shí)踐來尋找政府職能優(yōu)化規(guī)律，探討政治職能未來優(yōu)化趨勢 本文以旅游發(fā)展中政府職能的優(yōu)化作為研究載體，以極具代表性的呼倫貝爾市作為實(shí)證分析樣本，通過對該地區(qū)旅游發(fā)展政府職能作用和行為理論進(jìn)行歸納總結(jié)，運(yùn)用文獻(xiàn)理論實(shí)證演繹和比較分析等研究方法，透視當(dāng)?shù)卣�府在旅游發(fā)展中的角色扮演和作用發(fā)揮，分析該地區(qū)政府與旅游經(jīng)濟(jì)之間的關(guān)系，并就政府行為如何促進(jìn)旅游經(jīng)濟(jì)運(yùn)行進(jìn)行驗(yàn)證，得出結(jié)論，探索出呼倫貝爾市旅游發(fā)展中政府與經(jīng)濟(jì)良性互動的現(xiàn)實(shí)可能和普遍意義
[Abstract]:The study of the optimization of government functions has never been carried out in isolation. In any type of economic society, the role of government functions can not be separated from economic phenomena, just as Marx pointed out in Capital. The Economic basis determines the superstructure; the superstructure has a huge counteraction to the economic base; the government function and its optimization must be started from a certain economic phenomenon. This paper probes into the promoting or hindering effect of government function on economic development in economic behavior, the degree of public approval and satisfaction, and finds out the law of government function optimization through administrative practice. This paper takes the optimization of government function in tourism development as the research carrier and the representative city of Hulunbeir as the sample of empirical analysis. Through summing up the theory of government function and behavior in tourism development in this area, using the research methods of literature theory, empirical deduction and comparative analysis, this paper analyzes the role of local government in tourism development. This paper analyzes the relationship between the government and the tourism economy in this area, and verifies how the government behavior promotes the operation of the tourism economy, draws a conclusion, and probes into the practical possibility and universal significance of the positive interaction between the government and the economy in the tourism development of Hulunbeir.
