　　中國國家治理的邏輯鏈條表現(xiàn)為:執(zhí)政黨—政協(xié)—人大—人民。執(zhí)政黨—政協(xié),是以人民政協(xié)為載體的政治協(xié)商;執(zhí)政黨—政協(xié)—人大,是基于政治協(xié)商獲得現(xiàn)實(shí)合法性的黨的主張通過人大制度轉(zhuǎn)為國家意志的過程;人大—人民,是雙向的選舉與依法治國;執(zhí)政黨—人民,是實(shí)質(zhì)為社會(huì)協(xié)商的黨的群眾路線的展現(xiàn)。協(xié)商民主主要包含"執(zhí)政黨—政協(xié)"中的政治協(xié)商,以及"執(zhí)政黨—人民"的社會(huì)協(xié)商,二者經(jīng)由人大制度加以勾連。這在邏輯上決定了黨的領(lǐng)導(dǎo)、協(xié)商民主與人大代議民主的內(nèi)在關(guān)聯(lián),型塑了協(xié)商民主制度化的路徑,即在民主決策過程中,塑造"政治協(xié)商—立法協(xié)商—社會(huì)協(xié)商"的制度循環(huán),以此指引現(xiàn)實(shí)制度的發(fā)展。
