【摘要】： 未成年人犯罪是當(dāng)前國(guó)家和社會(huì)非常關(guān)注并著力解決的一個(gè)問(wèn)題。在新疆少數(shù)民族地區(qū),未成年人在本地區(qū)人口中占有相當(dāng)大的比重,由于地緣的特殊性,使得新疆的違法犯罪與內(nèi)地的違法犯罪具有不同的特征,這在未成年人犯罪中表現(xiàn)尤為突出。未成年人是民族的希望,國(guó)家的未來(lái)。未成年人的品格和素質(zhì)的優(yōu)劣,他們能否健康成長(zhǎng),能否成為國(guó)家建設(shè)的有用人才,直接關(guān)系到中華民族的前途和命運(yùn)。 在新疆少數(shù)民族聚居區(qū),由于生產(chǎn)力水平偏低,以及科學(xué)技術(shù)和先進(jìn)理念的缺乏和落后,農(nóng)牧民生活水平和實(shí)際收入偏低,在對(duì)青少年的教育上,許多家庭無(wú)法承擔(dān)對(duì)其教育的基本費(fèi)用,也就無(wú)法保障對(duì)青少年基本教育和義務(wù)教育,因此新疆地區(qū)青少年整體失學(xué)的比例也相當(dāng)大,直接導(dǎo)致未成年人文化程度偏低,社會(huì)經(jīng)驗(yàn)不足,過(guò)早的流入到社會(huì)后易受不法分子的利用、引誘和教唆,進(jìn)行犯罪活動(dòng)。因此,教育發(fā)展是新疆少數(shù)民族地區(qū)發(fā)展的重點(diǎn),也是預(yù)防未成年犯罪的關(guān)鍵。在構(gòu)建和諧社會(huì)的今天,積極預(yù)防未成年人犯罪,保障他們的健康成長(zhǎng),更是一項(xiàng)十分重要的工作。研究未成年人犯罪根源,擬定預(yù)防未成年人犯罪的對(duì)策和方法,將對(duì)遏制新疆未成年人犯罪勢(shì)頭起到一定的作用,家庭、學(xué)校、社會(huì)及未成年人應(yīng)積極行動(dòng)起來(lái),緊密結(jié)合。研究未成年人犯罪問(wèn)題對(duì)于新疆社會(huì)秩序的穩(wěn)定,有其重要的理論價(jià)值和現(xiàn)實(shí)意義,以便未成年人犯罪問(wèn)題能夠得到切實(shí)有效的遏制。
[Abstract]:Juvenile delinquency is a problem that the state and society pay close attention to and try to solve. In the minority areas of Xinjiang, minors account for a large proportion of the population in this region. Due to the geographical particularity, the illegal crimes in Xinjiang have different characteristics from those in the interior. This is especially prominent in juvenile delinquency. Minors are the hope of the nation and the future of the country. The character and quality of minors, whether they can grow up healthily and become useful talents in national construction are directly related to the future and destiny of the Chinese nation. In areas inhabited by ethnic minorities in Xinjiang, due to the low level of productive forces and the lack and backwardness of science and technology and advanced concepts, the living standards and actual incomes of farmers and herdsmen are on the low side. Many families cannot afford the basic cost of their education, so they cannot guarantee the basic education and compulsory education for young people. As a result, the proportion of young people who are out of school as a whole in Xinjiang is also quite large, which directly results in a low level of education for minors. Lack of social experience, early inflow into society is easy to be used by the criminals, induces and abets, carries on the criminal activity. Therefore, the development of education is the focus of the development of minority areas in Xinjiang, but also the key to the prevention of juvenile crime. In the construction of a harmonious society today, it is an important task to actively prevent juvenile delinquency and ensure their healthy growth. To study the root causes of juvenile delinquency and to draw up countermeasures and methods to prevent juvenile delinquency will play a certain role in curbing the trend of juvenile delinquency in Xinjiang. Families, schools, society and minors should take active action and combine closely with each other. It is of great theoretical and practical significance to study the problem of juvenile delinquency for the stability of social order in Xinjiang, so that the problem of juvenile delinquency can be effectively contained.
