【摘要】：在互聯(lián)網(wǎng)深入到社會(huì)每一層面和角落的當(dāng)今時(shí)代,互聯(lián)網(wǎng)已成為輿情信息傳播陣地和網(wǎng)絡(luò)意識(shí)形態(tài)領(lǐng)域輿論斗爭(zhēng)的主戰(zhàn)場(chǎng)。網(wǎng)絡(luò)社會(huì)作為第二社會(huì),雖是虛擬空間,但網(wǎng)上的一言一行均影響現(xiàn)實(shí)社會(huì)。公安機(jī)關(guān)承擔(dān)著維護(hù)國(guó)家安全、維護(hù)社會(huì)治安秩序,預(yù)防、制止和懲治違法犯罪活動(dòng)的職責(zé),互聯(lián)網(wǎng)決不能成為法外之地。本文首先結(jié)合公安工作實(shí)際以及現(xiàn)代多個(gè)學(xué)者不同角度的研究,對(duì)互聯(lián)網(wǎng)輿情進(jìn)行了定義�；ヂ�(lián)網(wǎng)輿情在一定程度來(lái)說(shuō)是社會(huì)輿情的直接反映,但互聯(lián)網(wǎng)輿情又并不能完整的反映社會(huì)輿情,可能會(huì)與社會(huì)真實(shí)輿情有一定的偏差�；ヂ�(lián)網(wǎng)維權(quán)屢見(jiàn)不鮮,舉報(bào)信、視頻曝光等各種形式的維權(quán)在網(wǎng)上隨處可見(jiàn),一些人通過(guò)該渠道實(shí)現(xiàn)了正義,但還有一些維權(quán)背后卻是利益的博弈;微信的普及掀起網(wǎng)絡(luò)謠言的新高潮,讓網(wǎng)民們?cè)谥{言面前無(wú)所適從;各類群體性事件往往也都是發(fā)端于網(wǎng)絡(luò);互聯(lián)網(wǎng)輿情甚至被境外敵對(duì)勢(shì)力利用對(duì)我國(guó)網(wǎng)民進(jìn)行思想滲透�；ヂ�(lián)網(wǎng)輿情為政府決策以及行政監(jiān)督等方面帶來(lái)正面作用的同時(shí),我們也不能忽視其帶來(lái)的一些違法行為以及影響社會(huì)穩(wěn)定的問(wèn)題,需要妥善應(yīng)對(duì)和處置。近幾年來(lái),我國(guó)對(duì)互聯(lián)網(wǎng)安全領(lǐng)域越來(lái)越重視,在法律層面,對(duì)于“敲詐勒索”、“尋釁滋事”、“網(wǎng)絡(luò)誹謗”以及“非法經(jīng)營(yíng)”等利用信息網(wǎng)絡(luò)違法犯罪行為進(jìn)行了明確的司法解釋,《網(wǎng)絡(luò)安全法》作為我國(guó)網(wǎng)絡(luò)空間的第一部基礎(chǔ)性法律也使得在網(wǎng)絡(luò)管理更加規(guī)范。但互聯(lián)網(wǎng)發(fā)展迅速,網(wǎng)安部門在工作中仍然有很多問(wèn)題亟待解決:網(wǎng)上信息量大,警力缺乏;各種新技術(shù)新應(yīng)用更新快,網(wǎng)絡(luò)監(jiān)測(cè)技術(shù)很難及時(shí)跟進(jìn);網(wǎng)絡(luò)謠言的特殊性導(dǎo)致其傳播快、處置難。為了進(jìn)一步做好公安網(wǎng)絡(luò)安全保衛(wèi)部門的互聯(lián)網(wǎng)輿情監(jiān)管部門,首先要建立一支高素質(zhì)的網(wǎng)絡(luò)輿情監(jiān)管隊(duì)伍,其次是建立互聯(lián)網(wǎng)輿情應(yīng)對(duì)長(zhǎng)效機(jī)制,同時(shí)還要建立自己的網(wǎng)上陣地,在社會(huì)上加大宣傳教育力度,讓全民都參與到虛擬社會(huì)治理,共同營(yíng)造一個(gè)秩序良好的互聯(lián)網(wǎng)環(huán)境和社會(huì)環(huán)境。
[Abstract]:The Internet has become the main battlefield of public opinion in the field of public opinion information dissemination position and network ideological field. As a second society, network society, although it is virtual space, affects the real society. The public security organs undertake to maintain national security, and maintain the security of the state. In order to protect the public order, prevent, stop and punish the duties of illegal and criminal activities, the Internet can never become an outside place. This article first defines the Internet public opinion based on the practice of the public security work and the different angles of modern scholars. The Internet public opinion is a direct reflection of social public opinion to a certain degree, but each other is a direct reflection of the public opinion. Internet public opinion can not fully reflect social public opinion, it may have a certain deviation from the social public opinion. It is common to see the rights of the Internet, such as reporting letters, video exposure and so on. Some people have achieved justice through this channel, but there are some interests behind the rights game; WeChat's general And the new climax of the Internet rumor makes Internet users do nothing in front of the rumor; all kinds of group events are often on the Internet; Internet public opinion is even used by foreign hostile forces to infiltrate our country's netizens. In recent years, our country has paid more and more attention to the field of Internet security. At the legal level, the illegal offenders, such as "extortion", "provocation", "Internet libel" and "illegal operation", have been used in the legal level. There is a clear judicial explanation for the act of crime. "Network security law" as the first basic law of cyberspace in our country makes network management more standardized. However, the Internet has developed rapidly, and the Internet security department still has many problems to be solved in its work: the amount of information on the Internet, the lack of police force, and the rapid development of new technologies and new applications, The network monitoring technology is difficult to follow up in time; the particularity of the network rumor leads to its rapid propagation and difficult disposal. In order to do a good job in the public security network security department's Internet public opinion supervision department, first of all, we should establish a high-quality network public opinion supervision team, followed by the establishment of interconnected public opinion to respond to the long-term mechanism, and at the same time, it is also necessary to establish a self effective mechanism. The online position has increased publicity and education in the society, let the whole people participate in the virtual social governance, and jointly create a good order of the Internet environment and social environment.
