警察公共關系危機管理探析

【摘要】: 20世紀90年代末以來,我國警察公共關系危機事件持續(xù)多發(fā)!皩O志剛事件”、貴州“甕安事件”、上!伴l北事件”以及湖北“石首事件”等危機事件的先后發(fā)生,引起媒體的廣泛報道和社會各界的批評議論,重視并加強警察公共關系危機管理勢在必行。警察公共關系危機管理是適應當前形勢任務的需要,是構建現代警務機制的需要,是維護警察良好形象的需要。 國內警察公共關系研究與實踐近年來得到較快發(fā)展,取得一定的成績。但總的來看,警察公共關系危機管理仍處于起步和探索階段,公安機關在處置公共關系危機事件中還存在著許多的問題與不足。 本文以危機管理理論、政府公共關系理論、新公共服務理論為依據,在客觀分析我國警察公共關系危機管理的現狀、不足與制約公共關系危機管理發(fā)展的原因基礎上,從管理思維認識、管理保障基礎、管理機制建設和處置實施等四個角度探討改進和完善我國警察公共關系危機管理的策略。提出我國警察公共關系危機管理要培育公共關系意識、樹立危機意識;要樹立服務、民本、媒體合作、警務質量、全警參與的理念;要把握積極主動、及時冷靜、真誠坦率的原則;要通過加強媒體溝通,積極展示警隊形象,抓好內部培訓教育來夯實管理保障基礎,防止危機事件的發(fā)生;要在管理過程中積極運行管理預案機制、組織指揮機制、網絡處理機制和獎勵懲治機制,增強管理效能;要在處置環(huán)節(jié)中認真實施危機預警、快速處置和善后恢復,提高管理水平與質量。
[Abstract]:Since the end of the 1990s, the crisis of police public relations in China has been more and more frequent. The incidents of "Sun Zhigang incident", "Weng an incident" in Guizhou, the "Zhabei incident" in Shanghai and the "Shishou incident" in Hubei have occurred successively, causing extensive media coverage and criticism of the social circles, paying attention to and strengthening the public relations of the police. Crisis management is imperative. The crisis management of police public relations is the need to adapt to the current situation and task, the need of building a modern police mechanism, and the need to maintain a good image of the police.
In recent years, the research and practice of police public relations in China have developed rapidly and achieved certain achievements. However, in general, the crisis management of police public relations is still in the stage of starting and exploring, and there are still many problems and lack of public security organs in dealing with the crisis of public relations.
On the basis of the crisis management theory, the government public relations theory and the new public service theory, this paper analyzes the present situation of the crisis management of the police public relations in our country objectively, and on the basis of the reasons that lack and restricts the development of the crisis management of the public relations, from the four angles of management thinking understanding, management guarantee foundation, management mechanism construction and disposal and implementation. The strategy of improving and perfecting the crisis management of police public relations in China is discussed. It is proposed that the crisis management of police public relations in China should cultivate public relations consciousness, establish crisis consciousness, establish the concept of service, people based, media cooperation, police service quality and full police participation; we should grasp the principle of proactive, calm and sincere and frank, and through strengthening Media communication, actively display the image of the police force, grasp the internal training and education to consolidate the management guarantee basis and prevent the occurrence of crisis events. In the process of management, we should actively run the mechanism of management plan, organize command mechanism, network processing mechanism and reward punishment mechanism to enhance the management effectiveness, and earnestly implement the crisis early warning in the disposal link. Speed disposal and rehabilitation to improve management level and quality.
