哈爾濱供電公司電力工程管理的研究與應(yīng)用

【摘要】:隨著當(dāng)今社會體制改革的不斷變化,國家電網(wǎng)公司的體制改革也在如火如荼的進(jìn)行當(dāng)中,城鄉(xiāng)老舊電網(wǎng)、智能電網(wǎng)和特高壓電網(wǎng)工程的相繼展開,使得我國各地電網(wǎng)公司面臨巨大的電網(wǎng)改造和電力工程建設(shè)壓力。在電網(wǎng)工程建設(shè)中不僅面臨著工程量大、時間緊和質(zhì)量要求高等巨大壓力,還存在安全、進(jìn)度、造價(jià)和質(zhì)量等方面的諸多問題。 電力企業(yè)面臨的嚴(yán)峻局勢,使得企業(yè)內(nèi)部縱向管理要求更高,“一_7三優(yōu)”的電力企業(yè)對員工的整體素質(zhì)和管理能力要求更高。完善的電力工程管理對企業(yè)的發(fā)展與成功起到至關(guān)重要的作用。在電力企業(yè)廣泛開展電力工程管理實(shí)踐活動,提高電力工程管理水平,是時代發(fā)展的需要,是社會發(fā)展的客觀要求,是電力企業(yè)穩(wěn)步提升的主要方式,是電力工程項(xiàng)目優(yōu)質(zhì)完成的必然途徑。 本文對電力工程管理的五大體系即項(xiàng)目管理、安全管理、質(zhì)量管理、造價(jià)管理、技術(shù)管理進(jìn)行系統(tǒng)分析,找出五大體系的關(guān)聯(lián)和制約因素。從哈爾濱供電公司電力工程管理的實(shí)際出發(fā),采用宏觀到微觀、面到點(diǎn)的方法,分析影響電力工程管理的諸多因素,總結(jié)電力工程管理中存在的不足,研究解決方法并提出改進(jìn)措施,使電力工程管理從無形到有形,完善哈爾濱地區(qū)電網(wǎng)建設(shè)管理流程及方法。并選擇新開66千伏輸變電新建工程為研究對象,實(shí)踐電力工程管理在電力工程實(shí)際項(xiàng)目中的應(yīng)用,成立業(yè)主項(xiàng)目部明確崗位職責(zé),確認(rèn)工程項(xiàng)目目標(biāo),對容易出現(xiàn)問題的節(jié)點(diǎn)采取行之有效的控制措施,并取得了良好的效果,對電力工程管理有實(shí)際的指導(dǎo)作用。
[Abstract]:With the continuous changes of the social system reform, the system reform of the State Grid Company is also in full swing. The old urban and rural power grids, smart grids and UHV power grid projects have been launched one after another. The power grid companies in our country are faced with tremendous pressure of power grid reconstruction and power engineering construction. In the construction of power grid engineering, there are not only huge pressures, such as large amount of work, tight time and high quality requirements, but also many problems in safety, schedule, cost and quality. The severe situation faced by electric power enterprises makes the internal vertical management requirements higher, and the "one _ 7 three excellent" electric power enterprises have higher demands on the overall quality and management ability of their employees. Perfect power engineering management plays a vital role in the development and success of enterprises. It is the need of the development of the times, the objective requirement of the social development and the main way for the electric power enterprises to carry out the practical activities of power engineering management extensively and improve the management level of the electric power projects. Is the electric power engineering project high-quality completion inevitable way. This paper makes a systematic analysis of the five systems of power engineering management, namely, project management, safety management, quality management, cost management and technical management, and finds out the relevant and restrictive factors of the five systems. Based on the reality of power engineering management in Harbin Power supply Company, this paper analyzes the factors that affect the management of power engineering by using the method of macro to micro and surface to point, and summarizes the shortcomings in the management of power engineering. This paper studies the solution and puts forward some improvement measures to make the management of electric power engineering from invisible to tangible and to perfect the management flow and method of power network construction in Harbin area. And select the new 66 kV power transmission and transformation project as the research object, practice the application of power engineering management in the actual project of electric power engineering, set up the owner project department to define the post responsibility, confirm the project target, Effective control measures have been taken for the nodes which are prone to problems, and good results have been obtained, which can guide the management of electric power engineering.
