【摘要】：本世紀(jì)以來中國和俄羅斯都保持了較高的經(jīng)濟(jì)增長速度，與印度、巴西、南非一起被同稱為“金磚國家”，在兩國的發(fā)展過程中能源對經(jīng)濟(jì)發(fā)展起到了至關(guān)重要的推動作用。俄羅斯憑借強(qiáng)大的能源儲備、大規(guī)模的油氣資源出口實(shí)現(xiàn)了經(jīng)濟(jì)的穩(wěn)定、復(fù)興和增長。而中國經(jīng)濟(jì)的高速發(fā)展必須建立在穩(wěn)定的能源保障基礎(chǔ)之上，能源資源已經(jīng)成為影響兩國當(dāng)前和未來發(fā)展的關(guān)鍵性因素。 隨著亞太地區(qū)能源消費(fèi)能力的快速增長以及俄羅斯東部大開發(fā)戰(zhàn)略的實(shí)施，俄羅斯能源戰(zhàn)略重心逐漸向東部地區(qū)轉(zhuǎn)移，開發(fā)東部地區(qū)油氣資源和發(fā)展對華油氣合作已經(jīng)成為俄羅斯重要的戰(zhàn)略任務(wù)之一。俄羅斯東部地區(qū)油氣資源儲量豐富，開發(fā)潛力巨大，不僅可以滿足俄羅斯東部地區(qū)的基本生活和生產(chǎn)需要，還可以形成一定的出口能力。俄羅斯東部地區(qū)與我國優(yōu)越的地緣經(jīng)濟(jì)條件，完全可以將該地區(qū)作為我國實(shí)施油氣資源進(jìn)口多元化戰(zhàn)略的海外油氣來源地之一。研究和探尋中俄能源在多變的國際及地區(qū)多邊能源環(huán)境中的合作契合點(diǎn)，實(shí)現(xiàn)雙方的互利共贏，不僅有利于兩國的能源安全與穩(wěn)定，而且對全球能源系統(tǒng)的發(fā)展具有重要的作用。 本論文的研究基于俄羅斯東部地區(qū)與中國地理相連，東西伯利亞和遠(yuǎn)東地區(qū)具有豐富的油氣資源，具有與中國開展能源合作的天然的地緣優(yōu)勢。因此，論文在理論選擇上借用了地緣經(jīng)濟(jì)學(xué)的研究視角，以地理位置、資源稟賦、資本投資、產(chǎn)業(yè)結(jié)構(gòu)、油氣貿(mào)易等因素作為基本地緣條件，結(jié)合區(qū)域經(jīng)濟(jì)一體化理論和要素稟賦理論，運(yùn)用區(qū)域經(jīng)濟(jì)學(xué)的研究方法分析和研究俄羅斯東部地區(qū)油氣資源開發(fā)和中俄能源合作的問題。 本論文共有7章，根據(jù)特點(diǎn)可以分為四個部分： 第一部分為前三章，，其中第1章主要闡明論文的研究背景和意義，歸納和總結(jié)國內(nèi)外相關(guān)問題的研究狀況，介紹論文采用的研究方法和論文結(jié)構(gòu)安排，第2章主要介紹論文研究運(yùn)用的基本理論，第3章則分析國際以及中俄兩國的能源局勢變化。 第二部分包括第4章和第5章，主要介紹俄羅斯東部地區(qū)的油氣資源以及開發(fā)戰(zhàn)略和政策情況，其中第4章側(cè)重于從資源稟賦的角度分析俄羅斯東部地區(qū)油氣資源的分布、儲量、生產(chǎn)、出口、運(yùn)輸以及加工的基本情況，是俄羅斯東部地區(qū)開展對華能源合作的地緣經(jīng)濟(jì)基礎(chǔ)；而第5章則側(cè)重于研究俄羅斯國家及地區(qū)的能源開發(fā)戰(zhàn)略和政策，全面分析俄羅斯2030年前能源戰(zhàn)略，并嘗試提出東部地區(qū)能源發(fā)展戰(zhàn)略及其主要內(nèi)容和對外合作特征，同時研究了俄羅斯政府為推動?xùn)|部地區(qū)油氣資源開發(fā)采取的各類政策，最后分析了俄羅斯能源企業(yè)在東部地區(qū)油氣資源開發(fā)及對外合作中的地位和作用。 第三部為第6章，在總結(jié)中俄能源合作現(xiàn)狀的基礎(chǔ)上分析兩國在能源領(lǐng)域開展合作的地緣經(jīng)濟(jì)優(yōu)勢和中俄能源合作中存在的問題。 第四部分即為第7章，在前文分析研究的基礎(chǔ)上提出中俄能源合作的對策和建議，強(qiáng)調(diào)應(yīng)該發(fā)揮中俄兩國在能源合作領(lǐng)域的地緣經(jīng)濟(jì)優(yōu)勢，充分利用雙方在地理位置、資本投資、基礎(chǔ)設(shè)施建設(shè)、產(chǎn)業(yè)結(jié)構(gòu)等方面的互補(bǔ)性不斷豐富和創(chuàng)新能源合作方式，此外，雙方還應(yīng)加強(qiáng)能源企業(yè)層面的合作。
[Abstract]:China and Russia have maintained a high economic growth rate since the 21st century . Together with India , Brazil and South Africa , China has played a crucial role in economic development . Russia has achieved economic stability , renaissance and growth in the development process of the two countries . The high - speed development of China ' s economy must be based on stable energy security , and energy resources have become a key factor in the current and future development of the two countries . With the rapid growth of energy consumption in the Asia - Pacific region and the implementation of the big development strategy in eastern Russia , Russia ' s energy strategy has gradually shifted to the east , and the development of oil and gas resources in eastern Russia has become one of Russia ' s important strategic tasks . The research of this paper is based on the geographical connection between eastern Russia and China , with abundant oil and gas resources in the East Siberia and the Far East , and has the natural geographical advantage of energy cooperation with China . Therefore , the thesis uses the research perspective of regional economics to analyze and study the problems of oil and gas resources development and Sino - Russian energy cooperation in eastern Russia . There are 7 chapters in this thesis , which can be divided into four parts according to the characteristics : The first part is divided into three chapters , the first chapter mainly expounds the research background and significance of the thesis , induces and summarizes the research status of the relevant problems at home and abroad , introduces the research methods and the paper structure arrangement adopted in the thesis , chapter 2 mainly introduces the basic theory applied in the study of the thesis , and the third chapter analyzes the changes of the energy situation in the international and China - Russia countries . The second part includes chapters 4 and 5 , which mainly introduce the oil and gas resources in eastern Russia as well as the development strategy and policy . Chapter 4 focuses on the analysis of the distribution , reserves , production , export , transportation and processing of oil and gas resources in eastern Russia . The third part is chapter 6 . On the basis of summarizing the current situation of Sino - Russian energy cooperation , the paper analyzes the economic advantages of cooperation between the two countries in the field of energy and the problems existing in Sino - Russian energy cooperation . The fourth part , Chapter 7 , puts forward the countermeasures and suggestions of Sino - Russian energy cooperation on the basis of the previous analysis and research , and emphasizes that China and Russia should play a role in the field of energy cooperation , and make full use of the complementary nature of the two sides in the fields of geographical location , capital investment , infrastructure construction , industrial structure and so on . In addition , the two sides should strengthen cooperation at the level of energy enterprises .
