【摘要】：三峽庫區(qū)成庫以來,在國家和重慶市政府的大力扶持和幫助下,庫區(qū)在經(jīng)濟(jì)、環(huán)境、社會建設(shè)等方面獲得了長足的發(fā)展,經(jīng)濟(jì)持續(xù)增長,社會安定和諧。但是,在庫區(qū)建設(shè)的過程中,也存在著一些問題。隨著庫區(qū)的發(fā)展,舊的問題尚未妥善解決,新的問題又不斷涌現(xiàn)。比如,傳統(tǒng)經(jīng)濟(jì)發(fā)展觀導(dǎo)致經(jīng)濟(jì)發(fā)展與環(huán)境和生態(tài)保護(hù)的矛盾日益突出,產(chǎn)業(yè)布局不合理,城鄉(xiāng)發(fā)展差距日益拉大等。作為長江上游經(jīng)濟(jì)帶的重要組成部分,三峽庫區(qū)的和諧、健康和可持續(xù)發(fā)展關(guān)系整個長江上游乃至全國的經(jīng)濟(jì)發(fā)展?fàn)顩r。十六屆三中全會提出科學(xué)發(fā)展觀,倡導(dǎo)科學(xué)發(fā)展。按照科學(xué)發(fā)展觀的精神和重慶市經(jīng)濟(jì)社會發(fā)展的規(guī)劃,從三峽庫區(qū)自身的自然和社會狀況出發(fā),建立起覆蓋三峽庫區(qū)城鄉(xiāng)的生態(tài)經(jīng)濟(jì)區(qū)是三峽庫區(qū)可持續(xù)發(fā)展的保證,也是目前庫區(qū)建設(shè)面臨的重要課題。本文以科學(xué)發(fā)展觀為指導(dǎo),從三峽庫區(qū)的建設(shè)現(xiàn)狀出發(fā),闡明了建立三峽庫區(qū)生態(tài)經(jīng)濟(jì)區(qū)的必要性、可行性和重大意義,全面分析了庫區(qū)建設(shè)中存在的問題及原因,從科學(xué)發(fā)展的視閾提出了建立三峽庫區(qū)生態(tài)經(jīng)濟(jì)區(qū)的對策及建議。本文主要分為四個部分： 第一部分：三峽庫區(qū)生態(tài)經(jīng)濟(jì)區(qū)的相關(guān)概念界定。這部分主要對相關(guān)概念進(jìn)行界定,包括對生態(tài)經(jīng)濟(jì)區(qū)提出、含義及特點的界定,三峽庫區(qū)生態(tài)經(jīng)濟(jì)區(qū)的提出、特點及范圍的界定。厘清概念是研究的前提,因而這一部分是全文研究的基礎(chǔ)。 第二部分：建設(shè)三峽庫區(qū)生態(tài)經(jīng)濟(jì)區(qū)的必要性、可行性和重大意義分析。構(gòu)建庫區(qū)生態(tài)經(jīng)濟(jì)區(qū),有利于三峽地區(qū)乃至整個長江流域可持續(xù)發(fā)展：構(gòu)建庫區(qū)生態(tài)經(jīng)濟(jì)區(qū),有利于確保三峽工程的永久性效益；構(gòu)建庫區(qū)生態(tài)經(jīng)濟(jì)區(qū),有利于提高庫區(qū)人民生活水平。這部分是本文研究的前提,也是本文選題的重要依據(jù),也是本文進(jìn)行課題研究的前提。 第三部分：科學(xué)發(fā)展觀視閾下三峽庫區(qū)生態(tài)經(jīng)濟(jì)區(qū)建設(shè)的成就、問題及原因分析。這部分是本文研究的重點。三峽工程建成后,國家和地方政府一直在探索庫區(qū)可持續(xù)發(fā)展之路,也取得了一些成就。但由于三峽庫區(qū)獨(dú)特的自然條件和社會環(huán)境,庫區(qū)的發(fā)展陷入了困境,產(chǎn)生了一系列問題,亟待解決。從多角度歸納和分析庫區(qū)建設(shè)的現(xiàn)狀及問題,能夠支撐起整篇文章的框架,為第四部分對策的提出埋下伏筆。 第四部分：科學(xué)發(fā)展觀視閾下建設(shè)三峽庫區(qū)生態(tài)經(jīng)濟(jì)區(qū)的戰(zhàn)略研究。這部分是整篇文章研究的重點和難點所在。在所有關(guān)于三峽庫區(qū)的研究中,生態(tài)經(jīng)濟(jì)區(qū)的研究成果極少,因而這部分是文章的核心和亮點所在。本文以科學(xué)發(fā)展觀的內(nèi)容為視閾,按照科學(xué)發(fā)展觀的基本精神提出構(gòu)建三峽庫區(qū)生態(tài)經(jīng)濟(jì)區(qū)的對策,試圖勾勒出三峽庫區(qū)生態(tài)經(jīng)濟(jì)區(qū)的基本藍(lán)圖,為相關(guān)部門和機(jī)構(gòu)提供參考。
[Abstract]:Since the three Gorges Reservoir area became a reservoir, with the support and help of the state and Chongqing municipal government, the reservoir area has made great progress in economy, environment, social construction and so on. However, the economy continues to grow, and the society is stable and harmonious. There are also some problems in the construction of the reservoir area. With the development of the reservoir area, the old problems have not been properly solved, and new problems have been emerging. The traditional economic development concept leads to the increasingly prominent contradiction between economic development and environmental and ecological protection, unreasonable industrial distribution, and the widening gap between urban and rural development. It is an important part of the economic belt in the upper reaches of the Yangtze River. The harmonious, healthy and sustainable development of the three Gorges Reservoir area is related to the economic development of the upper reaches of the Yangtze River and even of the whole country. The third Plenary session of the 16 CPC Central Committee put forward the scientific concept of development. In accordance with the spirit of scientific development and the economic and social development plan of Chongqing, starting from the natural and social conditions of the three Gorges Reservoir area. The establishment of the ecological economic zone covering the urban and rural areas of the three Gorges Reservoir area is the guarantee of sustainable development in the three Gorges Reservoir area, and is also an important subject facing the construction of the reservoir area at present. This paper is guided by the scientific concept of development. Starting from the present situation of the construction of the three Gorges Reservoir area, this paper expounds the necessity, feasibility and great significance of establishing the ecological economic zone of the three Gorges Reservoir area, and comprehensively analyzes the problems and reasons in the construction of the three Gorges Reservoir area. From the perspective of scientific development, this paper puts forward the countermeasures and suggestions for establishing the ecological economic zone of the three Gorges Reservoir area. This paper is divided into four parts: The first part: the definition of the ecological economic zone of the three Gorges Reservoir area. This part mainly defines the relevant concepts, including the definition of the ecological economic zone, meaning and characteristics. It is the premise of the study to clarify the concept of the ecological economic zone of the three Gorges Reservoir area, so this part is the basis of the full text study. The second part: the necessity, feasibility and significance of constructing the ecological economic zone of the three Gorges Reservoir area. It is beneficial to the sustainable development of the three Gorges region and even the whole Yangtze River basin: the construction of the ecological economic zone of the reservoir area is conducive to ensuring the permanent benefit of the three Gorges Project; Constructing the ecological economic zone of the reservoir area is conducive to improving the living standard of the people in the reservoir area. This part is the premise of this study, the important basis of this paper, and the premise of the subject research in this paper. The third part: the achievements, problems and reasons of the construction of the ecological economic zone in the three Gorges Reservoir area from the perspective of the scientific development view. This part is the focus of this study. After the three Gorges Project was completed. The national and local governments have been exploring the sustainable development of the reservoir area and have made some achievements. However, due to the unique natural conditions and social environment of the three Gorges Reservoir area, the development of the reservoir area has fallen into difficulties. A series of problems have emerged which need to be solved urgently. The present situation and problems of reservoir construction can be summarized and analyzed from various angles, which can support the whole article frame and lay the groundwork for the 4th part of the countermeasures to be put forward. Part 4th: the strategic study of constructing the ecological economic zone of the three Gorges Reservoir area from the perspective of the scientific development view. This part is the focus and difficulty of the whole article. The research results of the ecological economic zone are very few, so this part is the core and bright spot of the article. This article regards the content of the scientific development view as the visual threshold. According to the basic spirit of the scientific development concept, this paper puts forward the countermeasures of constructing the ecological economic zone of the three Gorges Reservoir area, tries to outline the basic blueprint of the ecological economic zone of the three Gorges Reservoir area, and provides reference for the relevant departments and institutions.
