基于能源約束的區(qū)際產(chǎn)業(yè)結(jié)構(gòu)效應(yīng)差異研究

【摘要】:節(jié)能減排、轉(zhuǎn)型升級(jí)、區(qū)域協(xié)調(diào)發(fā)展是國(guó)家“十二五”綱要提及的重要任務(wù),是我國(guó)“我國(guó)加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,提高發(fā)展的協(xié)調(diào)性和產(chǎn)業(yè)的競(jìng)爭(zhēng)力”的基礎(chǔ)。 能源與經(jīng)濟(jì)增長(zhǎng)關(guān)系密切,是經(jīng)濟(jì)增長(zhǎng)不可缺少的投入要素。近年來(lái)能源消耗大、利用效率不高等問(wèn)題日益突出,不僅影響了能源安全,帶來(lái)了能源危機(jī),更對(duì)我們周?chē)纳瞽h(huán)境造成了極大的破壞,能源消耗的控制管理問(wèn)題亟待解決。國(guó)家高度重視能源問(wèn)題,“十一五”、“十二五”期間更是以規(guī)劃綱要的形式將能源控制提到了更高的位置,如何在區(qū)域經(jīng)濟(jì)發(fā)展和轉(zhuǎn)型升級(jí)背景下實(shí)現(xiàn)能源控制目標(biāo)成為學(xué)術(shù)界研究的重大課題。 能源控制問(wèn)題迫在眉睫,能源與經(jīng)濟(jì)增長(zhǎng)關(guān)系的研究也逐漸增多。學(xué)術(shù)界對(duì)能源與經(jīng)濟(jì)增長(zhǎng)關(guān)系的研究無(wú)論是理論上還是方法上都已日趨成熟,總體上看,能源與經(jīng)濟(jì)增長(zhǎng)之間存在互動(dòng)關(guān)系這一論點(diǎn)已基本得到了學(xué)術(shù)界的認(rèn)可。從目前學(xué)術(shù)界的研究結(jié)論來(lái)看,能源對(duì)經(jīng)濟(jì)增長(zhǎng)的影響不僅體現(xiàn)在增長(zhǎng)總量上,更體現(xiàn)在經(jīng)濟(jì)結(jié)構(gòu)上。 國(guó)家能源控制目標(biāo)的制定就充分考慮了能源對(duì)產(chǎn)業(yè)結(jié)構(gòu)的影響作用。以能源控制目標(biāo)為手段,建立一種倒逼機(jī)制,逼迫地方政府調(diào)整產(chǎn)業(yè)結(jié)構(gòu),,改變以能源消耗為主的經(jīng)濟(jì)增長(zhǎng)模式。然而,從我國(guó)區(qū)域發(fā)展角度來(lái)看,不平衡的區(qū)域經(jīng)濟(jì)總量和經(jīng)濟(jì)結(jié)構(gòu),能源控制的倒逼機(jī)制可能會(huì)帶來(lái)更為深遠(yuǎn)的影響。 本文立足不平衡的區(qū)域經(jīng)濟(jì)發(fā)展現(xiàn)狀,從產(chǎn)業(yè)結(jié)構(gòu)效應(yīng)角度,研究能源對(duì)不同區(qū)域產(chǎn)業(yè)結(jié)構(gòu)效應(yīng)和份額影響的差異性。從文章結(jié)構(gòu)上看,本文在提出問(wèn)題的基礎(chǔ)上,首先對(duì)“能源約束”、“區(qū)際”、“產(chǎn)業(yè)結(jié)構(gòu)效應(yīng)”三個(gè)核心名詞進(jìn)行了辨析界定,明確了本文的研究方向;其次,本文對(duì)能源現(xiàn)狀、產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀和區(qū)域發(fā)展現(xiàn)狀進(jìn)行了詳細(xì)描述,突出了我國(guó)能源控制的緊迫性,產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的必要性以及區(qū)域協(xié)調(diào)發(fā)展的現(xiàn)實(shí)性;第三,文章采用多種模型對(duì)我國(guó)東、中、西部地區(qū)產(chǎn)業(yè)結(jié)構(gòu)對(duì)能源控制的反應(yīng)程度進(jìn)行分析,得出能源約束條件下產(chǎn)業(yè)結(jié)構(gòu)確實(shí)能夠朝著優(yōu)化升級(jí)的角度發(fā)展,但從能源約束力度角度能源約束卻對(duì)區(qū)域平衡發(fā)展帶來(lái)不利沖擊的結(jié)論;最后,文章從學(xué)科研究、節(jié)能減排方案設(shè)計(jì)等角度為能源控制目標(biāo)的制定提供了一些有針對(duì)性的政策建議,以期我國(guó)能源控制目標(biāo)的制定能夠充分考慮區(qū)域經(jīng)濟(jì)發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)發(fā)展的現(xiàn)實(shí)情況,同時(shí)實(shí)現(xiàn)節(jié)能減排目標(biāo)。
[Abstract]:Energy saving and emission reduction, transformation and upgrading, regional coordinated development is the national "12th Five-Year Plan" mentioned in the important task, is our country "accelerate the transformation of economic development mode." To improve the coordination of development and industrial competitiveness, "the basis." Energy is closely related to economic growth, which is an indispensable input factor for economic growth. In recent years, energy consumption and inefficient utilization have become increasingly prominent, which has not only affected energy security, but also brought about energy crisis. Moreover, it has caused great damage to the living environment around us, and the control and management of energy consumption should be solved urgently. The state attaches great importance to the energy problem, "the 11th Five-Year Plan". 12th Five-Year Plan. During this period, energy control is brought to a higher position in the form of planning outline. How to achieve the energy control goal in the context of regional economic development and transformation and upgrading has become a major topic of academic research. The problem of energy control is imminent and the research on the relationship between energy and economic growth is increasing gradually. The academic research on the relationship between energy and economic growth has become increasingly mature both in theory and method. The argument that there is an interactive relationship between energy and economic growth has been basically recognized by the academic community. From the current academic conclusions, the impact of energy on economic growth is not only reflected in the total amount of growth. More reflected in the economic structure. The formulation of the national energy control goal fully considered the impact of energy on the industrial structure. With the energy control goal as a means to establish a reverse forcing mechanism to force local governments to adjust the industrial structure. However, from the perspective of regional development in China, unbalanced regional economic aggregate and economic structure. The reverse force mechanism of energy control may have far-reaching effects. Based on the unbalanced regional economic development, this paper studies the differences of the effects of energy on different regional industrial structure and share from the perspective of industrial structure effects. On the basis of putting forward the questions, this paper first analyzes and defines three core nouns: "energy constraint", "interregional" and "industrial structure effect", and clarifies the research direction of this paper. Secondly, this paper describes the current situation of energy, industrial structure and regional development in detail, highlighting the urgency of energy control in China, the necessity of industrial structure adjustment and the reality of regional coordinated development. Thirdly, this paper analyzes the reaction degree of industrial structure to energy control in the east, middle and west of China by using a variety of models, and draws the conclusion that the industrial structure can really develop towards the angle of optimization and upgrading under the condition of energy constraints. However, from the perspective of energy constraints, the conclusion that energy constraints bring adverse impact on regional balanced development; Finally, the paper provides some targeted policy recommendations for the formulation of energy control goals from the perspective of subject research, energy saving and emission reduction scheme design. It is expected that the formulation of energy control objectives in China can fully consider the reality of regional economic development and industrial structure development, and achieve the goal of energy saving and emission reduction at the same time.
