【摘要】：改革開放以來,為保證經(jīng)濟(jì)社會的迅猛發(fā)展,各級政府積極采取了各種方式進(jìn)行招商引資,出臺各項優(yōu)惠政策吸引外來資本、招引相關(guān)企業(yè)入駐,拉動經(jīng)濟(jì)飛速增長�？梢哉f,由政府主導(dǎo)的招商引資推動了國內(nèi)的技術(shù)進(jìn)步和資本聚集,在中國經(jīng)濟(jì)飛速發(fā)展的幾十年里起到了卓有成效的作用,但伴隨經(jīng)濟(jì)"新常態(tài)"的形成、市場主體活力的不斷激發(fā)以及我國市場經(jīng)濟(jì)體制的進(jìn)一步完善,由地方政府主導(dǎo)的招商引資在實施過程中漸漸暴露出新的問題和諸多弊端,在經(jīng)濟(jì)、政治以及社會方面產(chǎn)生了消極作用。為進(jìn)一步激發(fā)市場活力,黨的十八屆三中全會提出要全面深化改革,這一重要決定要求使市場在資源配置中起決定性作用,如此一來,招商引資這個原本屬于微觀經(jīng)濟(jì)活動的工作,顯然已不再適合由政府進(jìn)行主導(dǎo)。根據(jù)當(dāng)前經(jīng)濟(jì)的"新常態(tài)"發(fā)展形勢,地方政府如何調(diào)整和轉(zhuǎn)變招商引資工作中的職能和作用,實現(xiàn)招商引資工作的轉(zhuǎn)型發(fā)展,使招商引資活動更加科學(xué)、系統(tǒng)、規(guī)范,從而適應(yīng)新要求,打開新局面,邁上新的臺階,推動地方經(jīng)濟(jì)健康、快速、穩(wěn)定的可持續(xù)化發(fā)展,這是擺在各地政府面前需要思考的新課題。本文主要針對C縣招商引資工作進(jìn)行研究,首先對國內(nèi)外的相關(guān)理論進(jìn)行綜述,隨后通過對"十二五"期間C縣招商引資工作的歸納、匯總,形成相關(guān)的統(tǒng)計數(shù)據(jù)資料,并對C縣招商引資工作的現(xiàn)狀進(jìn)行了概述,然后結(jié)合前人研究與自己的實踐觀察對C縣在招商引資工作中存在的問題及問題產(chǎn)生的原因進(jìn)行分析,并在最后一章提出相應(yīng)對策。論文力圖能尋找到政府職能與招商引資工作在當(dāng)前條件下所能得到的更好結(jié)合點,以期招商引資工作能在地方的經(jīng)濟(jì)發(fā)展中發(fā)揮最高的效率,不斷推動地方經(jīng)濟(jì)健康發(fā)展。本論文主要由以下四個部分組成。第一部分為論文的緒論。對論文的研究目的、意義,國內(nèi)外研究現(xiàn)狀、研究的思路、方法和創(chuàng)新不足進(jìn)行概述。第二部分為C縣招商引資工作歷史沿革及現(xiàn)狀。此部分通過對十二五期間C縣的招商引資相關(guān)政策及具體措施的總結(jié)及概況,并輔以五年相關(guān)經(jīng)濟(jì)指標(biāo)數(shù)字做為依據(jù),通過圖、表等形式,對招商引資的具體成效進(jìn)行闡述及評價。第三部分分析C縣招商引資工作存在的問題及問題產(chǎn)生的原因。本部分通過自己的招商引資工作實踐,以及掌握的對人員、事件和文件的第一手資料,以及前兩章的理論及現(xiàn)狀為基礎(chǔ),對C縣的招商引資工作進(jìn)行研究及分析,從多個方面探討了當(dāng)前C縣招商引資工作存在的問題,并針對上述問題產(chǎn)生的原因進(jìn)行了研究分析。第四部分以前一章分析的問題為導(dǎo)向,給出相應(yīng)對策。舊疾不除,難獲進(jìn)步,面對新形勢下C縣招商引資策略選擇,我通過對本部分的編寫,提出了自己的見解。
[Abstract]:Since the reform and opening up, in order to ensure the rapid development of economic and social development, governments at all levels have actively adopted various ways to attract investment, introduce various preferential policies to attract foreign capital, attract relevant enterprises, and stimulate the rapid growth of the economy. The government-led investment attraction has promoted domestic technological progress and capital accumulation. It has played an effective role in the rapid development of China's economy, but with the formation of a "new normal" of the economy, With the constant stimulation of the vitality of the main body of the market and the further improvement of the market economy system of our country, the local government led by the local government to attract investment has gradually exposed new problems and many disadvantages in the economy. In order to further stimulate market vitality, the third Plenary session of the 18th CPC Central Committee proposed to deepen reform in an all-round way. This important decision called for the market to play a decisive role in the allocation of resources. The work of attracting investment, which originally belonged to microeconomic activities, is obviously no longer suitable for the government to lead. According to the development situation of the "new normal" of the current economy, how can local governments adjust and change their functions and roles in the work of attracting investment? To realize the transformation and development of the investment promotion work, to make the investment promotion activities more scientific, systematic and standardized, so as to adapt to the new requirements, to open up a new situation, to step to a new level, and to promote the healthy, rapid and stable sustainable development of the local economy, This is a new subject that needs to be considered by local governments. This paper mainly focuses on the study of attracting investment in C County. First of all, it summarizes the relevant theories at home and abroad. Then, through the induction and summary of the investment promotion work in C County during the 12th Five-Year Plan period, the relevant statistical data are formed, and the present situation of the investment attraction work in C County is summarized. Then combined with previous studies and their own practical observation of C County in the work of attracting investment problems and the causes of the problems are analyzed. In the last chapter, the corresponding countermeasures are put forward. The paper tries to find a better combination point between the government function and the investment promotion work under the current conditions, in order to bring the highest efficiency into play in the local economic development. Through the writing of this part, I put forward my own opinion.
