廣西“一帶一路”建設的區(qū)域合作模式研究

【摘要】:在世界經(jīng)濟發(fā)展不平衡、全球化趨勢與地緣沖突并存的背景下,中國提出了兼具全球性與區(qū)域性特點的"絲綢之路經(jīng)濟帶與21世紀海上絲綢之路"(簡稱"一帶一路")戰(zhàn)略,為中國深化對外開放、推動歐亞區(qū)域經(jīng)濟合作乃至世界各國互利合作提供了新的發(fā)展思路。廣西是唯一一個同時參與"一帶"和"一路"建設的省級行政區(qū),在國家戰(zhàn)略層面承擔了重要的建設任務。本文選取廣西作為研究對象,分析了廣西開放經(jīng)濟的特點,發(fā)現(xiàn)區(qū)位優(yōu)勢明顯、政策優(yōu)勢突出,開放經(jīng)濟發(fā)展迅速但基礎比較薄弱,部分沿海沿邊地市未能充分發(fā)揮優(yōu)勢,必須把握"一帶一路"的建設機遇,提高開放水平。本文采用數(shù)據(jù)對比、理論分析、案例分析等方法,指出了廣西在"一帶一路"建設過程中面臨的機遇和問題。本文將廣西參與"一帶一路"合作定性為次區(qū)域合作,通過對典型次區(qū)域合作的討論,分析了次區(qū)域合作的優(yōu)勢與問題,從而提出廣西建設"一帶一路"時,一方面要解決次區(qū)域合作機制的不足,另一方面必須創(chuàng)造更多合作條件以發(fā)揮"一帶一路"的優(yōu)勢。通過重點分析廣西"兩國雙園"模式在產(chǎn)權合作、園區(qū)管理、環(huán)境建設、資金運作等方面的優(yōu)勢,本文總結(jié)了廣西在次區(qū)域合作中值得參考的建設經(jīng)驗;通過分析"兩國雙園"面臨的問題,本文提出廣西應注重彌補基礎設施、合作領域和合作對象等方面的短板,以優(yōu)化提升區(qū)域合作模式,將積極經(jīng)驗推廣到廣西的"一帶一路"戰(zhàn)略建設中。最后,本文從廣西自治區(qū)地方政府的角度出發(fā),設計了基礎設施、園區(qū)建設、貿(mào)易投資、跨境旅游、教育科技、金融服務、合作平臺等多領域的重點項目,并圍繞道路聯(lián)通、經(jīng)貿(mào)合作、財稅金融、人文交流、人員往來等方面的開放政策,為廣西自治區(qū)政府參與"一帶一路"戰(zhàn)略建設提供了較為切實可行的參考建議。
[Abstract]:Against the background of the unbalanced development of the world economy, the trend of globalization and the coexistence of geographical conflicts, China put forward the strategy of "Silk Road Economic Belt" and "21th century Maritime Silk Road" ("Belt and Road"), which has both global and regional characteristics. It has provided a new way of development for China to deepen its opening up to the outside world and to promote regional economic cooperation between Europe and Asia and even mutually beneficial cooperation among countries in the world.Guangxi is the only provincial administrative region to participate in the construction of "one Belt" and "one Road" at the same time. This paper selects Guangxi as the research object, analyzes the characteristics of Guangxi's open economy, finds that the regional advantage is obvious, the policy advantage is prominent, the open economy develops rapidly but the foundation is relatively weak. Some coastal prefectures and cities along the border have failed to give full play to their advantages, so they must grasp the construction opportunities of "Belt and Road" and raise the level of opening up. This paper adopts the methods of data contrast, theoretical analysis, case analysis, etc. This paper points out the opportunities and problems that Guangxi faces in the process of "Belt and Road" construction. In this paper, Guangxi's participation in "Belt and Road" cooperation is characterized as sub-regional cooperation, and the typical sub-regional cooperation is discussed. This paper analyzes the advantages and problems of sub-regional cooperation, and points out that in the construction of "Belt and Road" in Guangxi, on the one hand, it is necessary to solve the shortcomings of sub-regional cooperation mechanism. On the other hand, we must create more conditions for cooperation in order to give play to the advantages of "Belt and Road". By focusing on the analysis of the advantages of Guangxi's "two countries and two gardens" model in terms of property rights cooperation, park management, environmental construction, capital operation, and so on, This paper summarizes the construction experience of Guangxi in sub-regional cooperation, and through the analysis of the problems faced by "two countries and two gardens", puts forward that Guangxi should pay attention to make up for the shortcomings of infrastructure, cooperation fields and cooperation objects, etc. In order to optimize and promote the regional cooperation model, the positive experience will be extended to the strategic construction of "Belt and Road" in Guangxi. Finally, this paper designs infrastructure, park construction, trade and investment from the perspective of the local government of Guangxi Autonomous region. Cross-border tourism, education, science and technology, financial services, cooperation platforms and other key projects, and around the road connectivity, economic and trade cooperation, finance and taxation, people-to-people exchanges and other areas of the open policy, It provides practical suggestions for the government of Guangxi Autonomous region to participate in the strategic construction of Belt and Road.
