【摘要】：海洋經(jīng)濟(jì)在沿海國(guó)家社會(huì)經(jīng)濟(jì)發(fā)展中的重要性程度在不斷上升,但是人類在開(kāi)發(fā)利用海洋的過(guò)程中導(dǎo)致海洋生態(tài)系統(tǒng)服務(wù)的不斷退化或喪失,直接威脅到海岸帶地區(qū)的可持續(xù)發(fā)展。學(xué)術(shù)界和管理界呼吁利用藍(lán)色經(jīng)濟(jì)的理念來(lái)實(shí)現(xiàn)促進(jìn)經(jīng)濟(jì)發(fā)展和保持環(huán)境可持續(xù)性的雙重目標(biāo)。在過(guò)去的幾十年間,藍(lán)色經(jīng)濟(jì)在各個(gè)國(guó)家有著不同的解釋,并按照各自的方式開(kāi)展。然而,到目前為止,對(duì)藍(lán)色經(jīng)濟(jì)的概念和實(shí)施還存在很多爭(zhēng)議,至今仍沒(méi)有一個(gè)為公眾所廣泛接受的定義。目前已有不少國(guó)家提出了藍(lán)色經(jīng)濟(jì)發(fā)展戰(zhàn)略,但各國(guó)實(shí)施的舉措和執(zhí)行的效果卻難以準(zhǔn)確衡量和評(píng)估。因此,急需一套可量化的藍(lán)色經(jīng)濟(jì)發(fā)展?fàn)顩r評(píng)估框架,用以指導(dǎo)和評(píng)價(jià)藍(lán)色經(jīng)濟(jì)的發(fā)展?fàn)顩r,分析出各地區(qū)成功的關(guān)鍵要素,吸取經(jīng)驗(yàn)以為后續(xù)發(fā)展提供參考,促進(jìn)各地區(qū)藍(lán)色經(jīng)濟(jì)的發(fā)展的同時(shí),提高其發(fā)展效率和效果。本研究基于國(guó)內(nèi)外對(duì)藍(lán)色經(jīng)濟(jì)的相關(guān)研究成果,通過(guò)對(duì)已有的海洋與海岸帶發(fā)展、社會(huì)公平以及可持續(xù)發(fā)展?fàn)顩r的評(píng)估方法和指標(biāo)進(jìn)行有效整合,建立起一套具有普適性、可操作性的評(píng)估框架,為藍(lán)色經(jīng)濟(jì)發(fā)展評(píng)估確立一套完整的指標(biāo)體系。同時(shí),文章以廈門(mén)市為例,檢驗(yàn)評(píng)估框架的適用性,并評(píng)價(jià)其藍(lán)色經(jīng)濟(jì)發(fā)展效果,取得了如下研究成果： 1)論文對(duì)藍(lán)色經(jīng)濟(jì)發(fā)展評(píng)估的理論進(jìn)行了系統(tǒng)研究。 在總結(jié)歸納了學(xué)者對(duì)藍(lán)色經(jīng)濟(jì)概念和發(fā)展的相關(guān)研究成果的基礎(chǔ)上,提出了藍(lán)色經(jīng)濟(jì)的概念。雖然到目前仍未出現(xiàn)為公眾所廣泛接受的定義,但本文認(rèn)為,藍(lán)色經(jīng)濟(jì)是以經(jīng)濟(jì)增長(zhǎng)、減少貧困、創(chuàng)造就業(yè)機(jī)會(huì)、削減環(huán)境污染、清潔生產(chǎn)、減少碳排放、平衡可持續(xù)發(fā)展各方關(guān)系為主要目標(biāo)的經(jīng)濟(jì)活動(dòng)。本文對(duì)藍(lán)色經(jīng)濟(jì)發(fā)展評(píng)估框架進(jìn)行了界定,認(rèn)為藍(lán)色經(jīng)濟(jì)發(fā)展評(píng)估的對(duì)象可以概括為投入、過(guò)程、產(chǎn)出、成果和影響,而其最終目標(biāo)是實(shí)現(xiàn)海洋與海岸帶的可持續(xù)發(fā)展和資源的可持續(xù)利用。 2)建立了藍(lán)色經(jīng)濟(jì)發(fā)展評(píng)估方法及指標(biāo)體系。 在剖析藍(lán)色經(jīng)濟(jì)發(fā)展的概念和內(nèi)涵基礎(chǔ)上,從評(píng)估指標(biāo)的功能和作用、遴選原則、體系構(gòu)建的基本流程和評(píng)估方法等方面總結(jié)和闡述了有關(guān)藍(lán)色經(jīng)濟(jì)發(fā)展評(píng)估的理論基礎(chǔ),并在此基礎(chǔ)上建立了藍(lán)色經(jīng)濟(jì)發(fā)展評(píng)估的方法和指標(biāo)體系。從藍(lán)色基礎(chǔ)、可持續(xù)增長(zhǎng)、社會(huì)公平和保障措施4個(gè)維度建立藍(lán)色經(jīng)濟(jì)發(fā)展評(píng)估框架,構(gòu)建了一個(gè)由35個(gè)三級(jí)指標(biāo)構(gòu)成的具有可操作性、普適性的指標(biāo)體系,為案例研究提供基礎(chǔ)。 3)利用建立的指標(biāo)體系對(duì)廈門(mén)藍(lán)色經(jīng)濟(jì)發(fā)展進(jìn)行了評(píng)估。 論文以2007年和2008年數(shù)據(jù)的平均值作為藍(lán)色經(jīng)濟(jì)發(fā)展評(píng)估的基準(zhǔn)年,對(duì)數(shù)據(jù)進(jìn)行標(biāo)準(zhǔn)化,分別評(píng)估2009年至2012年的藍(lán)色經(jīng)濟(jì)發(fā)展水平,通過(guò)對(duì)指標(biāo)現(xiàn)狀值和變化趨勢(shì)的分析,得到廈門(mén)市藍(lán)色經(jīng)濟(jì)發(fā)展的狀況。總體來(lái)看,廈門(mén)市在藍(lán)色經(jīng)濟(jì)發(fā)展方面取得了較好的成績(jī),擁有較為穩(wěn)定的平均增長(zhǎng)速率,處于藍(lán)色經(jīng)濟(jì)發(fā)展水平逐步提高的階段,其中,2009年至2010年增幅最快。海洋經(jīng)濟(jì)增長(zhǎng)迅速,取得了較好的成績(jī),但是環(huán)境和生態(tài)的可持續(xù)性方面表現(xiàn)較差,未達(dá)到理想目標(biāo)。同時(shí),在研究過(guò)程中,發(fā)現(xiàn)了一些指標(biāo)建立、遴選和案例研究過(guò)程中存在的指標(biāo)遴選的主觀性較強(qiáng)、數(shù)據(jù)的可獲得性不足、缺乏藍(lán)色經(jīng)濟(jì)發(fā)展評(píng)估的制度化等問(wèn)題,并提出了完善評(píng)估框架的對(duì)策及措施。
[Abstract]:In the social and economic development of coastal countries in the importance of marine economy on the rise, but the human cause in the development and utilization of marine ecosystem services of the ocean in the process of continuous degradation or loss, a direct threat to the sustainable development of coastal zone. Academic and management circles appeal to achieve the dual goals of promoting economic development and maintaining environmental sustainability the use of blue economic concept. In the past few decades, the blue economy have different interpretations in different countries, and in accordance with the respective manner. However, so far, the blue by the concept and implementation economy there are still a lot of controversy, is still not a widely accepted definition for the public at present. Many countries have put forward the blue economic development strategy, but countries implement initiatives and the implementation of the effect is difficult to accurately measure and evaluation. Therefore, in urgent need of a set of measurements The development status of the blue economic evaluation framework, to guide and evaluate the development of blue economy, analyses the key elements of regional success, learn from the experience so as to provide a reference for the subsequent development, promote the development of the blue economic regions at the same time, improve the development efficiency and effect. This research is based on the domestic and foreign related economic blue research results, through the ocean and coastal development of the assessment methods and indicators of social equity and sustainable development for effective integration, to establish a universal evaluation framework may work, establish a complete set of index system for evaluation of blue economic development. At the same time, this article in Xiamen city an example, to test the applicability evaluation framework, and evaluate the effect of blue economic development, the main research results are as follows:
1) a systematic study of the theory of blue economic development assessment is carried out in this paper.
After summarizing the relevant research results of scholars on the blue economic concept and development, put forward the concept of the blue economy. Although not defined widely accepted by the public, but we think that the blue economy is based on economic growth, reduce poverty, create employment opportunities, reduce environmental pollution, clean production to reduce carbon emissions, sustainable development, balance the relationship between the parties as the main goal of economic activities. This thesis gives the definition of blue economic development evaluation framework, object assessment of blue economic development can be summarized as input, process, output, outcome and impact, and its ultimate goal is to achieve sustainable development and sustainable use of marine and coastal zone resources.
2) the blue economic development evaluation method and index system have been set up.
In the analysis of the concept and connotation of blue economic development on the basis of the function and effect evaluation index selection principle, system construction of the basic process and method of evaluation are summarized and described the theoretical basis of evaluation of the blue economic development, is established based on the method and the evaluation index system of economic development from the blue. The blue base, sustainable growth, social justice and safeguard measures in 4 dimensions to establish blue economic development evaluation framework, constructs a consists of 35 level three indexes have the maneuverability, universal index system, provide the basis for the case study.
3) the blue economic development of Xiamen was evaluated using the established index system.
Based on the average of 2007 and 2008 data as evaluation of blue economic development in the base year, the standardization of data, from 2009 to 2012 the blue economic development level were assessed, based on the analysis of the index value of the status quo and trend of the blue economic development in Xiamen city. Overall, Xiamen City has achieved good results in the economic development of the blue, with the average growth rate is relatively stable, and gradually increase the level of economic development of the blue phase, which, from 2009 to 2010. The fastest growth of marine economy grows rapidly, and has achieved good results, but the environmental and ecological sustainability of poor performance, did not reach the ideal target. At the same time, in the in the course of the study, found that some existing selection index is established, and a case study in the process of selection of indicators of subjectivity, the availability of data is insufficient, lack of The system of the blue economic development assessment is institutionalized, and the countermeasures and measures to improve the evaluation framework are put forward.
