【摘要】：我國(guó)自首次開放天津、上海、大連、青島等14個(gè)沿海港口城市,興辦經(jīng)濟(jì)技術(shù)開發(fā)區(qū)以來(lái),取得了輝煌的成績(jī),經(jīng)濟(jì)發(fā)展突飛猛進(jìn)。但是同時(shí),也出現(xiàn)了土地利用粗放、空間環(huán)境單調(diào)、發(fā)展質(zhì)量不高、開發(fā)秩序混亂等方面的問(wèn)題,在產(chǎn)業(yè)發(fā)展、空間布局、社會(huì)及生態(tài)安全等層面面臨著嚴(yán)峻的轉(zhuǎn)型壓力。在新經(jīng)濟(jì)形勢(shì)背景下,如何實(shí)現(xiàn)開發(fā)區(qū)的轉(zhuǎn)型升級(jí)已成為當(dāng)前研究的重點(diǎn),經(jīng)濟(jì)技術(shù)開發(fā)區(qū)要加快改革步伐,大力實(shí)施產(chǎn)業(yè)轉(zhuǎn)型升級(jí),實(shí)現(xiàn)改革創(chuàng)新,打造質(zhì)量并舉的綠色、生態(tài)、可持續(xù)的開發(fā)區(qū)。論文通過(guò)現(xiàn)場(chǎng)調(diào)研、收集相關(guān)資料等方法,分析梳理綿陽(yáng)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)的發(fā)展現(xiàn)狀,總結(jié)綿陽(yáng)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)目前存在的問(wèn)題。原經(jīng)開區(qū)、原農(nóng)科區(qū)于2011年合并,2012年升級(jí)為國(guó)家級(jí)經(jīng)濟(jì)技術(shù)開發(fā)區(qū),定名為綿陽(yáng)經(jīng)濟(jì)技術(shù)開發(fā)區(qū),兩區(qū)合并,無(wú)論在規(guī)劃銜接、管理體制、產(chǎn)業(yè)布局、公共服務(wù)、基礎(chǔ)設(shè)施等方面都需要實(shí)現(xiàn)“接軌”。如何整合兩區(qū)資源,提升綿陽(yáng)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)綜合實(shí)力;如何適應(yīng)新的經(jīng)濟(jì)形勢(shì),進(jìn)行產(chǎn)業(yè)轉(zhuǎn)型升級(jí),從產(chǎn)業(yè)新城走向“城南新區(qū)”,實(shí)現(xiàn)產(chǎn)城融合;如何奠定中國(guó)(綿陽(yáng))科技城“一城三區(qū)”發(fā)展戰(zhàn)略中“城南新區(qū)”的核心區(qū)地位,都是亟待解決的問(wèn)題。論文基于以上研究基礎(chǔ),結(jié)合經(jīng)濟(jì)技術(shù)開發(fā)區(qū)新經(jīng)濟(jì)形勢(shì)背景下轉(zhuǎn)型發(fā)展趨勢(shì)、綿陽(yáng)科技城發(fā)展需求、綿陽(yáng)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)發(fā)展定位等,提出綿陽(yáng)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)整合提升規(guī)劃,并從總體發(fā)展戰(zhàn)略、空間布局規(guī)劃、產(chǎn)業(yè)結(jié)構(gòu)組織、環(huán)境改善策略等方面分析并提出優(yōu)化改善措施。確定綿陽(yáng)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)要走產(chǎn)城一體的發(fā)展道路,實(shí)現(xiàn)由“區(qū)”向“城”逐步轉(zhuǎn)型,完善工業(yè)園區(qū)城市功能,與母城相互促進(jìn)發(fā)展,產(chǎn)城融合,逐步發(fā)展成為綿陽(yáng)的城市新區(qū),進(jìn)而轉(zhuǎn)向“內(nèi)涵式”提升模式,“一區(qū)多園”發(fā)展。整合兩區(qū)的優(yōu)勢(shì)要素資源,走產(chǎn)業(yè)集群化模式和創(chuàng)新發(fā)展模式,適應(yīng)新的經(jīng)濟(jì)發(fā)展背景,產(chǎn)業(yè)集聚集約,進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化,生態(tài)、可持續(xù)發(fā)展。完善園區(qū)產(chǎn)業(yè)布局和功能分區(qū),樹立整體提升理念,推進(jìn)產(chǎn)業(yè)錯(cuò)位提升發(fā)展,互補(bǔ)互通,取得更好的發(fā)展效益,著力推進(jìn)綿陽(yáng)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)空間資源整合,產(chǎn)業(yè)優(yōu)化、結(jié)構(gòu)調(diào)整,以此達(dá)到產(chǎn)城融合的發(fā)展目標(biāo)。
[Abstract]:Since China opened 14 coastal port cities such as Tianjin, Shanghai, Dalian and Qingdao for the first time and set up economic and technological development zones, it has made brilliant achievements and made rapid progress in economic development. But at the same time, extensive land use has also appeared. The space environment is monotonous, the development quality is not high, the development order is chaotic and so on, in the industrial development, the spatial layout, the social and the ecological security and so on aspect faces the stern transformation pressure. Under the new economic situation background, How to realize the transformation and upgrading of the development zone has become the focus of the current research. The economic and technological development zone should speed up the pace of reform, vigorously implement the industrial transformation and upgrade, realize the reform and innovation, and create a green and ecological environment in which the quality of the development zone goes hand in hand. The paper analyzes and combs the current development situation of Mianyang Economic and technological Development Zone, summarizes the existing problems of Mianyang Economic and technological Development Zone by on-the-spot investigation and collection of relevant data, and summarizes the existing problems in Mianyang Economic and technological Development Zone. The former agricultural area was merged on 2011 and upgraded to a national economic and technological development zone in 2012, named Mianyang Economic and technological Development Zone. The two areas are merged, regardless of planning convergence, management system, industrial layout, public service, Infrastructure and other aspects need to be "integrated." how to integrate the resources of the two regions, enhance the comprehensive strength of Mianyang Economic and technological Development Zone, adapt to the new economic situation, and carry out industrial transformation and upgrading, How to establish the core position of "Chengnan New District" in the development strategy of China (Mianyang) Science and Technology City, and how to establish the core position of "Chengnan New area" in the development strategy of "one City and three districts" in China's (Mianyang) Science and Technology City, This paper is based on the above research basis, combined with the development trend of economic and technological development zone under the new economic situation, the development needs of Mianyang science and technology city, the development orientation of Mianyang economic and technological development zone, etc. Put forward Mianyang economic and technological development zone integration promotion plan, and from the overall development strategy, spatial layout planning, industrial structure organization, The environmental improvement strategy is analyzed and put forward to optimize the improvement measures. It is determined that Mianyang Economic and technological Development Zone should take the road of integration of production and city, realize the gradual transformation from "district" to "city", and perfect the urban function of industrial park. Promoting the development with the mother city, integrating the production and city, gradually developing into the new urban district of Mianyang, then turning to the "connotative" promotion mode, developing "one area and more gardens", integrating the advantage factor resources of the two districts, Take the industrial cluster model and innovative development mode, adapt to the new economic development background, industrial agglomeration intensive, industrial structure optimization, ecology, sustainable development, improve the industrial layout and functional zones, set up the overall concept of upgrading, To promote the development of industrial dislocation and mutual complementation, to achieve better development benefits, and to promote the integration of space resources, industrial optimization and structural adjustment in Mianyang Economic and technological Development Zone, so as to achieve the development goal of integration of production and city.
