【摘要】：收入分配是民生之源，收入分配狀況直接影響著民眾生活水平的改善以及家庭和社會(huì)的和諧穩(wěn)定，因此收入分配對(duì)于社會(huì)和人的自身發(fā)展有著十分重要的意義。本研究針對(duì)人們近年來(lái)備受關(guān)注的收入分配差距過(guò)大的問題，在宏觀層次，通過(guò)國(guó)家有關(guān)部門發(fā)布的統(tǒng)計(jì)資料，分析了城鄉(xiāng)之間、地區(qū)之間、行業(yè)之間的收入分配差距現(xiàn)狀。在如何解釋構(gòu)成這種現(xiàn)狀的原因問題上，，通過(guò)近年來(lái)學(xué)者們的一些代表性的觀點(diǎn)，提出公共政策是影響收入分配差距的主要原因，并初步建立了公共政策與收入分配二者之間的邏輯關(guān)系，從戶籍政策、教育政策、地區(qū)間的非均衡發(fā)展政策以及壟斷行業(yè)的監(jiān)管政策四個(gè)方面具體分析了政策影響下的收入分配差距問題，嘗試提出了解決該問題的初步建議。主要有以戶籍制度改革為基礎(chǔ)逐步建立起公平的勞動(dòng)力市場(chǎng)就業(yè)環(huán)境和自由的人才流動(dòng)機(jī)制，為在城市中的外來(lái)務(wù)工人員建立能夠享受同等公共服務(wù)的運(yùn)行機(jī)制；加大對(duì)貧困地區(qū)的教育投入并促進(jìn)各個(gè)教育層面的基本公共服務(wù)均等化；統(tǒng)籌不同地區(qū)的經(jīng)濟(jì)建設(shè)與發(fā)展，促進(jìn)經(jīng)濟(jì)發(fā)達(dá)地區(qū)對(duì)落后地區(qū)的經(jīng)濟(jì)帶動(dòng)，促進(jìn)城市對(duì)農(nóng)村經(jīng)濟(jì)發(fā)展的推動(dòng)作用；以限制壟斷行業(yè)的高額利潤(rùn)為基礎(chǔ)，賦予壟斷行業(yè)更多的社會(huì)責(zé)任以促進(jìn)對(duì)低收入行業(yè)的幫扶等等。
[Abstract]:Income distribution is the source of people's livelihood. Income distribution directly affects the improvement of people's living standard and the harmony and stability of family and society. Therefore, income distribution is of great significance to the development of society and people themselves. This study aims at the problem that people pay close attention to in recent years, and at the macro level, through the statistics published by the relevant departments of the country. This paper analyzes the current situation of income distribution gap between urban and rural areas, regions and industries. In terms of how to explain the causes of this situation, some representative viewpoints of scholars in recent years have been put forward. It is pointed out that public policy is the main reason that affects the income distribution gap, and the logical relationship between public policy and income distribution is preliminarily established, from the household registration policy to the education policy. The disequilibrium development policy among regions and the supervision policy of monopoly industry are analyzed in four aspects: the income distribution gap under the influence of the policy. This paper tries to put forward some preliminary suggestions to solve this problem. It mainly includes the establishment of a fair labor market employment environment and a free talent flow mechanism based on the reform of the household registration system. To establish operational mechanisms for migrant workers in cities to enjoy the same public services; to increase investment in education in poor areas and to promote equalization of basic public services at all levels of education; to coordinate economic construction and development in different regions, To promote the economic drive of the economically developed areas to the backward areas, and to promote the role of cities in promoting rural economic development; on the basis of limiting the high profits of monopoly industries, Give monopoly industries more social responsibility to promote low-income industries and so on.
