【摘要】：鄱陽湖生態(tài)經(jīng)濟(jì)區(qū)礦產(chǎn)資源豐富,礦業(yè)經(jīng)濟(jì)發(fā)達(dá),是江西重要的煤、鐵、有色金屬、建材非金屬礦業(yè)基地,也是新能源、新材料工業(yè)和高新礦業(yè)重要的產(chǎn)業(yè)基地,礦業(yè)是區(qū)內(nèi)省內(nèi)重要的支柱產(chǎn)業(yè)。鄱陽湖生態(tài)經(jīng)濟(jì)區(qū)規(guī)劃上升為國(guó)家戰(zhàn)略后,實(shí)行更為嚴(yán)格的生態(tài)保護(hù)政策,區(qū)內(nèi)礦業(yè)經(jīng)濟(jì)發(fā)展面臨新的挑戰(zhàn)與機(jī)遇。 本文以區(qū)位理論、比較優(yōu)勢(shì)理論、可持續(xù)發(fā)展理論和產(chǎn)業(yè)集群理論為研究的理論基礎(chǔ),研究國(guó)內(nèi)礦業(yè)經(jīng)濟(jì)形勢(shì),分析了礦業(yè)在國(guó)民經(jīng)濟(jì)中的地位；研究了江西省礦產(chǎn)資源特點(diǎn)、礦業(yè)經(jīng)濟(jì)發(fā)展現(xiàn)狀；重點(diǎn)研究了鄱陽湖生態(tài)經(jīng)濟(jì)區(qū)礦產(chǎn)資源特點(diǎn)、礦產(chǎn)資源開發(fā)利用現(xiàn)狀、礦業(yè)經(jīng)濟(jì)發(fā)展現(xiàn)狀,總結(jié)礦業(yè)經(jīng)濟(jì)存在的重要礦產(chǎn)資源保障程度下降、礦業(yè)企業(yè)規(guī)模偏小、采選業(yè)工藝落后、浪費(fèi)嚴(yán)重、產(chǎn)業(yè)布局中配套程度低、環(huán)境問題突出等主要問題和不足,分析了面臨的挑戰(zhàn)與機(jī)遇。 本文引入SWOT分析和區(qū)位商分析方法,建立了SWOT模型,研究分析了區(qū)內(nèi)礦產(chǎn)資源開發(fā)的優(yōu)勢(shì)、劣勢(shì)、機(jī)遇和威脅；對(duì)區(qū)內(nèi)主要礦產(chǎn)資源產(chǎn)業(yè)基于儲(chǔ)量、產(chǎn)量和工業(yè)總產(chǎn)值的優(yōu)劣勢(shì)及變動(dòng)規(guī)律進(jìn)行了定量分析,提出了該區(qū)優(yōu)勢(shì)礦種、產(chǎn)業(yè)及SO、ST WO、WT戰(zhàn)略。依據(jù)區(qū)內(nèi)礦產(chǎn)空間分布特點(diǎn)和規(guī)律、開發(fā)條件及環(huán)境因素等因子,劃定南昌、九江、景德鎮(zhèn)、樂平(萬年)、鷹潭、新余、樟樹(新干)、豐城、高安等9個(gè)礦業(yè)經(jīng)濟(jì)區(qū)。 本文堅(jiān)持礦產(chǎn)資源開發(fā)與環(huán)境保護(hù)并重的思想。通過對(duì)鄱陽湖生態(tài)經(jīng)濟(jì)區(qū)礦產(chǎn)資源和礦業(yè)經(jīng)濟(jì)的研究,提出了(1)實(shí)施礦業(yè)經(jīng)濟(jì)優(yōu)化配置與分區(qū)布局戰(zhàn)略；(2)礦業(yè)結(jié)構(gòu)調(diào)整與優(yōu)化戰(zhàn)略；(3)大力發(fā)展太陽能、淺層地?zé)崮�、頁巖氣、煤炭清潔技術(shù),開發(fā)清潔能源與高新礦業(yè)戰(zhàn)略；(4)礦產(chǎn)資源節(jié)約與綜合利用戰(zhàn)略；(5)加強(qiáng)科技創(chuàng)新、推動(dòng)技術(shù)、進(jìn)步延長(zhǎng)產(chǎn)業(yè)鏈、搞好尾礦治理建設(shè)綠色礦山的礦業(yè)循環(huán)經(jīng)濟(jì)戰(zhàn)略；(6)發(fā)展綠色環(huán)保產(chǎn)業(yè)、調(diào)整產(chǎn)業(yè)鏈結(jié)構(gòu)、發(fā)展精深加工、提高礦產(chǎn)綜合利用水平、加大節(jié)能減排力度的礦業(yè)經(jīng)濟(jì)與生態(tài)環(huán)境協(xié)調(diào)發(fā)展戰(zhàn)略：(7)堅(jiān)持地質(zhì)先行、夯實(shí)礦業(yè)經(jīng)濟(jì)基礎(chǔ)、積極實(shí)施“走出去”、發(fā)展礦業(yè)權(quán)市場(chǎng),加強(qiáng)地質(zhì)勘查,提高資源保障能力等發(fā)展戰(zhàn)略。
[Abstract]:Poyang Lake Ecological Economic Zone is rich in mineral resources and developed in mining economy. It is an important mining base for coal, iron, non-ferrous metals and building materials in Jiangxi, as well as an important industrial base for new energy, new materials industry and high-tech mining.Mining is an important pillar industry in the province.After the planning of Poyang Lake Ecological Economic Zone has become a national strategy, more strict ecological protection policies have been implemented, and the development of mining economy in the region is facing new challenges and opportunities.Based on location theory, comparative advantage theory, sustainable development theory and industrial cluster theory, this paper studies the situation of domestic mining economy, analyzes the status of mining industry in the national economy, and studies the characteristics of mineral resources in Jiangxi Province.The characteristics of mineral resources in Poyang Lake Ecological Economic Zone, the present situation of mineral resources exploitation and utilization, the present situation of mining economy development, and the decline of important mineral resources security degree of mining economy are summarized.The scale of mining enterprises is small, the mining and separation technology is backward, the waste is serious, the supporting degree in the industrial layout is low, the environmental problems are outstanding, and so on. The challenges and opportunities are analyzed.This paper introduces SWOT analysis and location quotient analysis, establishes SWOT model, studies and analyzes the strengths, weaknesses, opportunities and threats of mineral resources development in the region.The advantages and disadvantages of the output and the total industrial output value and the variation law were quantitatively analyzed, and the strategies of the dominant minerals, industries and SOTWO WT in the area were put forward.According to the spatial distribution characteristics and law of mineral resources, development conditions and environmental factors, nine mining economic zones, such as Nanchang, Jiujiang, Jingdezhen, Leping (Wannai, Yingtan, Xinyu, Zhangshu, Fengcheng, Gaoan, etc.), are delineated.This article adheres to the idea of equal emphasis on mineral resources development and environmental protection.Based on the study of mineral resources and mining economy in Poyang Lake Ecological Economic Zone, this paper puts forward the following points: 1) to implement the strategy of optimizing the allocation of mining economy and the strategy of regional layout 2) to adjust and optimize the structure of mining industry 3) to vigorously develop solar energy, shallow geothermal energy and shale gas.Clean coal technology, development of clean energy and high-tech mining strategy No. 4) Saving and comprehensive utilization of mineral resources; strengthening scientific and technological innovation; promoting technology; and extending the industrial chain.Develop green environmental protection industry, adjust the structure of industrial chain, develop deep processing, improve the level of comprehensive utilization of mineral resources,The coordinated development strategy of mining economy and ecological environment, which is to increase energy saving and emission reduction, is to insist on geological advance, consolidate the economic base of mining industry, actively implement "going out", develop the market of mining rights, and strengthen geological exploration.Development strategies such as improving the ability to ensure resources.
