【摘要】：在國(guó)家安全論域中,國(guó)內(nèi)安全問(wèn)題一直是國(guó)家安全研究非常重要的內(nèi)容。隨著國(guó)家安全面臨形勢(shì)的日益復(fù)雜化和國(guó)家安全內(nèi)涵的豐富和發(fā)展,特別是在傳統(tǒng)安全威脅和非傳統(tǒng)安全威脅相互交織的情況下,維護(hù)國(guó)家安全面臨著越來(lái)越多的內(nèi)部和外部挑戰(zhàn)。一般來(lái)講,一個(gè)國(guó)家是否安全,關(guān)鍵在于維護(hù)和保障國(guó)家內(nèi)部的社會(huì)制度和體制穩(wěn)固以及社會(huì)系統(tǒng)的動(dòng)態(tài)穩(wěn)定性。國(guó)內(nèi)安全是國(guó)家安全的內(nèi)因,是根據(jù);外部環(huán)境的威脅和侵害是外因,是條件。外部的威脅和侵害雖然有時(shí)會(huì)成為主要矛盾,但總體上處于次要矛盾的地位。在社會(huì)轉(zhuǎn)型期非傳統(tǒng)安全威脅因素逐漸增多的背景下,作為國(guó)家安全重要層面的"國(guó)內(nèi)安全"所面臨的形勢(shì)和挑戰(zhàn)則更為嚴(yán)峻。因而,國(guó)內(nèi)安全問(wèn)題的研究及其維護(hù)和保障也將發(fā)生相應(yīng)的變化。
[Abstract]:In the domain of national security, the issue of internal security has always been a very important part of the research of national security. With the increasing complexity of the national security situation and the enrichment and development of the connotation of national security, especially when traditional and non-traditional security threats are intertwined, Maintaining national security is facing more and more internal and external challenges. Generally speaking, the key to whether a country is safe or not is to maintain and guarantee the stability of social system and social system. Internal security is the internal cause and basis of national security, and the threat and violation of external environment is external cause and condition. Although the external threats and encroachment sometimes become the principal contradiction, they are generally in the secondary position. In the background of the increasing of non-traditional security threat factors in the social transition period, the situation and challenge of "internal security", which is an important aspect of national security, is even more severe. Therefore, the domestic security research and its maintenance and guarantee will also take place the corresponding change.
