【摘要】： 所謂“黑車”,是指在運(yùn)輸市場(chǎng)中無合法經(jīng)營(yíng)手續(xù)從事營(yíng)業(yè)性運(yùn)輸?shù)能囕v。由于一些城市的“黑車”已經(jīng)發(fā)展到了嚴(yán)重影響正規(guī)運(yùn)輸經(jīng)營(yíng)者運(yùn)營(yíng)的程度,為履行政府職能,有關(guān)執(zhí)法部門正在不斷加大對(duì)“黑車”的打擊力度,集中開展了打擊“黑車”非法營(yíng)運(yùn)專項(xiàng)整治行動(dòng),但多數(shù)治理行動(dòng)收效甚微。鑒于“黑車”的存在是有其深刻的歷史根源的,在大力打擊的同時(shí),“黑車”隊(duì)伍也在不斷“發(fā)展壯大”,并呈現(xiàn)出不斷蔓延的趨勢(shì),為從根本上解決這一問題,本文以出租車市場(chǎng)為例,以公共管理理論為支撐,結(jié)合當(dāng)今我國(guó)政府職能轉(zhuǎn)變的實(shí)際,從挖掘研究“黑車”形成的深刻根源入手,研究了政府治理“黑車”的依據(jù)和必要性,深入分析了“黑車”治理中出現(xiàn)的主要問題以及這些問題形成的原因,提出了政府治理“黑車”的有效策略,希望為各級(jí)政府有效治理“黑車”問題提供借鑒,以更好地幫助政府維護(hù)道路運(yùn)輸市場(chǎng)的公平、公正的秩序和環(huán)境。
[Abstract]:The so-called "black car" refers to the vehicle that has no legal business procedures in the transportation market. As "black cars" in some cities have developed to a degree that seriously affects the operation of formal transport operators, in order to perform the functions of the government, the relevant law enforcement departments are constantly increasing their efforts to crack down on "black cars." Concentrated on cracking down on the illegal operation of the "Black car" special action, but most of the action has had little effect. In view of the fact that the existence of "Black car" has its profound historical roots, while cracking down hard, the "Black car" team is also constantly "developing and expanding" and showing a trend of continuous spread, in order to fundamentally solve this problem. This article takes the taxi market as an example, takes the public management theory as the support, unifies the present our country government function transformation reality, from excavates the research "black car" the profound root cause, has studied the government to govern "the black car" the basis and the necessity. This paper deeply analyzes the main problems in the governance of "black car" and the causes of these problems, and puts forward the effective strategy of government governing "black car", hoping to provide reference for governments at all levels to deal with the problem of "black car" effectively. To better help the government to maintain the road transport market fair, fair order and environment.
