【摘要】： 我國(guó)正處在一個(gè)由傳統(tǒng)型社會(huì)向現(xiàn)代型社會(huì)過渡的轉(zhuǎn)型時(shí)期,社會(huì)上各種利益群體之間的矛盾和沖突引發(fā)了大量的群體性事件。這些群體性事件對(duì)于基層政府的行為方式提出了嚴(yán)峻的挑戰(zhàn),不僅給基層政府的執(zhí)政和行政能力提出了新課題,而且也呼喚著基層政府行為方式的轉(zhuǎn)變。文章綜合運(yùn)用管理學(xué)、社會(huì)學(xué)和政治學(xué)等原理,對(duì)群體性事件的性質(zhì)、原因、危害進(jìn)行了分析,提出了基層政府轉(zhuǎn)變行為方式以化解群體性事件的思路：即通過科學(xué)決策預(yù)防群體性事件；堅(jiān)持依法行政避免群體性事件；規(guī)范行為方式以化解群體性事件；提升處置能力應(yīng)對(duì)群體性事件。
[Abstract]:Our country is in a transition period from traditional society to modern society. The contradictions and conflicts among various interest groups in the society have caused a large number of group events. These group incidents have posed a severe challenge to the behavior of grass-roots governments, which not only put forward a new subject to the governance and administrative ability of grass-roots governments, but also call for the transformation of the behavior patterns of grass-roots governments. Based on the principles of management, sociology and political science, this paper analyzes the nature, cause and harm of mass events. This paper puts forward the ideas of changing the behavior way of the grass-roots government to resolve the group incident: to prevent the group event through scientific decision, to persist in the administration according to law to avoid the group incident, to standardize the behavior way to resolve the group incident. Improve handling capacity to deal with group incidents.
