【摘要】：香港警察在組織結(jié)構(gòu)、職位結(jié)構(gòu)、文職制度、編制管理、教育訓(xùn)練、刑事調(diào)查、行動(dòng)指揮等方面的管理與改革都具有自己的特點(diǎn),能給中國(guó)內(nèi)地的公安改革以多方面的啟示:將微觀層級(jí)結(jié)構(gòu)改革作為今后的改革重點(diǎn),與公安職務(wù)等級(jí)制度改革同步配套進(jìn)行;建立警銜主導(dǎo)的等級(jí)制度,明確領(lǐng)導(dǎo)職數(shù)和職位類(lèi)別及職位員額比例;切實(shí)實(shí)行分類(lèi)管理,設(shè)立文職機(jī)構(gòu),析置文職崗位;健全公安編制管理體制,把職位管理作為工作重點(diǎn),積極推進(jìn)編制管理的標(biāo)準(zhǔn)化建設(shè);實(shí)行訓(xùn)練與人事并立的組織體制,建立管理與實(shí)務(wù)相統(tǒng)一的公安訓(xùn)練體制,確立訓(xùn)練實(shí)戰(zhàn)部門(mén)的權(quán)威,突出抓好實(shí)戰(zhàn)化訓(xùn)練;實(shí)行"五偵合一"的組織架構(gòu),把預(yù)防犯罪作為刑事調(diào)查工作的重要內(nèi)容;行動(dòng)指揮上實(shí)行"警隊(duì)模式",實(shí)行
[Abstract]:The management and reform of the Hong Kong police in terms of organizational structure, post structure, civilian system, establishment and management, education and training, criminal investigation, operational command and so on have their own characteristics. It can enlighten the public security reform in the mainland of China in many aspects: to make the reform of the micro level structure the key point of the future reform, to carry out the reform in parallel with the reform of the rank system of public security posts; and to establish a hierarchy system dominated by the police rank. Make clear the number of leadership posts, the category of positions and the proportion of posts to posts; effectively implement classified management, set up civilian organizations and analyze civilian posts; improve the management system of public security establishment and take post management as the focus of work; We should actively promote the standardization of the establishment and management, implement the organizational system in which training and personnel work side by side, establish a public security training system that integrates management with practice, establish the authority of training departments in actual combat, and give prominence to actual combat training. To implement the organizational structure of "integration of five investigations" and to make crime prevention an important part of criminal investigation; to implement the "Police Force Model" and implement the "Police Force Model" in operational command.
